Available in PDF, EPUB and Kindle. Book excerpt: Most older persons desire to remain living in the community, but those requiring care are often at risk of not having their needs met. Families may find themselves unable to care for their older relatives, while formal services are often unavailable or inaccessible. Policies and services are beginning to focus on the community rather than institutions as the primary axis for care. This book examines the many factors contributing to needs for care among older persons as well as the ways in which impairments are defined and responded to by both the individual and society. Focusing on practice and policy issues, Dr. Cox describes many of the early stage community care innovations that hold the promise of making contributions to the well-being and independence of the older population.

Book excerpt: This title was first published in 2001. As care services in Britain have moved from institutional to community-based environments, there has been a simultaneous shift in those agencies concerned with the provision of such care and support. this new environment of care is a complex one, involving numerous different actors and agencies that operate across various different spatial and organizational levels of the policy process. The implementation and success of care policies depend in part on the inter-relationships between these various players. This book examines these inter-relationships, illustrated by an in-depth empirical study of policy makers and informal care providers concerned with the frail elderly in Scotland. Taking the voluntary sector as a lens through which these inter-relationships are explored, it analyzes how voluntary support is affected by differing local contexts of care and what this means in terms of locally based care outcomes.

Book excerpt: What were the aims of the new community care policy? How has the policy been implemented? How far have the aims of the policy been achieved? These are just some of the questions addressed by the authors of this book. They trace the implementation of the 1990 community care legislation in five local authorities between 1992 and 1994. The book suggests that central government's main aim was to bring social security spending under control. Services issues were always secondary. Nevertheless, implications both for clients and services have been important and often unintended. Local authorities have faced considerable difficulties in implementing the legislation. The process is followed in five local authorities, one county and four London boroughs. Local authorities were faced with a mass of central government guidance and a number of key changes to make. It traces three changes in detail: the implementation of the purchaser/provider split and the creation of a social care market, the introduction of care management, and efforts to collaborate with health authorities. The book compares how the authorities tackled these issues and examined why they approached the tasks so differently. It also analyses the way in which social services departments have changed in the process and the extent to which we are seeing the end of the 'Seebohm' Departments. Implementing the New Community Care will be of interest to students of social policy, health and social welfare and social work.

Book excerpt: This second edition of Community Care Practice and the Lawhas been substantially rewritten and restructured to reflect the rapid change affecting community care in legislation, the law courts, policy and practice. The book bridges the gap between law and practice by juxtaposing fully and systematically legislation, legal judgments in the courts, local ombudsman and health service ombudsman findings, Parliamentary debates and answers, and numerous reports about practice from the Department of Health, voluntary organisations, professional associations and academics. Distinctive features of the book include: two large digests of cases containing well over three hundred legal judgments and local ombudsman investigations; a chapter consisting of a practical checklist of questions - for managers, practitioners and users of services and their advisors - to check the lawfulness of policies, eligibility criteria and individual decisions; two overview, stand-alone chapters, one summarising the system, the other highlighting underlying themes and mechanisms; an inclusive approach embracing not only a range of both residential and non-residential care services, but also equipment and home adaptations, carers, direct payments, NHS services generally and continuing care, moving and handling law, legislation and guidance (old and new) underlying joint working and joint finance; avoidance of jargon.

Available in PDF, EPUB and Kindle. Book excerpt: Adult social care has emerged as a distinct policy area in the UK and one which has come under increasing scrutiny by government and other bodies. With the expectation that in future many more adults will need care and support, ideas have emerged about a ‘transformation’ of adult social care. The focus of this wide-ranging book is on the major themes in policy and provision including personalisation, integration, user participation, the cost of long term care, risk and safeguarding, care quality and workforce issues and is one of the first texts to deal with adult social care as a distinct entity and is an up-to-date source on contemporary government policies, debates and research. The book encourages readers to think critically about decisions being made and about the direction of future policy. The accessible book will be a valuable resource for undergraduate students in Social Policy, Health and Social Care, and Social Work, those taking advanced vocational qualifications in social care and practitioners.

Book excerpt: First published in 1997, this volume presents the results of in-depth research into the application of the UK homelessness legislation in relation to community care, the Children Act 1989, violence to women, and racial harassment. This is supplemented with a consideration of policies and practices in 15 local authority homelessness departments. It is argued that government created the nation of a successful, or "appropriate" applicant, but this could not be translated into actual practice as the original legislation did not facilitate it. In fact, in the mid-1990s, government became more concerned with notions of inappropriateness, stereotyping those using the homelessness legislation and creating modern "folk devils". This was the background to the 1996 changes to the homelessness legislation which have created the notion of the "inappropriate" applicant. It is argued that the new legislation is more concerned with denial, deterrence and privatization. The new legislation has also detrimentally affected the application of the homelessness legislation in each of the areas discussed.

Available in PDF, EPUB and Kindle. Book excerpt: This book is concerned with the civil services of the United Kingdom, examining their characteristics and trends since 1970. It provides a map of the British civil service beyond Whitehall, giving an individual country-by-country analysis of the civil services of the UK. It considers the implications of the changing nature of the civil services for our understanding of British governance, especially in the context of the public sector management reforms of the 1980s and 1990s and the impact of constitutional change (chiefly devolution) since 1998. Given that devolution has been characterized as a process rather than an event, the book brings to bear evidence of how existing longstanding differences within some parts of British public administration may come to be replicated elsewhere in the UK. The authors also explore two controversial propositions. First they ask whether Britain is moving from the unitory, strong executive of the 'Westminster model' to a 'differentiated polity' characterized by institutional fragmentation. Second, they consider whether an unintended consequence of recent changes is a 'hollowing out of the state'. Is the British executive losing functions downwards to devolved governments and special-purpose bodies and outwards to regional offices and agencies with a resulting loss of central capacity? Substantial empirical data (both quantitative and qualitative) has been amassed here in order to give answers to these questions. Decentralizing the Civil Service assesses the UK's changing civil services in the wake of two decades of public sector management reforms and New Labour's constitutional reform programme, most notably devolution to Scotland, Wales and Northern Ireland. This assessment has significant implications for how we view governance in the UK.

Available in PDF, EPUB and Kindle. Book excerpt: Care, welfare and community are three key concepts in contemporary social policy. This reader covers a wide range of topics associated with them and relevant to the delivery of care and support to adults. It includes a wide-ranging collection of articles by leading writers and researchers, some previously published, some newly commissioned. It also has first-hand accounts by users and providers of care and welfare in the community. Groups covered include people with mental health problems, homeless people, older people, people with learning difficulties and people with impairments. The focus throughout is on how policies and practice can be developed appropriately and sensitively through an understanding of current issues. The 40 chapters are grouped into four sections, each with an introduction. Five of the chapters are made up of extracts from a wide range of documents and testimonies. * Power and inequality * Difference and identity * Rights and risk *Territories and boundaries Most of the material relates to a diverse turn-of-the-century Britain, but this is set in a wider context enabling the student to explore the alternative realities of other countries and other times. Understanding Care, Welfare and Community provides an integrated, multidisciplinary overview of the many different aspects of community care. It is appropriate for students and professionals following a wide range of courses in social work, nursing, care, health, social policy, medicine, voluntary work and welfare services. It will also be a valuable resource for carers and practitioners, teachers and policy makers.
