Book excerpt: Unattended ground sensors (UGS) are devices that automatically gather sensor data on a remote target, interpret the data and communicate information back to a receiver without interaction with a human operator. The objective of this thesis is to determine how unattended ground sensor technologies might support precision engagement. Comparative case analysis of the use of sensors in Vietnam, the Sinai and Iraq is used to develop principles that UGS must meet to support precision engagement. This study finds that precision engagement requires long endurance UGS to be delivered covertly to discriminate between targets, interrogate them for emissions, while disseminating a fused picture of the target. This study details roles and missions which UGS can fill as well as their costs, benefits and unintended consequences.

Book excerpt: In the Vietnam War and the Persian Gulf conflict, special operations forces (SOF) conducted reconnaissance operations to locate hidden targets when political and other considerations prevented the deployment of conventional ground units and air power alone was unable to locate and eliminate elusive objectives. In Vietnam, SOF teams crossed the border into Laos to search for truck parks, storage depots, and other assets along the Ho Chi Minh Trail that were obscured by jungle canopy and camouflage. In western Iraq, British and American SOF patrolled vast areas searching for mobile Scud launchers. In both cases, the nature of the terrain combined with adversary countermeasures made it extremely difficult for ground teams to achieve their objectives. There are a number of implications for future operations. Although new technology, such as mini- and micro-unmanned aerial vehicles, may make it easier to teams to reconnoiter wide areas, using SOF in this fashion is unlikely to achieve U.S. objectives. Concerns about casualties and prisoners of war are likely to limit the use of SOF to the most vital national interests. However, unattended ground sensors could play an enhanced role in future operations. Although most will be delivered by air, some will require hand emplacement in difficult enemy terrain, a mission well suited to SOF. SOF in a battle damage assessment role could help ensure that critical targets have been destroyed. Finally, SOF might disable, destroy, or recover nuclear, biological, or chemical weapons.

Book excerpt: The Battlefield Information Systems Technical Area of the Army Research Institute is concerned with human factors problems of surveillance information presentation and interpretation. The research presented here compared the relative effectiveness of four different unattended ground sensor (UGS) displays--an X-T plotter, and three variations of the situation map display--in terms of their effect on monitor performance. Four two-hour UGS scenarios were compiled from previously recorded field tests of military targets. The recordings were played back to activate the displays during experimentation. Sixteen Naval personnel (eight relatively experienced with UGS and eight inexperienced) were given training on the displays. Each subject then monitored each display in turn for two hours, reporting target information as he would operationally. The reports were compared to known ground truth and were scored on total detections, false alarms, detection accuracy, and target direction (i.e., direction of target movement). Operator performance was unaffected by the type of display used. Operators were able to detect a higher percentage of targets during periods of low target activity than during periods of high target activity. However, the accuracy of the detections was higher during the high activity period. Levels of experience did not have a significant effect on performance. (Author).

Book excerpt: The objective was to determine the effect of workload (target activity level and number of sensors used) on unattended ground sensor (UGS) operators' target-detection ability, false-alarm rate, and direction and speed estimation accuracy. Experienced operators monitored activations of UGS used in grids under six workload conditions--two levels of target activity x three levels of number of sensors monitored. Target activity level was defined as either 5 or 14 vehicle groups per 27 sensors per hour. The operators monitored in counterbalanced sequence 27 sensors (3 grids), 54 sensors (6 grids), and 108 sensors (12 grids). Percentage of detections decreased linearly from 85% (4 to 6 vehicle groups per hour presented on 27 sensors) to 26% (about 40 vehicle groups per hour presented on 108 sensors). Without special training, operators should monitor no more than 60 sensors being activated by a maximum of 10 vehicular groups per hour (detection completeness for this condition was 76%). The number of false alarms and the accuracy of speed estimation did not significantly change over workload. Operator accuracy in direction estimation decreased significantly as a function of workload from true azimuth + or - 30 deg. to true azimuth + or - 54 deg.

Book excerpt: Effective utilization of unattended ground sensors (UGSs) in a theater reconnaissance, surveillance, target acquisition, and kill assessment environment requires that a human operator be able to interpret, and collectively assess, the significance of real time data obtained from UGS emplacements over large geographical regions of interest. The products of this UGS data interpretation and assessment activity can then be used in the decision support process for command level evaluation of appropriate courses of action. Advancements in both sensor hardware technology and in software systems and processing technology have enabled the development of practical real time situation assessment capabilities based upon information from unattended ground sensors. A decision support workstation that employs rule-based expert system processing of reports from unattended ground sensors is described. The primary goal of this development activity is to produce a suite of software to track vehicles using data from unattended ground sensors. The situational assessment products from this system have stand-alone utility, but are also intended to provide cueing support for overhead sensors and supplementary feeds to all-source fusion centers. The conceptual framework, developmental architecture, and demonstration field tests of the system are described.

It appears clear to many that Iran has a desire to develop nuclear weapons. Syria still has a chemical weapons program. North Korea's WMD profile has escalated. As Avoiding the Abyss so convincingly demonstrates, much has been accomplished since the Counterproliferation Initiative was launched-but much work still lies ahead. It is an important story for every American.
