Book excerpt: The Political Economy of Regulation in Turkey brings together leading international scholars and experts on Turkey and regulatory reform to provide essential information on the recent Turkish experience and its relation to competition policy. After the 1980 liberalization reform, Turkey tried to introduce competition in many industries, but network industries have remained as monopolies. At the end of the 1990s, regulatory reform was initiated and independent regulatory agencies have been established by the government. Comprehensive discussions of these network industries, in particular airlines, electricity, natural gas, telecommunications and environment regulations, are offered. The contributors inquire how economic theory and historical analyses can enlighten the character of market processes and the role for government action in these industries, and the contributions shed light on the very recent changes in the regulatory structure and important legal cases that shape the future of regulated industries. This book discusses these issues in an international perspective and relates the Turkish experience to other similar countries, such as in Eastern Europe and Central America. This book serves as a useful guide to those who want to understand major changes in Turkey and regulatory reforms in other emerging markets, making it of interest to researchers and PhD students concerned with regulatory economics, the Turkish economy, and economic policy in emerging markets.

Book excerpt: The crisis in Turkish economy in the later 1970's brought along the enforcement of the stability and structural adjustment policies as of 1980 and more liberal regime policies. These events led to the serious increase of industrialization in Turkey after 1980. The impact of industry on the growth is dated to Nicholas Kaldor (1966) in the economic literature. In this study, industrial transformation of Turkish economy after the Decisions of January 24, 1980 is examined within the framework of Kaldor's (1966) first growth law. The result that we obtained emphasizes that industrialization has significantly affected GDP after 1980.

Book excerpt: This book outlines the evolution of policy and the course of Turkey’s economic development since the foundation of Turkey’s republic in 1923. Turkey is a fast-developing country with, over the last seventy years, a radically transformed economic and social structure. The concept of planned development was first applied as long as fifty years ago, long before other such approaches in the region. Furthermore, Turkey’s post-war economic development has proceeded in a rare environment of a predominantly liberal, competitive political system. This book is the first comprehensive and up-to-date study of Turkish economic development and its relationship to political change. First published in 1981.

Book excerpt: The first comprehensive history of the Turkish economy The population and economy of the area within the present-day borders of Turkey has consistently been among the largest in the developing world, yet there has been no authoritative economic history of Turkey until now. In Uneven Centuries, Şevket Pamuk examines the economic growth and human development of Turkey over the past two hundred years. Taking a comparative global perspective, Pamuk investigates Turkey’s economic history through four periods: the open economy during the nineteenth-century Ottoman era, the transition from empire to nation-state that spanned the two world wars and the Great Depression, the continued protectionism and import-substituting industrialization after World War II, and the neoliberal policies and the opening of the economy after 1980. Making use of indices of GDP per capita, trade, wages, health, and education, Pamuk argues that Turkey’s long-term economic trends cannot be explained only by immediate causes such as economic policies, rates of investment, productivity growth, and structural change. Uneven Centuries offers a deeper analysis of the essential forces underlying Turkey’s development—its institutions and their evolution—to make better sense of the country’s unique history and to provide important insights into the patterns of growth in developing countries during the past two centuries.

Available in PDF, EPUB and Kindle. Book excerpt: This volume provides a comprehensive study of Turkey’s financial transformation into one of the most dynamic, if not trouble-free, emerging capitalisms. While this financial evolution has underwritten Turkey’s dramatic economic growth, it has done so without ameliorating the persistently exploitative and unequal social structures that characterize neoliberalism today. This edited volume, written by an interdisciplinary range of political economists, critically examines Turkey’s financial transformation, contributing to debates on the nature of peripheral financialization. Eschewing economistic interpretations, The Political Economy of Financial Transformation in Turkey underscores both the quantitative significance of exponential growth in financial flows and investments, and the qualitative importance of the state’s institutional restructuring around financial imperatives. The book presents today’s reality as historically rooted. By understanding the choices made under the new Republic (from 1923 onwards), one can better locate the changes launched as a newly liberalizing society (since 1980). Likewise, the decisions made in response to Turkey’s 2001 financial crisis spurred a tectonic break in state–market–society financial relations. The waves of change have reached far and wide: from corporate strategies of accumulation and growth to small- and medium-sized enterprises’ strategies of financial survival; from how finance has penetrated the provisioning of housing to how households have become financialized. Put together, one grasps the complexity and historicity of the power of contemporary finance. One also sees that the changes made have not been class-neutral, but have entailed elevating the interests of major capital groups, particularly financial capital, above the interests of the poor and workers in Turkey. Nor are these changes constrained to its national borders, as what transpires domestically contributes to the making of a financialized world market. Through this ‘Made in Turkey’ approach the contributions in this volume thus challenge dominant understandings of financialization, which are derived from the advanced capitalisms, by sharing the specificity of emerging capitalisms such as Turkey.

Economically the climax was reached when Turkey felt into international insolvency in 1978. From then on, although attempts were made in earlier years too, large reforms were introduced. In this paper we will look at the Turkey's trade policy before and after the liberalization reforms of the 1980's. Trade liberalization mostly implies less intervention by the government in the traded goods sectors. But whether a less interventionist trade regime results in a less distorted, more open and outward oriented economy will depend on the characteristics of the pre- and post-reform trade and exchange rate regimes. This paper aims to present a general survey about Turkish trade policy: a bird's eye view. The author therefore abstains from generating a model and test the impact of the reforms on one single industry. Instead, such regression results are rather resorted to other studies, in order to generate an appropriate picture of the trade liberalization as a whole without getting stucked into detail too much on the one hand, and without staying out of detail too much on the other hand. The rst section outlines the economical background of Turkey from the pre-1980-reform period at rst and con- tinues with a presentation of the reforms imposed from 1980 onwards. It draws a historical picture as well as it points out the main impacts on the export and import pattern of Turkey's foreign trade. The analysis of the conributors will be informative to those involved in the study of economic trends in Turkey and worldwide.

Decisions taken after crisis do not only have economic effects, but also social, political and diplomatic consequences. For the country, total independence was considered the main principle; economic independence was one of the substantial criteria of that principle, and economic policies were based on it. In this book, the economic independency level at which governments can take independent decisions is defined in terms of macroeconomic variables, on which the proposed model is based and developed. The book aims to analyse the economic policies of Turkey, from an economic dependency perspective; identify the macroeconomic variables affecting economic dependency; and develop an alternative economic policy, taking all of these points into consideration. Therefore, in order to structure the proposed model and to define policies, it is crucial to discuss economic policies, particularly in the post-1980 world; their consequences and impacts on Turkey; crises and the main variables under which they occurred; and to compare the economic policies of the Republic period and their consequences as well. The book intends to develop an independent economic structure so that Turkey can act in her own interests.

The following section deals with Turkey's accession of the Customs Union of the European Union in 1996. There is economical and politacal weight ascribed to the accesion as it is seen to be a major step towards a full membership of the European Union for Turkey. After outdrawing the historical backgrounds of the accesion, we will look at its impact on trade for several sectors, mainly by examining a study done by De Santis in 2001. Another section shows some empirical observations on trade indicators and their change in respect to the liberalization reforms.

At the heart of the socioeconomic transformation lay the January 24, 1980, economic austerity package and the September 12, 1980, coup d'etat, both of which altered not only the Turkish economy and societal structure but the political system and external relations as well. The meanings of right and left, modernity and backwardness, and of Turkishness were completely revised. This book shows the nature of this socioeconomic and political transformation and assessses the success and failure of relevant policies as the country prepares to enter the 21st century.
