Book excerpt: The DOE Weatherization Assistance Program enables low-income families to permanently reduce their energy bills by making their households more energy efficient. The DOE program guidelines specify that a variety of energy efficiency measures are eligible for support under the program. The measures include insulation, space-heating equipment, energy-efficient windows, water heaters, and efficient air conditioners. This book explores the Department of Energy's (DOE's) Weatherization Assistance Program, with a focus on its background, brief history of funding, program evolution, program activity, and program assessments and benefit-cost evaluations.

Available in PDF, EPUB and Kindle. Book excerpt: Despite the many benefits of energy, most of which are reflected in energy market prices, the production, distribution, and use of energy causes negative effects. Many of these negative effects are not reflected in energy market prices. When market failures like this occur, there may be a case for government interventions in the form of regulations, taxes, fees, tradable permits, or other instruments that will motivate recognition of these external or hidden costs. The Hidden Costs of Energy defines and evaluates key external costs and benefits that are associated with the production, distribution, and use of energy, but are not reflected in market prices. The damage estimates presented are substantial and reflect damages from air pollution associated with electricity generation, motor vehicle transportation, and heat generation. The book also considers other effects not quantified in dollar amounts, such as damages from climate change, effects of some air pollutants such as mercury, and risks to national security. While not a comprehensive guide to policy, this analysis indicates that major initiatives to further reduce other emissions, improve energy efficiency, or shift to a cleaner electricity generating mix could substantially reduce the damages of external effects. A first step in minimizing the adverse consequences of new energy technologies is to better understand these external effects and damages. The Hidden Costs of Energy will therefore be a vital informational tool for government policy makers, scientists, and economists in even the earliest stages of research and development on energy technologies.

Book excerpt: Since its publication in the early 90s, Brenda Boardman's Fuel Poverty has been the reference text for those wishing to learn about this complex subject. In this, its successor, she turns a critical eye to the new millennium and finds that the situation, while now more widely recognised, is far from having improved. The book begins by discussing the political awakening to the issue and exploring just who constitutes the fuel poor. It examines the factors that contribute to fuel poverty - low incomes, high fuel prices and poor quality housing - and looks at and evaluates the policies that have been employed to help reduce the problem. The latter part presents a detailed set of proposals based around long-term improvements in the housing stock that must be employed if we are to avoid a dire situation continuing to get worse. Based on detailed analysis of the situation in the UK, the growth of fuel poverty (sometimes called energy poverty) in other countries and the new focus in European policy makes the book timely and provides important lessons for those who now have to produce policies to tackle the issues.

Book excerpt: The best-selling look at how American cities can promote racial equity, end redlining, and reverse the damaging health- and wealth-related effects of segregation. Winner of the IPPY Book Award Current Events II by the Independent Publisher The world gasped in April 2015 as Baltimore erupted and Black Lives Matter activists, incensed by Freddie Gray's brutal death in police custody, shut down highways and marched on city streets. In The Black Butterfly—a reference to the fact that Baltimore's majority-Black population spreads out like a butterfly's wings on both sides of the coveted strip of real estate running down the center of the city—Lawrence T. Brown reveals that ongoing historical trauma caused by a combination of policies, practices, systems, and budgets is at the root of uprisings and crises in hypersegregated cities around the country. Putting Baltimore under a microscope, Brown looks closely at the causes of segregation, many of which exist in current legislation and regulatory policy despite the common belief that overtly racist policies are a thing of the past. Drawing on social science research, policy analysis, and archival materials, Brown reveals the long history of racial segregation's impact on health, from toxic pollution to police brutality. Beginning with an analysis of the current political moment, Brown delves into how Baltimore's history influenced actions in sister cities such as St. Louis and Cleveland, as well as Baltimore's adoption of increasingly oppressive techniques from cities such as Chicago. But there is reason to hope. Throughout the book, Brown offers a clear five-step plan for activists, nonprofits, and public officials to achieve racial equity. Not content to simply describe and decry urban problems, Brown offers up a wide range of innovative solutions to help heal and restore redlined Black neighborhoods, including municipal reparations. Persuasively arguing that, since urban apartheid was intentionally erected, it can be intentionally dismantled, The Black Butterfly demonstrates that America cannot reflect that Black lives matter until we see how Black neighborhoods matter.

Book excerpt: In legislation appropriating funds for DOE's fiscal year (FY) 2000 energy R&D budget, the House Interior Appropriations Subcommittee directed an evaluation of the benefits that have accrued to the nation from the R&D conducted since 1978 in DOE's energy efficiency and fossil energy programs. In response to the congressional charge, the National Research Council formed the Committee on Benefits of DOE R&D on Energy Efficiency and Fossil Energy. From its inception, DOE's energy R&D program has been the subject of many outside evaluations. The present evaluation asks whether the benefits of the program have justified the considerable expenditure of public funds since DOE's formation in 1977, and, unlike earlier evaluations, it takes a comprehensive look at the actual outcomes of DOE's research over two decades.

Book excerpt: The underappreciated but surprisingly successful implementation of the American Recovery and Reinvestment Act (ARRA) helped rescue the economy during the Great Recession and represented one of the most important achievements of the Obama presidency. It tested all levels of government with urgent time frames and extensive accountability requirements. While ARRA passed most tests with comparatively little mismanagement or fraud, negative public and media perceptions of the initiative deprived the president of political credit. Drawing on more than two hundred interviews and nationwide field research, Governing under Stress examines a range of ARRA stimulus programs to analyze the fraught politics, complex implementation, and impact of the legislation. Essays from public administration scholars use ARRA to study how to implement large federal programs in our modern era of indirect, networked governance. Throughout, the contributors present potent insights into the most pressing challenges facing public policy and management, and they uncover important lessons about policy instruments and networks, the effects of transparency and accountability, and the successes and failures of different types of government intervention.
