The Department for Transport predicts traffic levels on the SRN to rise by 46% by 2040. The network has suffered from inconsistent funding and changes in Government policy over the past two decades. Road users deserve clarity on how the network can be part of a high quality integrated transport system. If the traffic forecasts are correct, the Government will need to increase investment in the road network substantially during the next decade. This requires new long-term funding streams. A consensus would be required to introduce any road user charging scheme across the SRN and the many issues involved would have to be resolved. The DfT must develop a transparent system of road planning as part of a wider national transport strategy. The DfT's National Transport Model (NTM) should be subject to wider scrutiny and DfT should commission integrated passenger and freight plans for strategic transport routes, rather than looking at one mode of transport in isolation. The Committee is not convinced by the case for establishing the Highways Agency as a Government owned company (GoCo). The benefits seem achievable through better management of the current agency and its relationship with the DfT. If the Highways Agency becomes a GoCo, it will need a strong system of scrutiny. The current proposals for this are inadequate. The new scrutiny body will need the power of a full regulatory authority.

The conference attracted 180 participants from Canada, Denmark, Germany, Italy, Japan, Mexico, Sweden, the United Kingdom, and the United States and featured 70 transportation specialists offering real-world expertise, from the application of performance metrics to case studies drawn from six countries. Book excerpt: In this report looking at policy for improving road and rail access to ports, the Transport Committee urges the Department for Transport (DfT) to become a keener advocate for UK ports. The Government should contribute to significant improvements to strategic networks which also deliver wider benefits - rather than simply expect port operators to pick up the entire bill for measures required to mitigate increased traffic due to port expansion. If the Government chooses to apply European Commission state aid rules in this area more strictly than other EU countries it should explain why it does so. Policy in this area should be applied consistently across the country. While some ports have contributed towards transport schemes to improve access, others have not and the differences in approach have not been explained or justified. Ports should also continue to contribute to local transport infrastructure improvements, following discussions with relevant local bodies. The Department for Transport should demonstrate whether port master plans have had any impact, highlighting good examples of such plans and of how they have influenced decision makers. Finally, the Government should devise a more effective successor to the Waterborne Freight Grant, to stimulate coastal shipping.

The long term option in investing in high speed rail would transform and allow Britain to compete globally and for national economic prosperity. Such investment in faster and more convenient journeys between the major cities and international networks will achieve two objectives; supporting companies and wealth creators and also better connect communities. Further upgrades of existing lines can provide additional capacity but growth in demand looks set to outstrip the pace of this and is seen as a short term approach unable to meet long term challenges. The choice is not between building new lines or not but what type of new line to build and new lines only built to enable conventional speeds would certainly fail to reap the economic rewards offered by high speed. HS2 is also about enough capacity for passengers - those on crowded inter city trains will increasingly be forced to stand for long periods and for commuters who eventually will be unable to get on their trains at peak times. There are further benefits of increasing rail freight, getting lorries off roads and saving carbon. The Government is also committed to developing a national high speed rail network with the lowest feasible impacts on local communities and the natural environment. In response to the consultation process there have been changes - additional tunnelling and alignment of the route in a number of places. The Government wishes to see further engagement with local people as the project progresses and as further environmental assessment is undertaken. The Government wants to reassure people that the project is both affordable and can be delivered to time and budget

There are three elements to this strategy. First, the Government will plan for the medium term and across sectors. The Plan brings together a comprehensive cross-sectoral analysis of the UK's infrastructure networks and sets out a clear pipeline of over 500 infrastructure projects. Delivering these projects will ensure that the overall performance of the UK's infrastructure is maintained and improved over time. Second, to mobilise the finance required to deliver these projects, the Plan sets out a new approach to coordinating public and private investment in UK infrastructure. Funded through further reductions in current spending, additional investment in infrastructure is being announced. The Government will act to facilitate the private investment that will finance the majority of the UK's infrastructure. This includes bringing in new investors into UK infrastructure; introducing new sources of revenue such as tolling; allowing local authorities more flexibility in the way they use local receipts to fund major infrastructure in specific circumstances; and being willing to consider guarantees against specific risks that the market cannot bear. Third, the Government will take an active role in ensuring the infrastructure in the Plan is delivered efficiently and on time, with priority given to those projects most critical for economic growth. The Government is also reforming the planning and consenting systems to tackle these sources of cost and delay in infrastructure delivery.
