With his appointment, the Continental Army was born. Yet the cultural differences between those serving in the army and their new commander-in-chief led to conflicts from the very beginning that threatened to end the Revolution before it could start. The key challenge for General George Washington was establishing the standards by which the soldiers would be led by their officers. What kind of man deserved to be an officer? Under what conditions would soldiers agree to serve? And how far could the army and its leaders go to discipline soldiers who violated those enlistment conditions? As historian Seanegan P. Sculley reveals in Contest for Liberty: Military Leadership in the Continental Army, 1775-1783, these questions could not be determined by Washington alone. His junior officers and soldiers believed that they too had a part to play in determining how and to what degree their superior officers exercised military authority and how the army would operate during the war. A cultural negotiation concerning the use of and limits to military authority was worked out between the officers and soldiers of the Continental Army; although an unknown concept at the time, it is what we call leadership today. How this army was led and how the interactions between officers and soldiers from the various states of the new nation changed their understandings of the proper exercise of military authority was finally codified in General Friedrich Wilhelm von Steuben's The Regulations for the Order and Discipline of the Troops of the United States, first published in 1779. The result was a form of military leadership that recognized the autonomy of the individual soldiers, a changing concept of honor, and a new American tradition of military service.

All official records filed in the War Department when it was burned November 8, 1800, were then destroyed. Many other records or documents have been lost or destroyed through various causes and still others have become, through lack of care, so torn and mutilated as to be of little or no value for reference. Very few rolls or other records per taining to the troops of Georgia and the two Carolinas have been found, most of them having probably been captured or destroyed by the enemy during the al most continuous fighting in those States. A good many records are in possession of historical or other societies, libraries, and individuals and have not been sent to the War Department to be copied. For these reasons a. Complete list of the names of all the participants in that glorious struggle for our independence, either of officers, or of soldiers who shoul dered the musket, can never be compiled. There are in existence many records pertaining to the Militia during the War. These are fragmentary, and an examination of such of them as could be found shows that they consist principally of pay accounts for service for short periods of from two days to three months, but unfortunately the dates, or even the years in which the service was rendered, are rarely shown. The compiler was allowed access to all the records on file in the War Depart ment bearing on the Revolutionary War, and this enabled him not only to cor rect and more fully complete the data contained in the former volume, but to add the names of several thousand officers with a more or less complete record of their services. In preparing the first edition of the Historical Register of Officers of the Continental Army, which was published in 1893, Mr. Heitman, the compiler, examined all the records then available in the several executive departments in Washington and supplemented that data with additional information from other sources, such as documents published by the Government as well as those printed by States and individuals. In July 1892, Congress provided for the transfer of revolutionary records residing in the Treasury and Interior Departments to be transferred to the War Department of preservation and indexing, and in 1913 new legislation directed the Secretary of War to collect or copy "the scattered military records of the Revolutionary War," including those of State troops, etc. Under those acts, many revolutionary records were transferred to the War Department, and other records and documents not in the possession of the Government were loaned to the Department to be copied and returned. As a result, the Government now possesses a fair collection of the Army records of the Revolutionary War. This work is now considered the standard reference of officers serving in the Revolutionary War. It consists of an alphabetical listing of the individual officers, their rank, dates of service, events (wounded, taken prisoner, exchanged, or killed), the command in which they served and the state in which the service was rendered

Book excerpt: American political culture and military necessity were at odds during the War for American Independence, as demonstrated in this interpretation of Continental army administration. E. Wayne Carp shows that at every level of authority -- congressional, state, and county -- a localistic world-view, a deferential political order, and adherence to republican ideology impeded the task of supplying the army, even though independence demanded military strength. Placing military history within the context of colonial and revolutionary historiography, Carp finds that the colonial American belief that authority and political power should be decentralized deeply influenced Congress's approach to the task of supplying the army. Furthermore, most Congressmen had neither military experience nor any idea of how to administer an army, while local governments constantly thwarted the army's efforts to obtain supplies -- they blocked impressment and interfered with the movement of food and clothing. Carp shows that political leaders eventually adjusted their ideals to the imperatives of winning the war. He offers a revisionist analysis of the origins of the Nationalist movement of 1780-83 that was begun by army officers and state legislators fearing the imminent failure of the Revolution. Lacking unity and blinded by republican ideology, the Nationalists did not markedly improve the administration of the army. Instead, it was largely through the efforts of Superintendent of Finance Robert Morris, the cooperation of the French, and sheer luck that the British were ultimately defeated. Carp concludes that the Americans won the Revolution "in spite of, rather than because of, their political beliefs."
