Book excerpt: In the last 30 years, China’s record economic growth lifted half a billion people out of poverty, with rapid urbanization providing abundant labor, cheap land, and good infrastructure. While China has avoided some of the common ills of urbanization, strains are showing as inefficient land development leads to urban sprawl and ghost towns, pollution threatens people’s health, and farmland and water resources are becoming scarce. With China’s urban population projected to rise to about one billion – or close to 70 percent of the country’s population – by 2030, China’s leaders are seeking a more coordinated urbanization process. Urban China is a joint research report by a team from the World Bank and the Development Research Center of China’s State Council which was established to address the challenges and opportunities of urbanization in China and to help China forge a new model of urbanization. The report takes as its point of departure the conviction that China's urbanization can become more efficient, inclusive, and sustainable. However, it stresses that achieving this vision will require strong support from both government and the markets for policy reforms in a number of area. The report proposes six main areas for reform: first, amending land management institutions to foster more efficient land use, denser cities, modernized agriculture, and more equitable wealth distribution; second, adjusting the hukou household registration system to increase labor mobility and provide urban migrant workers equal access to a common standard of public services; third, placing urban finances on a more sustainable footing while fostering financial discipline among local governments; fourth, improving urban planning to enhance connectivity and encourage scale and agglomeration economies; fifth, reducing environmental pressures through more efficient resource management; and sixth, improving governance at the local level.

Book excerpt: The idea of writing a textbook on urban surveying and mapping originated with the Commission on Cartography of the Pan American Institute of Geography and History (PAIGH) because of the urgent need for planned and integrated surveying and mapping in urban communities of the American Hemisphere. It is obvious, however, that, with the exception of some European countries, the same situation exists in most cities of the world. The undersigned was asked to undertake the task. The task was not simple. The only available comprehensive text in the field 1 is Geodezja Miejska , which was published recently in Poland and reached the authors only after most of the present text was written. It is tailored to a very specific market and different requirements. Although it is an impressive book, it differs vastly from our own approach. Other reference texts are fragmentary or obsolete. During the last two decades, revolutionary changes have occurred in survey ing and mapping technology which have had a profound effect on actual procedures. In addition, the traditional concepts of urban surveying and map ping are undergoing rapid evolution. It is recognized that administration and planning require a great variety of continuously updated information which must be correlated with the actual physical fabric of the community, as de termined by surveying and mapping. Modern urban surveying and mapping is therefore the foundation of the broad and dynamic information system that is indispensable in any rational municipal effort.

Book excerpt: The European DayWater project has developed a prototype of an Adaptive Decision Support System (ADSS) related to urban stormwater pollution source control. The DayWater ADSS greatly facilitates decision-making for stormwater source control, which is currently impeded by the large number of stakeholders involved and by the necessary multidisciplinary knowledge. This book presents the results of this project, providing new insights into both technical and management issues. The main objectives of its technical chapters are pollution source control modelling, risk and impact assessment, and evaluation and comparison of best management practices. It also covers management aspects, such as the analysis of the decision-making processes in stormwater source control, at a European scale, and stormwater management strategies in general. The combination of scientific-technical and socio-managerial knowledge, with the strong cooperation of numerous end-users, reflects the innovative character of this book which includes actual applications of the ADSS prototype in significant case studies. DayWater: an Adaptive Decision Support System for Urban Stormwater Management contains 26 chapters collectively prepared by DayWater scientific partners and end-users associated with this European Research and Development project. Drawing on survey data collected in collaboration with Gallup, Inc., the Global Findex database covers more than 140 economies around the world. The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals. The database, the full text of the report, and the underlying country-level data for all figures—along with the questionnaire, the survey methodology, and other relevant materials—are available at www.worldbank.org/globalfindex.

Time to ACT: Realizing Indonesia’s Urban Potential explores the extent to which urbanization in Indonesia has delivered in terms of prosperity, inclusiveness, and livability. The report takes a broad view of urbanization’s performance in these three key areas, covering both the monetary and nonmonetary aspects of welfare. It analyzes the fundamental reforms that can help the country to more fully achieve widespread and sustainable benefits, and it introduces a new policy framework—the ACT framework—to guide policy making. If Indonesia continues to urbanize in line with global historical standards, more than 70 percent of its population will be living in towns and cities by the time the country celebrates the centenary of its independence in 2045. Accordingly, how Indonesia manages this continued expansion of its urban population—and the mounting congestion forces that expansion brings—will do much to determine whether the country reaches the upper rungs of the global ladder of prosperity, inclusiveness, and livability.
