Book excerpt: The presence of international missions in weak and failing states across the globe confirms that multi-lateral involvement has become a strategic imperative to secure international peace and security. With demands for democratic governance and peaceful coexistence in countries such as Afghanistan and Iraq, the questions and issues addressed in Bosnia take on greater urgency. Focussing on Bosnia after the Dayton Peace Agreement (DPA) in 1995, this book examines the role of the international community in state building and intervention. It makes two arguments that challenge conventional, power-sharing approaches to conflict management based on group representation and elite collusion. First, the author explores the idea that effective intervention requires moving beyond the dichotomy between international imposition of state-building measures and local self-government. When compromise among the former warring parties proves impossible and domestic institutions cannot autonomously guarantee efficient policy-making, the presence of international staff in domestic institutions can guarantee further democratisation and local ownership of the peace process. Second, this book argues that the long-term transformation of conflict requires the active involvement and empowerment of domestic civil society groups. Instead of considering domestic society as a desolate blank slate, international intervention needs to build on local resources and assets, which are available even in the aftermath of a devastating war. Based on extensive field research this book will be of interest to students, scholars and policy makers struggling to understand and improve upon the dynamics of international intervention, and to those with a specific interest in the Balkans.

In the last twenty or so years it has come to indicate that networks of social relationships represent a 'resource' for both the individual and society, since they provide support for the individual and facilitate collective action. Although this is not an entirely new idea, the more systematic way in which social capital captures such an intuition has created a new theoretical paradigm and helped to develop a seriesof innovative research programmes in politics, economics, and the study of human well-being. The concept has gained currency beyond academia, extending its influence to political and policy-making circles at local, national, and international levels. It has also affected the way in which socialsurveys are conceived and public policies assessed. As the idea of social capital has spread, the literature about it has increased exponentially. After twenty years of rapid expansion it is time for a more considered and critical assessment of how the original concept has been adapted and refined, and how successful its application has been. The Handbook of Social Capital intends to do precisely that. Book excerpt: The study is the result of an international collaborative project supported and funded by the Carnegie Corporation of New York. This multi-year venture has involved a research team of some forty chapter authors and commentators. The research has been accompanied by three major workshops on project methodology, initial chapter reviews and final discussions. A point was made of including both scholars and practitioners involved in power-sharing settlements in the review process, in the hope that more would be learned about the actual implementation of the settlements under investigation. The project team was united in its wish to explore whether long-standing secessionist conflicts have been addressed effectively through the significant number of self-determination settlements that were generated in response to the wave of internal conflicts of the 1990s. It was also committed to testing whether consociationalist and integrative techniques of conflict settlement really are as mutually exclusive as is sometimes supposed, or whether they can in fact be mutually reinforcing. Finally, the project derives its impetus from the necessity to critically rethink the doctrine of self-determination. One may question whether its traditional, restrictive interpretation will be adequate in confronting the wide variety of future challenges to the territorial integrity of states.

To address this gap, the book outlines and deploys the concept of ‘post-conflict economy formation’. This is a multifaceted phenomenon, including both formal and informal processes that occur in the post-conflict period and contribute to the introduction, adjustment, or abolition of economic practices, institutions, and rules that inform the transformation of the socio-economic fabric of the society. The contributions engage with existing statebuilding and peacebuilding debates, while bringing in critical political economy perspectives. Specifically, they analyse processes of post-conflict economy formation and the navigation between livelihood needs; local translations of the liberal hegemonic order; and different, sparse manifestations of welfare states. The book concludes that a sustainable peace requires the formation of peace economies: economies that work towards reducing structural inequalities and grievances of the (pre-)conflict period, as well as addressing the livelihood concerns of citizens. The settlement seemed morally wrong and politically impracticable, but still necessary in order to end violence of a scale and intensity not seen in Europe since the end of the Second World War. The leading contributors conclude that internationalized state-building can only serve well in the stabilization of states emerging from conflict if it draws on a well-balanced approach of consociational techniques, moderated by integrative policies, tempered by a wider regional outlook and sustained by resourceful and skilled international involvement. The experience of Bosnia and Herzegovina may not have scored full marks in all of these categories, but important lessons can be gleaned for other similar contemporary and future challenges that the international community no doubt will have to face.
