Book excerpt: Skepticism toward unions is widespread today; unions are in big trouble in contemporary industrial societies as union density declines. Korea does not seem an exception. Prior research in Korea argued that Korean unionism was in crisis during the 1990s due to the authoritarian labor controls of the government as well as economic transformation towards neo-liberalism. Little is known about the empirical causality between the decline in unionism and governmental labor controls, however. This study empirically examines the changes in union bargaining power from the period of democratization to the IMF- intervention in association with labor control politics and macro economic conditions in Korea.

This new work looks specifically at the operation of workers and unions in the decades since labor-repressive authoritarian rule ended, bringing Taiwan, in particular, into the literature on comparative labor politics. South Korean labor unions are commonly described as militant and confrontational, for they often take to the streets in raucous protest. Taiwanese unions are seen as moderate and practical, primarily working through formal political processes to lobby their agendas. In exploring how and why these post-democratization states have come to breed such different types of labor politics, Yoonkyung Lee traces the roots of their differences to how unions and political parties operated under authoritarianism, and points to ways in which those legacies continue to be perpetuated. By pairing two cases with many similarities, Lee persuasively uncovers factors that explain the significant variation at play.

What light can it shed on the way that international struggles for hegemony affect local environments? She examines the neo-Gramscian school theories that world history reveals specific periods of hegemonic stability, such as during the post World War II period of 'Pax Americana' and refutes this position through an original account of Korean development. Instead, she observes that all economic development in this country has been carried out through 'passive revolution' driven by an elite, frequently supported by external forces, against the will of a large part of the population, namely the working classes. Moore draws out the relationships between socio-economic change, passive revolution, hegemony struggles and global politics, making this a key resource for Asian political economics, labour relations and international politics.
