Young, skill, and educated personnel having socio-political activities in the village level were becoming in the rural leadership. Rural leaders were participating in different levels of community affairs. Traditional leaders did not have access to the modern and development activities due to the lack of their positional status. For this reason, the traditional leaders were losing their base in leadership structure. On the other hand, the modern leaders with their younger age, higher education, personal qualities, political affiliation, and other traits were available to gain their ascendancy in the village power mechanism. The local level leaders were sitting in the parliament as honorable lawmaker in one hand, and a good link between Member of Parliament and local level leaders created a dramatic change in the power structure on the other. Economic, social, cultural, infrastructural and political development at the village level contributed for such a change in the rural power structure and leadership pattern in rural Bangladesh.

Available in PDF, EPUB and Kindle. Book excerpt: This book explores the impact of Bangladesh's Local Government Act of 2009 on the functioning of the local governments or Union Parishads (UP), with a particular emphasis on people’s participation and accountability. Throughout the chapters, the authors review the existing legal framework of UP and its relation to social accountability, examine how much of the social participation is spontaneous and how much is politically induced, question the success of the Citizen's Charter and Right to Information acts as mechanisms for social accountability, and present suggestions to remedy some of the problems facing people's participation and accountability in the UP. This book fills existing gaps in the discourse by adding new information to the literature on development research and legal reforms in Bangladesh, specifically in how those legal reforms have led to strengthening or weakening people's participation in local government. The target audience for this book are students and researchers in Asian studies , international development studies, and public administration, as well as practitioners working in the local governments discussed.

Book excerpt: This research has its ethnographic base in two adjacent villagers in the north-western part of Bangladesh. The villages Dhononjoypara and Gopalhati are examined in order to understand the changing leadership pattern in rural Bangladesh. The traditional leaders in a non-governmental organization is contrasted to the emerging leaders in newly-instituted government agencies. The study reveals a change in the institutions through which leaders can exert power due to government funded programmes and projects, but shows that the basic structure of the leadership remains unchanged. The educated descendants of the traditional leaders are the leaders in the new arena. The crucial importance of young sections of traditionally powerful families and the mechanisms that they have used for institutional change of power is highlighted in the book.
Book Synopsis Local Self-Governance and Varieties of Statehood by : Dieter Neubert
Download or read book Local Self-Governance and Varieties of Statehood written by Dieter Neubert and published by Springer Nature. This book was released on 2022-12-13 with total page 201 pages. Available in PDF, EPUB and Kindle. Book excerpt: The debate on governance originates in the OECD world. At the latest since the postcolonial debate, we know that we need to “test” our assumptions under radically different conditions. This book offers an extended perspective of local self-governance by examining cases from South Asia, Africa, and Latin America, together with a study of militias in the USA. The chapters present a wide variety of local actors who pursue different notions of order legitimized by local traditions based on hierarchy or deeply rooted communalism, Islamic theology, or grassroots democracy. Some local actors claim a state-like authority and challenge the territorial state. In such cases, there is no longer “a shadow hierarchy” but opposition to the state. Different violent actors fight for supremacy, and the state is just one actor among others. The empirical studies presented in this book show how different kinds of local self-governance are combined with varieties of statehood, and thus contribute to an understanding of the notion of governance in a fundamental sense that goes beyond the special case of the OECD world.
