Excerpt: ... scuttling. from time to time the people of Manchester are startled by some scuttling outrage, and the cry is raised " Where are the police? " These are about the worst class of cases with which the police have to deal. Very little credit is given by the public to the man who interferes in such an affray, yet he is frequently injured in so doing, and is sometimes in peril of his life; for the ruffians who mix up in these battles will stand at nothing when their blood is up. Even in quarrels amongst themselves the knife is drawn on the smallest provocation. Many a good tussle have I had with other classes of criminals, but I would rather face the worst of these than a scuttler; for though the former will use their hands and their feet freely enough, the knife is seldom thought of. The maxim, " I would sooner be a king among fifty than a captain among ten thousand," is as well understood amongst scuttlers as any other class. A scuttler is of no account amongst his companions unless he is a terror. The greater the fear he inspires the greater the hero. He is a coward at heart, but he relies upon a free use of the knife for maintaining his position. He does not hesitate to draw it upon the girl with whom he keepscompany, and, strange to say, she respects him for it. In such a case it is a most difficult thing to procure a conviction, for the girl will screen him to the full extent of her power and ingenuity, even to committing perjury, for an oath has no value amongst such people. To the scuttler imprisonment is valueless as a deterrent; it only elevates him into a hero. He has " done stir" for his principles, his followers look up to him with greater admiration than ever, and to keep the position he has thus attained he becomes a greater...
