Book excerpt: The Committee's report examines a range of issues relating to water management in England and Wales, including the regulatory and legislative framework, water demand and supply issues, water efficiency, and environmental aspects including the Water Framework Directive. Amongst the 60 conclusions and recommendations made, the Committee finds that a sustainable balance between water resource development and demand management cannot be achieved until there is a co-ordinated institutional framework for water resource management, with a need for wider stakeholder engagement by means of new regional boards consisting of environmental and consumer interests, as well as Ofwat representatives. Ofwat and the Environment Agency should take a more realistic approach to long-term planning issues, including agreeing indicative pricing for each water company. Current levels of leakage from the distribution network are unacceptably high in parts of the country, which damages the public's attitude towards sensible water use, and Ofwat should sanction water companies to spend more on reducing leakage with targets that take greater account of environmental and social factors as well as economics. The Government should make it easier for water companies to impose water meters on households in the driest parts of the country, in order to help reduce demand and ensure fairer charging practices, with support through the tax and benefit system for vulnerable customers who have difficulty with their bills. In order to address the very high level of unpaid water bills, those people who can afford to pay but refuse to do so should be partially disconnected from the water supply.

Proponents argued that the private sector could provide better services at lower costs than governments; opponents questioned the risks involved in delegating control over a life-sustaining resource to for-profit companies. Private-sector activity was most concentrated—and contested—in large cities in developing countries, where the widespread lack of access to networked water supplies was characterized as a global crisis. In Privatizing Water, Karen Bakker focuses on three questions: Why did privatization emerge as a preferred alternative for managing urban water supply? Can privatization fulfill its proponents' expectations, particularly with respect to water supply to the urban poor? And, given the apparent shortcomings of both privatization and conventional approaches to government provision, what are the alternatives? In answering these questions, Bakker engages with broader debates over the role of the private sector in development, the role of urban communities in the provision of "public" services, and the governance of public goods. She introduces the concept of "governance failure" as a means of exploring the limitations facing both private companies and governments. Of all these challenges, the inaccessibility of clean water supply for both the rural and urban populace is the most pressing challenge, which has been exacerbated by extensive pollution and climate change crises. The issue of water access and supply affects both rural and urban populations. At rural areas water is accessed in yard taps and in arid regions through water kiosks managed by private owners. Among the urban poor, water access is compromised by poor supply infrastructure especially among informal settlers and risks such as contamination during the supply chain are imminent This book therefore seeks to close this knowledge gap by 1) generating a water resources inventory for Sub-Saharan Africa region, 2) exploring the water crises in both its urban and rural settings, 3) understanding the causatives of the crises and 4) suggesting viable solutions to manage the water challenges using named case studies. The aim is to improve understanding on the region’s water problems and advise scholars and policymakers on priority research areas and action plans to better water management for sustainable development.

This technical model of water management is now being questioned. This book examines the nature of contemporary water management and the prospects for and barriers to different forms of engagement with the public. In particular, it shows how historical and social scientific understandings develop and question current water management norms in relation to water in the landscape, water in the home and the hidden management of water beneath our streets and behind our walls. It is shown that the four-fold challenges of climate change, urbanisation, changing environmental standards and fiscal accountability mean that we can no longer rely on unseen technical fixes to erase the threats of pollution, water shortages and floods. Such concerns offer two prompts for public engagement and participation. First, on a purely instrumental level, public engagement can complement, or offer an obvious alternative to, technical fixes. Second, public engagement may provide a route to find new ways of addressing water and related challenges. The author offers a unique social science perspective on many of the socio-technical issues facing the management of water in urban settings in developed countries, where urban is interpreted broadly to include all areas served by piped water. Drawing on historical context and an extensive review of the published literature, as well as the author's own empirical studies, the work prompts broader discussions about how we manage water in contemporary society.
