Book excerpt: The growing concern over the number of accidental firearm shootings, especially those involving children, prompted passage of the initial handgun safety law which went into effect in 1994. The stated intent of the California Legislature in enacting the current FSC law is for persons who obtain firearms to have a basic familiarity with those firearms, including, but not limited to, the safe handling and storage of those firearms. The statutory authority for this program is contained in Penal Code sections 26840 and 31610 through 31700. These statutes mandate DOJ to develop, implement and maintain the FSC Program. Pursuant to Penal Code section 26840, a firearms dealer cannot deliver a firearm unless the person receiving the firearm presents a valid FSC, which is obtained by passing a written test on firearm safety. Prior to taking delivery of a firearm from a licensed firearms dealer, the purchaser/recipient must also successfully perform a safe handling demonstration with that firearm..

Available in PDF, EPUB and Kindle. Book excerpt: For years proposals for gun control and the ownership of firearms have been among the most contentious issues in American politics. For public authorities to make reasonable decisions on these matters, they must take into account facts about the relationship between guns and violence as well as conflicting constitutional claims and divided public opinion. In performing these tasks, legislators need adequate data and research to judge both the effects of firearms on violence and the effects of different violence control policies. Readers of the research literature on firearms may sometimes find themselves unable to distinguish scholarship from advocacy. Given the importance of this issue, there is a pressing need for a clear and unbiased assessment of the existing portfolio of data and research. Firearms and Violence uses conventional standards of science to examine three major themes - firearms and violence, the quality of research, and the quality of data available. The book assesses the strengths and limitations of current databases, examining current research studies on firearm use and the efforts to reduce unjustified firearm use and suggests ways in which they can be improved.

Graham shared a deep spirituality with the ancestral heritage of the African continent. He found no greater enemy than the apartheid government of South Africa's cruel foreign invasion. In this period 1952 - 1974 he was a hunted man and spent most of his time labeled a notorious criminal and incarcerated, where he was starved and tortured. He fled South Africa in 1969 by foot in a futile attempt to join the P.A.C. in Tanzania. In 1975 he married Jenny Clark. Jenny had polio as a child and is 95%%%% physically disabled. Graham was never involved in any political party and fought for freedom, justice and equality from the unwavering truths of his heart.

Available in PDF, EPUB and Kindle. Book excerpt: They called themselves Dakota, but the explorers and fur traders who first encountered these people in the sixteenth century referred to them as Sioux, a corruption of the name their enemies called them. That linguistic dissonance foreshadowed a series of bloodier conflicts between Sioux warriors and the American military in the mid-nineteenth century. Doreen Chaky’s narrative history of this contentious time offers the first complete picture of the conflicts on the Upper Missouri in the 1850s and 1860s, the period bookended by the Sioux’s first major military conflicts with the U.S. Army and the creation of the Great Sioux Reservation. Terrible Justice explores not only relations between the Sioux and their opponents but also the discord among Sioux bands themselves. Moving beyond earlier historians’ focus on the Brulé and Oglala bands, Chaky examines how the northern, southern, and Minnesota Sioux bands all became involved in and were affected by the U.S. invasion. In this way Terrible Justice ties Upper Missouri and Minnesota Sioux history to better-known Oglala and Brulé Sioux history.

Book excerpt: In America, 2.3 million people-a population about the size of Houston's, the country's fourth-largest city-live behind bars. Sick Justice explores the economic, social, and political forces that hijacked the criminal justice system to create this bizarre situation. Presenting frightening true stories of (sometimes wrongfully) incarcerated individuals, Ivan G. Goldman exposes the inept bureaucracies of America's prisons and shows the real reasons that disproportionate numbers of minorities, the poor, and the mentally ill end up there. Goldman dissects the widespread phenomenon of jailing for profit, the outsized power of prison guards' unions, California's exceptionally rigid three-strikes law, the ineffective and never-ending war on drugs, the closing of mental health institutions across the country, and other blunders and avaricious practices that have brought us to this point. Sick Justice tells a big, gripping story that's long overdue. By illuminating the system's brutality and greed and the prisoners' gratuitous suffering, the book aims to be a catalyst for reform, complementing the work of the Innocence Project and mirroring the effects of Michael Harrington's The Other America: Poverty in the United States (1962), which became the driving force behind the war on poverty.
