Book excerpt: UNICEF is mandated by the United Nations General Assembly to advocate for the protection of children's rights, to help meet their basic needs, and to expand their opportunities to reach their full potential. This report details the accomplishments and activities of UNICEF for the year 2000. The report begins with a timeline describing major accomplishments from 1990 to 2000 and the mission statement. The overview statement from the executive director pledges that UNICEF will continue to build partnerships dedicated to mobilizing the resources necessary to realize children's rights and meet their basic needs. The report next describes the Global Movement for Children as a coalition of governments, United Nations agencies, nongovernmental organizations, private sector and community groups, and families and children who are dedicated to improving children's lives. The accomplishments of UNICEF in 2000 are then detailed, including implementing immunization programs, improving access to education, providing children and adolescents with opportunities for participation in community life, and using media to reinforce health messages to children and adolescents and inform them of their rights. The report describes programs in partnership with the corporate community and delineates international celebrity spokespersons. Information is included on UNICEF's income (by source of funding) for each nation and agency. The report also delineates expenditures by sector, noting that 40 percent of expenditures are for child health and 18 percent for education. The funds targeted for particular programs are listed by program. The report concludes with contact information for various UNICEF committees. (KB)

Book excerpt: The SWGU believes that comprehensive development and planning processes can only be realised through the promotion of women’s empowerment. To achieve this goal, the SWGU established a coordination mechanism with one of the biggest Sudanese federal ministries, the Ministry for Social Planning (MSP) and, in particular, the National Council for Social Planning (NCSP), at both national and state levels. Through fundamental empowerment activities women not only participated but also lead those institutions functionally related to the National Economic Planning Council (NEPC). Accordingly, all work was harmonised to pursue the set of goals stated in the Comprehensive Poverty Reduction Strategy (CPRS). Since women’s concerns are varied, numerous, and interdisciplinary in nature, the SWGU officially directed it efforts towards the promotion of women’s causes while unofficially targeting the whole spectrum of governmental institutions and non-governmental organisations (NGOs), rather than limiting its efforts by trying to establish a ministry for women’s affairs.

Book excerpt: About the publication Human rights norms will largely remain hollow if they are not translated into the lived realities of people on the ground. Given the diversity and complexities of human rights norms, the arrays of institutions, mechanisms and resource required to give full effect to these norms, implementation of human rights norms is a continuous and progressive undertaking. Progress, to be meaningful, should have milestones and mechanisms for tracking it. The reporting mechanisms are human rights’ monitoring and evaluation plans and systems to track progressive implementation. This book provides an assessment of the reporting mechanisms of child rights treaty bodies. It highlights what is working or not working and why, making recommendations for further improvement of the reporting mechanism to better work for children in Africa. The findings and recommendations in the book are based on a study commissioned by the Centre for Human Rights, to assess the effects of reporting to United Nations and African Union child rights treaty bodies on the enjoyment of rights, protection and welfare of children in Africa. It covers 17 African countries, and provides a historical snapshot of the situation as at the end of 2017.
