Book excerpt: FOREWORD: The purpose of the Key Strategic Issues List (KSIL) is to give researchers, whether military professionals or civilian scholars, a ready reference of those issues of particular interest to the Department of the Army and the Department of Defense. The focus of the KSIL is strategic, rather than operational or tactical. Every year, the KSIL helps guide research efforts to the mutual benefit of the defense community and individual researchers. This year, our nation faces several major challenges, ranging in type from the conflict in Iraq to changes in force size and structure. These challenges are perhaps more significant than any the United States has faced in more than a decade. With the publication of the 2007 KSIL, the Strategic Studies Institute and the U.S. Army War College invite all researchers to contribute their efforts to resolving these challenges. Researchers are encouraged to contact any of the Strategic Studies Institute points of contact, or those found in the Expanded KSIL, for further information regarding their desired topics. These points of contact are not necessarily subject experts, but can recommend experts or additional sponsors.

Army War College Guide to National Security Policy and Strategy continues to reflect the structure and approach of the core national security strategy and policy curriculum at the War College. The 5th Edition is published in two volumes that correspond roughly to the Department of National Security and Strategy¿s core courses: ¿Theory of War and Strategy¿ and ¿National Security Policy and Strategy.¿ Like previous editions, this one is based on its predecessor but contains both updates and new scholarship. Over a third of the chapters are new or have undergone significant rewrites. Many chapters, some of which appeared for years in this work, have been removed. Nevertheless, the book remains unchanged in intent and purpose. Although this is not primarily a textbook, it does reflect both the method and manner we use to teach strategy formulation to America¿s future senior leaders. The book is not a comprehensive or exhaustive treatment of either strategic theory or the policymaking process. Both volumes are organized to proceed from the general to the specific. Thus, the first volume opens with general thoughts on the nature and theory of war and strategy, proceeds to look at the complex aspect of power, and concludes with specific theoretical issues. Similarly, the second volume begins by examining the policy/strategy process, moves to a look at the strategic environment, and concludes with some specific issues. This edition continues the effort begun in the 4th Edition to include several short case studies to illustrate the primary material in the volume.

Book excerpt: For over a decade, SSI has published the annual Key Strategic Issues List (KSIL) to inform students, faculty, and external research associates of strategic topics requiring research and analysis. Part I of the Academic Year (AY) 2015-2016 KSIL, referred to as the Chief of Staff of the Army Special Interest Topics, consists of five critical topics that will be addressed by the USAWC as Integrated Research Projects. Part II: Priority Research Areas, has been developed by the U.S. Army War College in coordination with Headquarters Department of the Army (HQDA) and Major Commands throughout the Army. Part III: Army Warfighting Challenges, developed by ARCIC, represents those critical issues associated with the Army Operating Concept, "Win in a Complex World." The KSIL will help prioritize strategic research and analysis conducted by USAWC students and faculty, USAWC Fellows, and external researchers, to link their research efforts and results more effectively to the Army's highest priority topics.

Such self-examination is difficult and often causes discomfort within the profession. U.S. military professionals have never shied away from this responsibility, and they do not today, as evidenced by this riveting monograph. Discussing dishonesty in the Army profession is a topic that will undoubtedly make many readers uneasy. It is, however, a concern that must be addressed to better the Army profession. Through extensive discussions with officers and thorough and sound analysis, Drs. Leonard Wong and Stephen Gerras make a compelling argument for the Army to introspectively examine how it might be inadvertently encouraging the very behavior it deems unacceptable.
