The study utilized a sequential exploratory mixed approach, drawing data from students, instructors, schools’ deans/directors of universities, industry officials and experts from federal ministries, selected using non-proportional stratified and purposive sampling techniques. Data were collected using questionnaires, semi-structures interviews, focus group discussions and document analysis. Findings indicated that the practice of university-industry partnerships is still weak, and many barriers remain that undermined its growth and potential benefits for both sectors. Limited awareness of universities and industries regarding university-industry partnership’s benefits, absence of clear and specific policies and appropriate organizational structures, and lack of resources were among the most critical challenges that undermine successful partnerships in Ethiopia. Additional challenges that negatively influenced university-industry partnership’s success include inadequate incentives for researchers and industry as they engage in partnership initiatives, absence of adequate monitoring and evaluation, and inadequate industry participation in the design of engineering education curriculum at universities. All these suggest that, in Ethiopia, the roles played by the universities, industries, and the government in enhancing university-industry partnerships were insignificant, thereby weakening the contributions such partnerships would provide to the country’s economy while at the same time creating efficient working systems in universities and industries.

Marks argues that public-private partnerships and multi-stakeholder initiatives create "webs of influence" that undermine the integrity of public health agencies; distort public health research and policy; and reinforce the framing of public health problems and their solutions in ways that are least threatening to the commercial interests of corporate "partners". We should expect multinational corporations to develop strategies of influence -- but public bodies can and should develop counter-strategies to insulate themselves from corporate influence in all its forms. Benjamin Franklin The significant apathy that characterized relationships between indus try and universities and the adversarial nature of relationships between industry and government have both faded rapidly in the 1980s as the realities of global competition have surfaced in the United States. Both industry and government leaders articulate a number of constructs for regaining our competitiveness in world markets. One of the more fre quent strategies prescribed in this new competitiveness era is cooperation. Different individuals or groups may espouse different definitions, inter pretations, or areas of emphasis, but the overall importance of this concept is substantial. Although examples of cooperative research have existed for several decades, the number and variety of relationships have expanded rapidly in the 1980s as corporations, universities, and governments have embraced this strategy. Joint ventures involving two or three firms increased from under 200 per year in the 1970s to over 400 per year by the mid-1980s. Multiple-firm cooperative arrangements are a more recent phenomenon, made possible by the National Cooperative Research Act of 1984. By mid- 1988,81 of these industry-level consortia had formed under the provisions of the 1984 Act. The rapid growth in cooperative research and development (R&D) is primarily a response to the pressures of international competition. As a corporate strategy, cooperative R&D meets short-term needs for assets to implement new approaches for coping with intensifying competition.

This report presents an overview of current U-I collaboration in Sri Lanka by analyzing responses to a survey of companies and university departments in 2015. Data from the 2015 survey are compared with data from a similar survey in 2007 to identify trends over time. The study examines current policies to promote U-I collaboration in Sri Lanka, highlights some good practices in other countries, and suggests possible ways that Sri Lanka may be able to strengthen U-I collaboration. The report is intended primarily for policy makers in the fields of higher education, research, and innovation, as well as for researchers in companies, universities, and research institutes who are already collaborating in public-private partnerships or are planning to do so. The responses show that the majority of existing links between Sri Lankan universities and companies are short-term, informal interactions with low direct transfer of knowledge and innovation. However, the survey findings also show a growing emphasis on deeper and more demanding types of collaboration, such as joint Research and Development activities, prototype testing, and spin-offs, even though these remain relatively uncommon. Key recommendations to strengthen U-I collaboration are: • As part of the national Science, Technology, and Innovation Policy 2016†“2020, develop and implement a national plan to upgrade the country’s research infrastructure, in line with national research and innovation priorities. • Strengthen Research and Development funding schemes for joint projects between universities/research institutes and companies, based on national and international experiences. • Define and implement clear intellectual property rights rules for publicly funded research to encourage the use of research results and ensure effective and timely legal protection of intellectual property. • Establish open innovation spaces and business incubators at universities and make available seed money for faculty and students to develop start-ups. • Strengthen the U-I interaction cells at universities with professional expertise in technology transfer and business model development. • Establish opportunities for master’s and PhD students to pursue targeted research projects in companies as part of their study.
