Because the NDAA authorized and provided for the Space Force, when the President signed the defense bill on 20 December 2019, at the same moment he officially established the nation’s sixth armed service.

The paper begins by examining the historical evolution and fractured history of space in the United States government's bureaucratic machine. Next, this paper looks at multiple reports calling for changes in space leadership and oversight, and the inability to effect meaningful change, evaluating the need for an independent Space Force. It then discusses the various roles and missions an independent space force would assume. Finally, it discusses the legal framework necessary to establish a USSF and analyzes a legislative proposal. Though this paper advocates for standing up a separate USSF, the true value of this paper is the legislation proposed in Appendix 2, and the analysis of that proposal herein. Simply considering the specific recommendations in that enabling legislation is beneficial should the United States move toward establishing a USSF.This compilation includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community.The similarities between child in need of care cases and the current United States Air Force (USAF) oversight of national security space are unfortunately striking. The Air Force has been unable to properly care for space, and like the removal of the Air Force from the purview of the United States Army in 1947, removing space from Air Force management and oversight may be in the best interests of both parent and child. Congress and the Department of Defense (DOD) gave the Air Force a "parenting plan" of sorts, and for years the Air Force has failed to make significant progress on that plan and demonstrated an inability to complete that plan successfully. Time has run out, and the best interest of space dictates removal from the USAF. "Space is a war-fighting domain, just like the land, air, and sea... we have the Air Force, we'll have the Space Force." President Trump's words reflect the ever-growing reality that the character of warfare is changing. Much like the air domain from the end of World War I through World War II, space has emerged and evolved as a war-fighting domain. Rather than the supporting role space served up to this point, warfare in the future is likely to extend or even begin within the space domain. Additionally, as the burgeoning commercial space economy continues to grow, so too will the need for security and protection of lines of commerce grow. Unfortunately, the current USAF construct is ill equipped to meet and overcome the challenges presented by such a change in the character of war, and a new dynamic is necessary.This paper examines the USAF role in managing space and makes recommendations for the future of space in the United States military. U.S. interest in space began as an urgent move to prove our nation's competitiveness during the Cold War. Today, the initiative to have a Space Force is rooted in the nationalism of President Donald Trump. The Space Policy Directive-4 signed by Trump is waiting for congressional approval, so a historical review of the role of space within the U.S. military is needed. This thesis analyzes the roles the Army, Air Force, and Navy have already played within the combined space effort. Through this historical analysis, this study offers a comparative examination of the space interests of each of the three branches of service, showing how each defines and views space, and addresses space organization within the services. The study concludes that the Air Force Space Command should remain under the U.S. Air Force and be renamed the Space Corps with both United States Space Command and the Space Corps being the central chain of command for all the services. While the author's view did not prevail under the Trump Administration, the election of President Biden may reopen The Great Space Race Debate, making this author's research of continuing relevance. Book excerpt: Since the mid-1940s, when Vannevar Bush and Theodore von Karman wrote Science, the Endless Frontier and Toward New Horizons, respectively, there has been a consensus that strong Department of Defense support of science and technology (S&T) is important to the security of the United States. During the Cold War, as it faced technologically capable adversaries whose forces potentially outnumbered U.S. forces, the United States relied on a strong defense S&T program to support the development of technologically superior weapons and systems that would enable it to prevail in the event of conflict. Since the end of the Cold War, the United States has relied on its technological superiority to maintain a military advantage while at the same time reducing the size of its forces. Over the past half-century, creating and maintaining a technologically superior military capability have become fundamental to U.S. national security strategy, and investment in S&T has become a basic component of the defense budget. In late 1998, Congress asked the Secretary of Defense to conduct a study, in cooperation with the National Research Council (NRC), on the S&T base of the U.S. Department of Defense (DoD). Congress was particularly concerned about areas of the S&T program related to air systems, space systems, and supporting information systems. Its concern was based on the Air Force's reduction of its S&T program from the largest of the three military service programs to the smallest. Congress also wanted to ensure that the Air Force maintained an appropriately sized S&T workforce. In late 1999, the Deputy Under Secretary of Defense for Science and Technology asked the NRC to conduct a study to explore these issues.
