Traditionally, international relations studies are focused on particular aspects of Arctic relations, but to date there has been no comprehensive effort to explain the region as a whole. Literature on Arctic politics is mostly dedicated to issues such as development, the environment and climate change, or indigenous populations. International relations, traditionally interested in national and international security, has been mostly silent in its engagement with Arctic politics. Essential concepts such as security, sovereignty, institutions, and norms are all key aspects of what is transpiring in the Arctic, and deserve to be explained in order to better comprehend exactly why the Arctic is of such interest. The sheer number of states and organizations currently involved in Arctic international relations make the region a prime case study for scholars, policymakers and interested observers. Recognition of the national importance of the Arctic has been slow in coming despite the resource wealth that Arctic Alaska has thus far yielded. Although the United States has had strategic interests in the Arctic since World War II and active oil and gas interests there since the discovery of oil at Prudhoe Bay in 1968, its interest in the Arctic has been low in comparison with that of its Arctic neighbors, Canada and the Soviet Union. What has been described by some as an attitude of neglect toward the Arctic is now changing. The notion of change has become central in most current discussions about the future of the Arctic. It is apparent that the Arctic region is entering a period of greatly accelerated economic, social, strategic, and is political change. The driving force behind the changes taking place resource development activity, and although the present scale of this activity is not inconsequential, it is small in comparison to its projected growth in the next two decades. In short, the Arctic is about to come alive. However, knowledge of the Arctic and experience in the Arctic is comparatively limited. Moreover, competing interests and differing val ues exist among national groups and between countries in the Arctic, just as they do in the lower latitudes.

The Arctic region is becoming more accessible to man and competition to exploit or assert ownership of the region has intensified. This research analyzes the competing priorities of Arctic nations by accessing their respective strategies and policies and highlights concern regarding territorial disputes over previously inaccessible areas, new economic and industrial opportunities, security implications, and potential impact to indigenous Arctic populations. The main international/multilateral forum established to deal with the Arctic is the Arctic Council; however, the forum is a voluntary and non-legally binding organization that has historically focused mostly on climate, environmental issues, and research, and does not address military issues. The existing policies address limited security and sovereignty issues and do not adequately address the necessary balance of cooperation and competition. Understanding the distinct Arctic nations’ policies and actions and why they prioritize the region differently is an important initial position for creating a more comprehensive international framework to avoid future conflicts and to create better understanding as a basis for informed dialogue. U.S. Arctic policy highlights the importance of the Council to pursue U.S. Arctic interests. GAO was asked to examine matters related to U.S. Council participation. This report examines (1) the Council's organization and how it addresses environmental and economic development issues; (2) how key U.S. agencies participate in the Council and any challenges; and (3) agencies' actions to implement and manage voluntary Council recommendations and any challenges. GAO analyzed key documents; interviewed federal and other Arctic stakeholders; attended a Council meeting; and visited four Alaskan Arctic communities selected for their sizes and needs.

Book excerpt: During the height of the Cold War, the Arctic region was considered a geostrategic and geopolitical playground for the United States and the Soviet Union, as strategic bombers and nuclear submarines crossed over and raced below the polar cap. Following the dissolution of the Soviet Union, the region diminished in strategic importance to the United States. Now, 20 years later, senior U.S. military and diplomatic officials have turned their attention once again to the Arctic but in a far different way than during the Cold War. The effects of climate change have launched the Arctic Circle to the forefront of geopolitical calculations, potentially transforming the region into a commercial hub fraught both with environmental concerns and complex challenges that have direct implications for U.S. national security. According to the U.S. Department of Defense's 2010 Quadrennial Defense Review, climate change acts as an "instability accelerant" that will play a significant role in "shaping the future security environment." The melting of the northern polar ice has dramatically altered this once static geographic and oceanic region and is responsible for the new-found profitability and geostrategic relevance of the region. Access to oil, gas, minerals, fish, and transportation routes, formerly locked in by thick ice, are for the first time becoming accessible and viable sources of profit. This report will identify the most pressing U.S. interests in the Arctic region; describe the United States' current policy and engagement in the Arctic region; analyze the current Arctic institutional construct and its relevance to future challenges; assess the diplomatic and security postures of the other Arctic littoral states; and finally, provide both short- and long-term recommendations for future U.S. policy in the Arctic.
