Book excerpt: The history of Marine operations in the Dominican Republic in 1965 is a publication which has had a long but restricted life and it now appears that it would be useful to give it a wider audience interested in an excellent example of the force in readiness concept. The history had its origin in the request of the then-Commandant of the Marine Corps, General Wallace M. Greene, Jr., that an account be compiled shortly after the event, when the command diaries of the units involved became available, in the summer of 1965. A classified chronology was prepared using the diaries, message traffic, and other material then available, mostly obtained through the Headquarters Marine Corps Command Center. A narrative was begun once the chronology was completed and several first-hand accounts of the operation had appeared in service publications. Particularly useful were the articles "Ubique" by Major General Rathvon McC. Tompkins, the senior Marine officer directly involved, and "Dominican Diary" by Captain James A. Dare, USN, who served as commodore of Amphibious Squadron 10, the Navy organization which transported and landed the 6th Marine Expeditionary Unit, the first American troops ashore. The first account appeared in the Marine Corps Gazette (September 1965) and the second in the USNI Proceedings (December 1965).

It is also a classic example of a U.S. military operation that drew in America's hemispheric allies. Finally, its outcome was that rare feat in the annals of diplomacy—a peaceful political settlement of a civil war. Here for the first time is the full story of that action, as told by one of its leading participants. General Palmer was the U.S. Army's operations chief in Washington in April 1965 when the Dominican crisis broke, and was placed in command of U.S. forces deployed to the Republic. Book excerpt: During the first three decades of the present century, the Marine Corps served as the striking arm of the United States policy of Caribbean intervention. In 1916, Marines landed in the Dominican Republic to protect foreign lives and property and to provide the "muscle" for a United States military government which was trying to bring stability to the troubled island republic. While there, Marines performed a variety of functions not normally assigned to an occupying military force, and they gained experience which helped to provide a pool of combat-trained leaders for future conflicts. This study is based on primary sources contained in the archives and holdings of the History and Museums Division, Headquarters, Marine Corps, the Federal Records Center, Suitland, Maryland, and the National Archives. In these sources, the record of the Dominican occupation is set forth, often in painstaking details. From research in these records, several themes, common to similar Marine campaigns in neighboring Haiti and in Nicaragua, became apparent. The first of these is the paramount role played by the Marine Corps in establishing and training a native constabulary capable of maintaining order after the Marines withdrew. Secondly, effective tactics for the conduct of counter-insurgency operations emerged from these interventions: for example, the coordinated use of air and ground forces began during these campaigns. The third important theme was the gradual development among Marines stationed in these Latin republics of the concept of what would be called in Vietnam "civic action" -- efforts by the occupying troops to "win the hearts and minds" of the population.

It was prepared principally from primary sources such as official reports, memoirs, personal correspondence, and recollection of the Marines involved. Captain Stephen M. Fuller, a Marine reserve officer, served on active duty as an aviation supply officer from 1968 to 1971. Subsequently, he spent three summers with the History and Museums Division, two of them in research and writing of this pamphlet and the third in preparation of a forthcoming pamphlet on Marines in Haiti. He has a Ph.D. in History from the University of New Mexico and currently is a candidate for the J. D. Degree at the University of Tulsa College of Law. In addition, he has taught for several years at Northeastern State College in Tahlequah, Oklahoma. The co-author, Dr. Graham A. Cosmas, joined the staff of the History and Museums Division in December 1973 after teaching at the University of Texas and the University of Guam. He has a Ph.D. in History from the University of Wisconsin and has published several articles on U.S. military history as well as An Army for Empire: The United States Army in the Spanish-American War.

Herbert Schoonmaker analyzes the role and management of U.S. military forces in the Dominican crisis. Like other Cold War interventions, the Dominican intervention demonstrated the use of rapidly reacting, joint military forces to achieve limited political objectives. It also represents a good vehicle for analyzing U.S. civilian-military relationships during this kind of military operation. At the same time the civil strife continued in Santo Domingo, U.S. military forces engaged in a variety of duties, both combat and peacekeeping, and did so while the Organization of American States, the United Nations, and U.S. government teams attempted to negotiate a peaceful settlement. Such a complex environment, Schoonmaker argues, necessitated tight civilian control of the engaged armed forces and required restraint in carrying out their combat duties. In addition to the political-military factors, Schoonmaker also focuses on the joint army-navy-air aspects of the operation. He concentrates on the uniqueness of the intervention which makes the lessons learned from it applicable in some circumstances, but not in others. A study of the Dominican intervention is important because of its implications for defense needs and structure in a time of tight military budgets. The author also outlines the problems associated with quick-reacting forces and indicates the necessity for efficient intelligence, communications, logistics, and command and control. This book is must reading for military theoreticians and strategists, historians, and political scientists.
