Kissinger has dominated political discourse and scholarship on US foreign policy since the 1970s, but although his legacy continues to generate controversy, little attention has been paid to the influence of Vietnam’s collapse on the US decision to covertly intervene in the Angolan civil war. This book argues that Kissinger’s concern for personal reputation and US credibility following the collapse of Vietnam led to a harmful and unrealistic policy toward Angola. Exposure of US covert intervention exacerbated domestic and international political tensions and the subsequent showdown between the excutive and legislative branches ironically resulted in Kissinger proclaiming a new departure in US–African relations. Thus, it is argued that Kissinger was an ‘unintentional realist’ rather than an intellectual proponent of realpolitik. Enhancing our understanding of Kissinger, his relationship with his subordinates and with Congress, and his approach to foreign policy, this book will be of interest to scholars of Cold War history, US foreign policy and all those fascinated by the personality of Henry Kissinger.

As a governing strategy during war and peacetime, it muted the aspirations of those on opposing sides, distorted the state, emboldened elites and redefined the identity of Angolans. Through this lens, Paula Cristina Roque provides an original account of Angola’s post-conflict state-building. Securitisation protected the interests of President dos Santos, the ruling MPLA party and the elites supporting the regime. Angola’s array of security forces and infrastructure provided an alternative to a fully functioning executive, at national, provincial and local levels. The intrusive way in which any form of dissent or activism was crushed allowed the presidency to control the direction and narrative of the post-war years. But the façade of democracy, development and stability hid a very different reality for the majority of Angolans, who remained poor, disenfranchised and marginalised. Roque explores the inner workings of the intelligence services, army and presidential guard, explaining the trajectory of a survivalist and fearful regime presiding over scarcities and injustices. She shows that the survival of national security and governing elites was the highest priority. The ‘shadows’ held far more power than institutions, and weakened them–widening the gap between government and governed.

This volume covers the first period, focusing on the political history of the UNITA movement and its struggles with the MPLA. The Angolan civil war was the product of personal jealousies, contrasting ideologies, and ethnic animosities. From its inception, the conflict between UNITA and Angola's Marxist government was an international affair involving the U. S., the USSR, China, and many African states: W. Martin James III, who wrote his book near the close of the first period of civil war, contends that despite Gorbachev's "new thinking" and talk of peaceful solutions to regional conflicts, Soviet policy toward Angola marked a reversion to the Brezhnev Doctrine. The biggest MPLA-Cuban offenses occurred during Gorbachev's tenure with Soviet advisers at the brigade level directing an MPLA offensive. American policy toward Angola is also examined here. This is the first book to emphasize the dynamic role of UNITA in the Angolan liberation movement. James acknowledges that the importance of foreign powers in guaranteeing a government of national reconciliation. Just as important are strategies of compromise requiring trust in a political context where it is violated and submission for the common good where defiance is a remnant of the colonial past. Foreign policy analysts, African area specialists, and scholars of post-colonial history find this volume indispensible.

Because these conflicts jeopardize tranquil relations between the United States and the Soviet Union, they are perceived as contrary to the new spirit of global cooperation. This volume suggests that the accords on Southwest Africa may illustrate how the superpowers will resolve conflict, and shows how smaller powers may now have new roles cast for them by the superpowers. In 1975, Soviet-Cuban assistance to the Leninist-oriented Movement for the Popular Liberation of Angola (MPLA) was the first extensive Soviet-allied military intervention in the Third World. While the Soviet-backed Cubans propped up the MPLA, the South Africans intervened, on a smaller scale, in support of the National Union for the Total Independence of Angola (UNITA) under Jonas Savimbi. After 1985 UNITA began receiving United States support, and a military stalemate ensued. The contributors to this volume analyse how the Soviet Union and the United States used this stalemate to move the MPLA, Cuba and South Africa to settle not only their differences, but also the vexing question of the Independence of Namibia. Central issues explored are how and why South Africa and Cuba got into the Angolan arena, why they stayed so long, and why they saw fit to get out. While the authors differ on the forces at work, their debate is itself enlightening, and offers valuable insights into the policy options of regional powers. The contributors also review further steps, beyond military disengagement, needed to finally resolve the Angolan civil war, and ensure regional stability. They assess the potential for breakdown of the accords, and the likely consequences should this occur. It is today one of Africa's wealthiest nations in terms of natural resources, and it is an emerging regional power in Africa. A key uncertainty is about Dos Santos' succession plans. Given the dominance of the MPLA, a disorderly transition could usher in a short period of uncertainty. This process could begin in 2012, following an inevitable MPLA victory in the legislative elections. More threatening are external shocks, especially a collapse in oil prices, because stability in the near term requires using oil rents to pay for goods, services, and patronage to offset rampant poverty and withstand the strain of a rapidly expanding urbanized population. Urban poverty remains Angola's biggest challenge, and it should be a key focus of U.S. development and governance efforts.
