Book excerpt: The withdrawal of U.S. combat forces from Iraq at the end of 2011 left behind a set of unresolved problems in the relationship between the Kurdistan Regional Government (KRG), and the Federal Government in Baghdad-notably relating to the disputed boundaries of the KRG, and the extent of its autonomy. Tensions have since been compounded by the discovery of significant quantities of oil and gas in the KRG area, and Erbil's pursuit of an energy policy independent of and in opposition to Baghdad. Turkey, uneasy with the increasingly sectarian and authoritarian flavor of the Shia-dominated government in Baghdad, has since moved closer to the KRG, not least with respect to energy issues, deepening Turkish-Iraqi tensions still further. Added to the mix is the increasingly sectarian standoff in the region as a whole, in large measure as a consequence of Syrian developments, which has further pitted Ankara against Baghdad and its ally Iran; and the emergence of a bid for autonomy by Syria's Kurds, which has complicated the stance of both Ankara and Erbil toward Syria and towards each other. Washington is in danger of being left behind by the fast-paced events in the region, while the ethnic Kurds of the region may be approaching a decisive moment in their long struggle for self-determination.

Book excerpt: For the last seventy years, experts have tried to define the nature of Turkey's partnership with the US. While Turkish-US relations have always been susceptible to different crises, they enjoyed a brief “golden era” in the 1950s. This book argues that a false nostalgia about that period - when the strategic interests of two countries fully converged - has distorted analyses by scholars and policymakers ever since. To provide a more accurate assessment, this book look at the patterns of crises between the two countries throughout history and how these relate to the current points of tension in Turkish-American relations today. It coins a new conceptual framework to understand the Turkey-US partnership: the “vulnerable partnership”. The book outlines the key causes of this vulnerability, showing that for the last 70 years, there have been recurring frictions and faultlines that have been repeated across different political periods. These especially involve the US congress, public opinion, Russia, and crises in the Middle East. Based on journalistic, archival and scholarly sources, the topic of the book is at the intersection foreign policy studies, Middle East politics, the history of Turkish-American relations, and foreign policy making.

Available in PDF, EPUB and Kindle. Book excerpt: This timely book fills an important gap in the literature of international relations, providing a thorough, up-to-date, empirically supported, and theoretically grounded analysis of how and why Turkish foreign policy has changed in recent years vis-à-vis the West. Presenting one of the first balancing studies that employs elite interviews as data, Turkey–West Relations develops a framework of intra-alliance opposition, classifying the tools of statecraft into three categories - boundary testing, boundary challenging, and boundary breaking. Six case studies are examined regarding Turkish foreign policy over the past nine years, exploring an array of topics including Turkey's foreign policy in relation to various nations and organizations, the refugee crisis, defense procurement, energy policies, and more. Dursun-Özkanca demonstrates how international, regional, issue-specific, and domestic factors may serve to explain Turkey's increasing boundary-breaking behavior. This book is crucial for anyone who seeks to understand the recent growing rifts between Turkey and the US, the EU, and NATO.

Available in PDF, EPUB and Kindle. Book excerpt: This book explores key historical episodes to understand the reasons and consequences of the enduring partiality problem in cooperation between Turkey and Iraq. Notwithstanding their mutual material interdependence and common cultural heritage, these two close neighbors have stayed far from achieving comprehensive cooperation. The author examines contextual-discursive dynamics shaping Turkey-Iraq partial cooperation around critical events, such as the Saadabad-Baghdad pacts, the Gulf War, the US Invasion, and the war against ISIS. Leading pro-government Turkish daily newspapers of the period are analyzed to highlight ambivalent ontological-rhetorical modes and ambiguous political narratives-frames that perpetuate paradoxes of partiality in Ankara’s rationalization and contextualization of cooperation with Baghdad and Erbil.

Available in PDF, EPUB and Kindle. Book excerpt: Kurdish Awakening examines key questions related to Kurdish nationalism and identity formation in Syria, Iraq, Iran, and Turkey. The world's largest stateless ethnic group, Kurds have steadily grown in importance as a political power in the Middle East, particularly in light of the "Arab Spring." As a result, Kurdish issues—political, cultural, and historical alike—have emerged as the subject of intense scholarly interest. This book provides fresh ways of understanding the historical and sociopolitical underpinnings of the ongoing Kurdish awakening and its already significant impact on the region. Rather than focusing on one state or angle, this anthology fills a gap in the literature on the Kurds by providing a panoramic view of the Kurdish homeland's various parts. The volume focuses on aspects of Kurdish nationalism and identity formation not addressed elsewhere, including perspectives on literature, gender, and constitution making. Further, broad thematic essays include a discussion of the historical experiences of the Kurds from the time of their Islamization more than a millennium ago up until the modern era, a comparison of the Kurdish experience with other ethno-national movements, and a treatment of the role of tribalism in modern nation building. This collection is unique in its use of original sources in various languages. The result is an analytically rich portrayal that sheds light on the Kurds' prospects and the challenges they confront in a region undergoing sweeping upheavals.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides a descriptive and analytical narrative of the evolution of US foreign policy towards Iraq at the supra-national (global), national (Arab Iraq) and sub-national (Iraqi Kurdistan) levels. The book is unique in that it presents a sophisticated insight into the two major components of US Iraq policy. To achieve this, it addresses US foreign policy towards both Arab Iraq and an entirely original analysis on US policy towards the Iraqi Kurds as components of a larger US Iraq policy, dictated by the supreme US Grand Strategy. The book also examines whether US foreign policy towards Iraq has been one of continuity or change – a dimension that has not been illustrated in any other publication. The book deals intelligently and at great length with the events surrounding US Iraq policy in three distinct phases, going back to, 1979 with regard to Arab Iraq, and 1961 in respect to the Kurdish liberation movement, covering all subsequent US administrations including the Obama presidency. It provides a thorough examination of US interests in Iraq and reasons for the 2003 invasion and its aftermath. It also engages with the intellectual roots of US foreign policy, presenting an intricate reaction of views, objectives and agendas. This work will be of interest to students and scholars of Middle East studies, US Foreign Policy and Security studies.
