Contraband Corridor seeks to understand the border from the perspective of its long-term inhabitants, including petty smugglers of corn, clothing, and coffee. Challenging assumptions regarding security, trade, and illegality, Rebecca Berke Galemba details how these residents engage in and justify extralegal practices in the context of heightened border security, restricted economic opportunities, and exclusionary trade policies. Rather than assuming that extralegal activities necessarily threaten the state and formal economy, Galemba's ethnography illustrates the complex ways that the formal, informal, legal, and illegal economies intertwine. Smuggling basic commodities across the border provides a means for borderland peasants to make a living while neoliberal economic policies decimate agricultural livelihoods. Yet smuggling also exacerbates prevailing inequalities, obstructs the possibility of more substantive political and economic change, and provides low-risk economic benefits to businesses, state agents, and other illicit actors, often at the expense of border residents. Galemba argues that securitized neoliberalism values certain economic activities and actors while excluding and criminalizing others, even when the informal and illicit economy is increasingly one of the poor's only remaining options. Contraband Corridor contends that security, neoliberalism, and illegality are interdependent in complex ways, yet how they unfold depends on negotiations between diverse border actors.

Book excerpt: In recent years Latin American indigenous groups have regularly deployed the discourse of human rights to legitimate their positions and pursue their goals. Perhaps nowhere is this more evident than in the Maya region of Chiapas and Guatemala, where in the last two decades indigenous social movements have been engaged in ongoing negotiations with the state, and the presence of multinational actors has brought human rights to increased prominence. In this volume, scholars and activists examine the role of human rights in the ways that states relate to their populations, analyze conceptualizations and appropriations of human rights by Mayans in specific localities, and explore the relationship between the individualist and “universal” tenets of Western-derived concepts of human rights and various Mayan cultural understandings and political subjectivities. The collection includes a reflection on the effects of truth-finding and documenting particular human rights abuses, a look at how Catholic social teaching validates the human rights claims advanced by indigenous members of a diocese in Chiapas, and several analyses of the limitations of human rights frameworks. A Mayan intellectual seeks to bring Mayan culture into dialogue with western feminist notions of women’s rights, while another contributor critiques the translation of the United Nations Declaration of Human Rights into Tzeltal, an indigenous language in Chiapas. Taken together, the essays reveal a broad array of rights-related practices and interpretations among the Mayan population, demonstrating that global-local-state interactions are complex and diverse even within a geographically limited area. So too are the goals of indigenous groups, which vary from social reconstruction and healing following years of violence to the creation of an indigenous autonomy that challenges the tenets of neoliberalism. In this book, Karen O'Brien presents an insightful analysis of how deforestation and social struggles are related in this region and then considers the implications of these links for the remaining forest.A critical analysis of deforestation rates and patterns in the Selva Lacandona region provides the point of departure for this study. Using satellite imagery and her own field work, O'Brien presents an original estimate of forest loss. The New School for Social Research (NSSR) in New York City and El Colegio de México (Colmex) in Mexico City both were built based on receiving exiled academics from Europe. Comparing the first twenty years of these organizations, this book offers a deeper understanding of the corresponding institutional contexts and impacts of emigrated, exiled and refugeed academics. It analyses the ambiguities of scientists’ situations between emigration, return‐migration and transnational life projects and examines the corresponding dynamics of application, adaptation or amalgamation of (travelling) theories and methods these academics brought. Despite its institutional focus, it also deals with the broader context of forced migration of intellectuals and scientists in the second half of the last century in Europe and Latin America.
