Book excerpt: Sequel to TVA Photography: Thirty Years of Life in the Tennessee Valley, this book highlights the agency's history in photography taken from 1963 through the present. TVA, a New Deal agency created by President Franklin D. Roosevelt, celebrates its seventy-fifth year in 2008. Photographs begin with President John F. Kennedy's promising visit to Muscle Shoals, Alabama, on the occasion of TVA's thirtieth anniversary. Within months, the president would be assassinated, and the country would face major social upheaval. Struggles related to civil rights, the Vietnam War, environmental awareness, and finally Watergate would strain the public's faith in government. With the passage of environmental legislation such as the Clean Air Act, the National Environmental Policy Act, and the National Historic Preservation Act, TVA found itself in a new political and legislative climate. These new policies sometimes resulted in controversial actions, such as the development of a nuclear power program and the construction of Tellico Dam. Many of the decisions made in the 1960s and 1970s led to significant and, at times, difficult transitions in the agency in the 1980s and 1990s. Today, TVA continues its mission to improve the quality of life in the region. Through the use of photographs from the agency's official records, this book documents a challenging and sometimes controversial era in TVA's history. Patricia Bernard Ezzell is the historian and Native American liaison for the Tennessee Valley Authority. She is the author of TVA Photography: Thirty Years of Life in the Tennessee Valley.

Building on Philip Selznick's classic work TVA and the Grass Roots (1949), a seminal text in the theoretical study of bureaucracy, Erwin Hargrove analyzes the organizational culture of the TVA by looking at the actions of its leaders over six decades--from the heroic years of the New Deal and World War II through the postwar period of consolidation and growth to the time of troubles from 1970 onward, when the TVA ran afoul of environmental legislation, built a massive nuclear power program that it could not control, and sought new missions for which there were no constituencies. The founding myth of multipurpose regional development was inappropriately pursued in the 1970s and '80s by leaders who became "prisoners of myth" in their attempt to keep the TVA heroic. A decentralized organization, which had worked well at the grass roots, was difficult to redirect as the nuclear genii spun out of control. TVA autonomy from Washington, once a virtue, obscured political accountability. This study develops an important new theory about institutional performance in the face of historical change.

The dispensation of justice during communist rule in Albania, East Germany, and Poland was reliant on legal propaganda, making the visual a fundamental part of the legitimacy of the law. Analysing photographs of trials, this book examines how this message was conveyed to audiences watching and participating in the spectacle of show trials. The book traces how this use of the visual was exported from the Soviet Union and imposed upon its satellite states in the immediate aftermath of the Second World War. It shows how the legal actors and political authorities embraced new photographic technologies to advance their legal propaganda and legal photography. Drawing on contemporary theoretical work in the area, the book then challenges straightforward accounts of the relationship between law and the visual, critically engaging entrenched legal historical narratives, in relation to three different protagonists, to offer the possibility of reclaiming and rewriting past accounts. As its analysis demonstrates, the power of images can also be subversive; and, as such, the cases it addresses contribute to the discourse on visual epistemology and open onto contemporary questions about law and its inherent performativity. Book excerpt: Remote sensing stands as the defining technology in our ability to monitor coral reefs, as well as their biophysical properties and associated processes, at regional to global scales. With overwhelming evidence that much of Earth’s reefs are in decline, our need for large-scale, repeatable assessments of reefs has never been so great. Fortunately, the last two decades have seen a rapid expansion in the ability for remote sensing to map and monitor the coral reef ecosystem, its overlying water column, and surrounding environment. Remote sensing is now a fundamental tool for the mapping, monitoring and management of coral reef ecosystems. Remote sensing offers repeatable, quantitative assessments of habitat and environmental characteristics over spatially extensive areas. As the multi-disciplinary field of coral reef remote sensing continues to mature, results demonstrate that the techniques and capabilities continue to improve. New developments allow reef assessments and mapping to be performed with higher accuracy, across greater spatial areas, and with greater temporal frequency. The increased level of information that remote sensing now makes available also allows more complex scientific questions to be addressed. As defined for this book, remote sensing includes the vast array of geospatial data collected from land, water, ship, airborne and satellite platforms. The book is organized by technology, including: visible and infrared sensing using photographic, multispectral and hyperspectral instruments; active sensing using light detection and ranging (LiDAR); acoustic sensing using ship, autonomous underwater vehicle (AUV) and in-water platforms; and thermal and radar instruments. Emphasis and Audience This book serves multiple roles. It offers an overview of the current state-of-the-art technologies for reef mapping, provides detailed technical information for coral reef remote sensing specialists, imparts insight on the scientific questions that can be tackled using this technology, and also includes a foundation for those new to reef remote sensing. The individual sections of the book include introductory overviews of four main types of remotely sensed data used to study coral reefs, followed by specific examples demonstrating practical applications of the different technologies being discussed.
