The murders of two British soldiers in Antrim, just after the report period, confirmed the finding that dissident republican movements - particularly Continuity IRA and the Real IRA - remain a major danger to peace, with a continuing high level of serious violent activity detailed in this report. All the groups are also involved in other ciminal activity such as drug dealing, kidnapping, extortion and smuggling and fuel laundering. The loyalist paramilitaries showed less activity, with the mainstream UDA now needing to address urgently the issue of decommissioning of weapons before the protection of the decommissioning legislation is lifted (by February 2010 at the latest). The UVF appears to be continuing to run down though some members are still involved in criminal activity for personal gain.

Dissident republican groups continued to pose a substantial and potentially lethal threat, especially to the security forces. On the Loyalist side, most groups were not engaged in terrorist activity though there is still evidence of heavy involvement in serious criminal activity.

Book excerpt: This book asks how independent commissions helped to overcome difficulties during the implementation phase of the Good Friday Agreement. These independent groups worked to resolve issues which threatened to derail the peace process, including the reform of policing, the decommissioning of paramilitary weapons, the monitoring of ceasefires, dealing with the past conflict, and the issue of human rights. Each chapter provides an in-depth analysis of the work of a different group finding that the commissions engaged in a broad range of activities. Drawing on the lessons of Northern Ireland the book demonstrates the importance of balancing local and international involvement, the inclusion of expertise, and giving sufficient powers to such bodies. This volume appeals to academics and researchers in a range of disciplines such as politics, peace and conflict studies, international relations, and human rights law. It is of interest to readers who are interested in the Northern Ireland peace process and those seeking to understand how third parties can assist in the implementation of peace agreements.

Available in PDF, EPUB and Kindle. Book excerpt: Terrorism has returned to the streets of Northern Ireland. In the years after the 1998 Real IRA bombing of Omagh, which killed 29 people, violent dissident Republican groups have re-emerged as a major security threat to a region that has been denied peace, stability, and prosperity for too long. Those responsible have many names. They are breakaways, splinter factions, spoilers, and "residual" terrorists. The Real IRA, Continuity IRA, and Óglaigh na hÉireann are only some of the groups now responsible for a growing wave of bombings, shootings, threats, and intimidation across Northern Ireland. Commonly known as "the dissidents," these are the rejectionists for whom there seems to be no negotiated settlement, no peace deal, no consensus solution that will convince them to accept the will of the majority of the people on the island of Ireland. Divided We Stand: The Strategy and Psychology of Ireland's Dissident Terrorists presents the results of meticulous research conducted by the International Center for the Study of Terrorism at the Pennsylvania State University. Since 2007, John Horgan, Director of the center, has led a research project to monitor the activities of Ireland's new terrorists. Drawing on one of the largest open-source militant databases ever assembled, Divided We Stand describes the activities, histories, motivations, psychology, and strategy of the small, dynamic, and rapidly evolving splinter groups that continue to erode peace, stability, and normalization in Northern Ireland.

Book excerpt: Shinners, dissos, and dissenters is a long-term analysis of the development of Irish republican media activism since 1998 and the tumultuous years that followed the end of the Troubles. It is the first in-depth analysis of the newspapers, magazines and online spaces in which strands of Irish republicanism developed and were articulated in a period in which schism and dissent underscored a return to violence for dissidents. Based on an analysis of Irish republican media outlets as well as interviews with the key activists that produced them, this book provides a compelling snap shot of a political ideology in transition as it is moulded by the forces of the Peace Process and often violent internal ideological schism that threatened a return to the 'bad old days' of the Troubles.

Available in PDF, EPUB and Kindle. Book excerpt: Terrorism law and legal practice has been politically and socially controversial to a degree beyond almost any other legal issue during the past few years, and this analytical text contains extensive analysis of these controversies. Terrorism and the Law offers a thoughtful and up-to-date discussion of all the key materials on terrorism law. It provides comprehensive coverage of all the major domestic, European, and international laws, and their impact on the UK. It also contains an extensive examination of the implementation of these terrorism laws, and of the practical issues they raise. The book contains three Parts. Part I focuses on meanings of 'terrorism' in law and political science. It provides the reader with an understanding of the phenomenon and the legal concept, including its statutory definitions, which is essential to the book's assessment of the strategies and tactics adopted in the codes of laws. It also covers normative constraints, such as human rights. Part II focuses on the United Kingdom law. It provides extensive coverage of the major UK terrorism legislation, such as: the Terrorism Act 2000; the Anti-Terrorism, Crime and Security Act 2001; the Prevention of Terrorism Act 2005; the Terrorism Act 2006; the Terrorism (Northern Ireland) Act 2006; the Justice and Security (Northern Ireland) Act 2007; and the Counter-Terrorism Act 2008. It also examines the key laws and rules relating to terrorism policing and legal processes. It discusses the meaning of these legislative materials, as well as their implementation, and includes reference to case law and practice statements from the police and courts. Part III reflects the impact of European, international and transnational laws and practices, covering international transnational cooperation and extradition, key European Union law measures against terrorism, other international law measures against terrorist activities, and international human rights and terrorism.

Book excerpt: This innovative work examines the concept of the informal network and its practical utility within the context of counterterrorism. Drawing together a range of practitioner and academic expertise it explores the character and evolution of informal networks, addressing the complex relationship between kinship groups, transnational linkages and the role that globalization and new technologies play in their formation and sustainability. By analysing the informal branch of networked organization in the context of security policy-making, the chapters in this book seek to address three questions: how do informal networks operate? which combination of factors draws individuals to form such networks? what are their structures? Informal networks are necessarily elusive owing to their ad hoc development, amorphous structures and cultural specificity but they are nonetheless pivotal to the way organizations conduct business. Identifying and manipulating such networks is central to effective policy-making. Terrorism, Security and the Power of Informal Networks argues that informal networks are important to policy-makers and their mastery is critical to success both in tackling the challenges of hostile networks and in the processes of organizational reform currently preoccupying governments. Practitioners, policy-makers and researchers in the fields of international politics, international relations, history and political science will find much to interest them in this timely resource.

Book excerpt: Utilities Reform in 21st Century Australia: Providing the Essentials traces the development and consequences of the economic reform measures undertaken in the utilities sector in Australia (communications, energy, water/wastewater services, and transport) in the last years of the 20th century, and early decades of the 21st century. In doing so, it looks at the process of reform across industries, and across the state and federal jurisdictions, to identify what motivations the various governments had for pursing reform, how change varied across jurisdictions, and what issues arose in the process. Although by the mid-1990s all states and territories and the Australian Government were committed to reforming utilities as part of the National Competition Policy, not all pursued this reform with the same degree of speed and breadth of action. The broad trends of economic reform in Australia, and abroad, are also touched upon, to provide an outline of the wider context in which the reform of the utilities occurred. This book, therefore, explores the relationship between politics and society on the one hand and economic reform on the other; as well on as the efforts of governments in Australia to promote economic growth and the wealth of Australians in an increasingly complex and challenging global economic climate.

Available in PDF, EPUB and Kindle. Book excerpt: Would the 'real' IRA please stand up? Why, and how, the IRA splintered. The Real IRA, the Continuity IRA, the Irish National Liberation Army, the Official IRA and the Provisional IRA have all assumed responsibility for the struggle for Irish freedom over the course of the late-20th century. Yet as recently as 1969 there was only one Irish Republican Army trying to unify Ireland using physical force., Andrew Sanders explains how and why the transition from one IRA to several IRAs occurred, analysing all the dissident factions that have emerged since the outbreak of the Northern Ireland troubles. He looks at why these groups emerged, what their respective purposes are, and why, in an era of relative peace and stability in Northern Ireland, they seek to prolong the violence that cost over 3500 lives.
