Available in PDF, EPUB and Kindle. Book excerpt: How can children simultaneously be the most important and least powerful people in a nation? In her innovative ethnography of Ugandan children—the pillars of tomorrow’s Uganda, according to the national youth anthem—Kristen E. Cheney answers this question by exploring the daily contradictions children face as they try to find their places amid the country’s rapidly changing social conditions. Drawing on the detailed life histories of several children, Cheney shows that children and childhood are being redefined by the desires of a young country struggling to position itself in the international community. She moves between urban schools, music festivals, and war zones to reveal how Ugandans are constructing childhood as an empowering identity for the development of the nation. Moreover, through her analysis of children’s rights ideology, national government strategy, and children’s everyday concerns, Cheney also shows how these young citizens are vitally linked to the global political economy as they navigate the pitfalls and possibilities for a brighter tomorrow.

Bringing together cross-disciplinary expertise, this volume addresses a vast range of topics related to child abuse and neglect in Uganda. Exploring areas from the protection of street children to cultural proverbs related to child maltreatment, this volume examines issues both specific to the Ugandan contexts as well as broadly experienced in child maltreatment work in non-Euro-American countries. This book surveys the breadth of the child protection field, covering issues of children’s universal rights, challenges of protection and ethical quandaries in researching and addressing maltreatment.

Book excerpt: "cross the spectrum of political ideologies there is, in principle, widespread agreement that the state has a legitimate role in protecting children from harm. Even the Nobel Prize winning economist Milton Friedman (1962), among the most ardent liberal supporters of the laissez faire philosophy, recognized this "paternalistic" function of government. At the same time, the traditional view of children, that they are the property of the father (pater) or the parents, is under pressure (Zelizer, 1994; James & Prout, 1997; Archard 2004). Societies are at an intersection when it comes to how children are treated and how their rights are respected, which creates tensions in the traditional relationship between the family and the state. Children are a focus of government responsibility under certain state-defined norms relating to harm and need. And parents are sometimes constrained by the state from exercising their (familial or property) rights under state-defined criteria of harm and need"--

Available in PDF, EPUB and Kindle. Book excerpt: The heterogeneity of social structures and cultural identities in many developing countries, together with traditional hierarchies, rivalries, and deep-seated biases, has perpetuated inequities. Inclusive States: Social Policy and Structural Inequalities examines the role of the state and society in addressing structural inequalities and identifies a set of policy recommendations to redress them. This book defines structural inequality as a condition arising from unequal status attributed to a category of people in relation to others, a relationship perpetuated and reinforced by unequal relations in roles, functions, decision rights, and opportunities. Inclusive states are those that direct policies to address the needs of all, that respect the rights of citizens to exercise voice and influence on which services are provided and how they are delivered, and that have an interest in strengthening the social contract with their citizens. A central focus of policy remains a concern for equity, both to level the playing field to encourage social mobility and to ensure equity in the distributional effects of policy reforms and development interventions. This book highlights two key challenges for social policy. First, policy design needs to take into account the weaknesses of basic state functions in many developing countries, since these have important ramifications for social policy outcomes. Second, in most developing countries social structures marked by historically rooted structural inequalities pose significant challenges to the provision of services and require a long-term commitment to address underlying questions and problems. This book describes some of the challenges found in different contexts and some of the ways in which these challenges can be and are being addressed. This book is part of a new series, New Frontiers in Social Policy, which examines issues and approaches to extend the boundaries of social policy beyond conventional social services toward policies and institutions that improve equality of opportunity and social justice in developing countries. Other forthcoming titles in the series include Assets, Livelihoods, and Social Policy, and Institutional Pathways to Equity: Addressing Inequality Traps.
