According to the conceptualization of the phenomenon offered in this book, terrorism is the kind of violence carried out when the perpetrators lack territorial control. There is a strong link between terrorism and secret, clandestine operations, making terrorists attacks ephemeral, as opposed to battles and assaults. The book offers a comprehensive conceptual analysis of terrorism, comparing it with competing theories and views on the subject, such as terrorism is killing civilians, or terrorism is a form of violence that relies on the distinction between direct and indirect targets. The conceptualization advanced here makes sense of some peculiar traits of terrorism, from international attacks (in which the underground constraint is most obvious), to lone-actor ones (in which a single individual commits a deed). It also delimits the possibility of state terrorism as covert operations by security forces, normally abroad. Approaching terrorism in terms of the underground not only makes sense of how we talk about terrorism, but it also generates testable consequences. Through a combination of statistical and comparative analyses, it is shown that the use of terrorism is driven by the degree of asymmetry between the contending parties.

Book excerpt: Women have long been recognized as the backbone of coalmining communities, supporting their men. Less well known is the role which they played as the industry developed, working underground alongside their husband or father, moving the coal which he had cut. The year 2012 is significant as it is the 170th anniversary of the publication of the Report of the Commission into the Employment of Children and Young People in Coal Mines (May 1842). The report findings included the revelation that in some mines half-dressed women worked alongside naked men. The resulting outrage led to the banning of females working underground three months later. The Report of the Commission has been neglected as a source for many decades with the same few quotations regularly being used to illustrate the same headline points. And yet about 500 women and girls gave statements about what mining was like in 1841 and in earlier years in different parts of the country. In conjunction with the 1841 census it paints a comprehensive, though previously unexplored picture of the work of a female miner, how she lived when not at work, how she was regarded by the wider community and what she could achieve. Although banned from working underground, women were still allowed to work above ground after 1842. In the second half of the nineteenth century around 3,000 women continued to be employed at the pit head though this was increasingly confined to the pit brow lasses of Lancashire. This book examines the life of the female miner in the nineteenth century through to the outbreak of the Great War, both at work and away from it, drawing out the largely untapped evidence within contemporary sources - and challenging received wisdoms.

Policymakers, scholars, and the news media have been alarmed by the potential for chemical and biological weapons (CBW) terrorism, and the U.S. Congress has allocated billions of dollars for counterterrorism and "consequence management" programs. Driving these concerns are the global spread of scientific knowledge and technology relevant to CBW terrorism and the vulnerability of civilian populations to chemical and biological attacks. Notably lacking from the analysis, however, has been a careful assessment of the terrorists themselves. What types of terrorist groups or individuals are both capable of acquiring chemical and biological weapons and motivated to use them, and for what purposes? Further, what types of toxic agents would probably be produced, and how would they be delivered? Answers to these questions would enable policymakers to prepare for the most likely contingencies.
