Comment relancer la prospérité? Ce livre répond à ces questions par l’entremise d’une vision intégrée et systémique des politiques sociales, des politiques d’emploi et des stratégies macroéconomiques. Pour commencer, l’auteure expose un concept emprunté à l’économiste canadien Jack Weldon, la rémunération sociale, et décrit comment celle-ci s’est développée au Canada en un système que l’on a communément associé à l’État-providence. Elle explique ensuite comment ce système pourrait mieux contribuer à créer la richesse, tout en réduisant les iniquités entre les secteurs publics et privés, entre les générations et entre les régions du pays. Les problématiques des régimes de retraite, de l’assurance-emploi, de la formation et du développement des compétences ainsi que celle des inégalités croissantes de revenus sont analysées tour à tour et des pistes de solutions sont proposées. Enfin, elle s’intéresse plus directement à l’emploi, puisqu’au-delà des programmes sociaux, la poursuite du plein emploi demeure une condition nécessaire pour une prospérité durable et partagée. Elle montre que, si la mise en place des stratégies nécessaires représente un défi politique incontestable, le Canada et ses provinces peuvent le relever à l’aide d’une bonne dose de pragmatisme.
