Book excerpt: Unmanned aircraft systems (UASs) have become increasingly prevalent in and important to U.S. military operations. Initially serving only as reconnaissance or intelligence platforms, they now carry out such other missions as attacking enemy forces. The swift expansion in their numbers and in the demand for their employment has, however, significantly increased demands on logistics and training systems. The challenge is not simply training system operators but also training operational forces and their commanders to integrate the systems into combat operations. Much of that aspect of training has thus far happened as units employ the systems in actual operations - essentially, on-the-job training. UAS training, particularly for the employment of UASs, now needs to be integrated more formally and cost-effectively into service and joint training programs. This report develops a general concept for training military forces in employment of UASs and a framework for addressing the training requirements and discusses the limits of existing infrastructure in supporting UAS training. Interoperability among services is another issue, because services have thus far mainly developed training suitable for their own needs. But the services have established a set of multiservice tactics, techniques, and procedures for UASs, which should facilitate interoperability training. At present, units are not always ready for joint training, so the focus should be on improving training at the unit level in the employment of UAS capabilities, with the overall guiding principle being to "train as we fight."

Training DOD UAS pilots, most of whom are in the Army or the Air Force, is an integral part of DOD's strategy to accomplish its mission. Senate Report 113-176 included a provision that GAO review DOD's efforts to train UAS pilots. This report examines, among other things, the extent to which the Army and the Air Force (1) face challenges ensuring that their UAS pilots complete required training and (2) have taken steps to ensure they have sufficient numbers of UAS instructors. GAO analyzed DOD guidance on training UAS pilots, distributed a questionnaire to Army and Air Force headquarters and units, examined nongeneralizeable training records of seven Air Force UAS units selected because they have the same mission requirements, and interviewed DOD officials. GAO also conducted 18 focus groups with active duty UAS pilots who were selected based on rank and other factors. The results of the questionnaire and focus groups are not generalizable.

For example, DOD developed a Multi-Service Tactics, Techniques, and Procedures for the Tactical Employment of Unmanned Aircraft Systems and a Joint Concept of Operations for Unmanned Aircraft Systems. 5 This guidance represents an important first step for the use of UAS in combat operations and DOD officials acknowledge these documents will continue to evolve as DOD learns more about the capabilities of UAS and other ISR assets and their application in combat operations. However, the guidance does not address, on a DOD-wide basis, the issue of advance coordination, which CENTCOM has recognized is a critical factor in integrating UAS into combat operations by enabling efficient deployment and utilization of assets and by allowing the combatant commander time to plan to support incoming assets. In the absence of such guidance, CENTCOM has established procedures for the services to coordinate system requirements prior to ISR assets arriving into CENTCOM s theater of operations. These procedures apply only to CENTCOM s theater of operations. However, we found that CENTCOM s procedures for advance coordination were not always followed because the services indicated that they were not aware of the requirement. According to CENTCOM officials, they distributed these procedures to each of CENTCOM s service components, such as Central Command Air Forces and U.S. Naval Forces Central Command, but were not aware if they were distributed further, and the service officials we interviewed were not aware of the requirement. As a result of this lack of advance coordination, CENTCOM is not always aware, on a timely basis, of assets entering theater, which can potentially exacerbate existing operational challenges such as limited interoperability and communications bandwidth.

Downward economic forces will continue to constrain Military Department budgets for the foreseeable future. Achieving affordable and cost-effective technical solutions is imperative in this fiscally constrained environment. 3. The changing national security environment poses unique challenges. A strategic shift in national security to the Asia-Pacific Theater presents different operational considerations based on environment and potential adversary capabilities that may require unmanned systems to operate in anti-access/area denial (A2/AD) areas where freedom to operate is contested. Similarly, any reallocation of unmanned assets to support other combatant commanders (CCDRs) entails its own set of unique challenges, which will likely require unmanned systems to operate in more complex environments involving weather, terrain, distance, and airspace while necessitating extensive coordination with allies and host nations. The combination of these primary forces requires further innovative technical solutions that are effective yet affordable for program development. The purpose of this Roadmap is to articulate a vision and strategy for the continued development, production, test, training, operation, and sustainment of unmanned systems technology across DoD. This "Unmanned Systems Integrated Roadmap" establishes a technological vision for the next 25 years and outlines actions and technologies for DoD and industry to pursue to intelligently and affordably align with this vision.
