Auch wenn in der DDR vereinzelt Umweltschutzmaßnahmen umgesetzt wurden, wie das Recycling von Sekundärrohstoffen, bei dem ganze Schulklassen mithalfen, gab es trotzdem immense Umweltschädigungen durch verschiedenste Industrien in Folge von nicht eingehaltenen Vorschriften. Der Erlass von Verordnungen zur umfassenden Nutzung von Sekundärrohstoffen einerseits und das Verschweigen und Verharmlosen der Umweltdaten der Staatsregierung andererseits, scheint zunächst paradox. Dieses Vorgehen war allerdings lediglich ein Sparmanöver infolge des „erstmaligen Rückgangs der jährlichen Wachstumsraten des BIP" in der DDR und zielte nicht aktiv auf den Umweltschutz ab. Dies ist ein Einblick in die Umweltpolitik der DDR der achtziger Jahren. Nun entstehen Fragen wie: Gab es überhaupt eine Umweltbewegung in der DDR? Wehrten sich die Bürger der DDR gegen diese Politik und gab es in dem repressiven Einparteiensystem überhaupt die Möglichkeit dazu? Inwiefern unterschieden sich die Strukturen des oppositionellen Widerstands der Umweltbewegung eines sozialistischen von denen eines demokratischen Systems? Gerade in Zeiten von Fridays-for-future, einem drohenden Verfehlen des Zwei-Grad-Ziels und ständigen ökologisch-moralischen Debatten über den Umgang mit der Klimaerwärmung, dem derzeitig drängendsten Umweltproblem, ist es meines Erachtens wichtig die Ursprünge der Umweltschutzentwicklung in Ost und West zu verstehen und aus damaligen Fehlern zu lernen. Mit der Analyse und dem anschließenden Vergleich der Ursprünge der Umweltbewegungen in den beiden Teilen Deutschlands, soll dies erzielt werden. Um später einen übersichtlichen Vergleich zwischen den beiden Bewegungen ziehen zu können, werden sie zunächst unter denselben Gesichtspunkten analysiert. So soll gewährleistet werden, dass schon beim Lesen Gemeinsamkeiten und Unterschiede auffallen. Die markantesten Differenzen und Parallelen der Bewegungen werden abschließend dargelegt.

The communist dictatorship limited opportunities for protest, so officials and activists looked abroad to countries such as Poland and West Germany for inspiration and support. Julia Ault outlines the evolution of environmental policy and protest in East Germany and shows how East Germans responded to local degradation as well as to an international moment of environmental reckoning in the 1970s and 1980s.
