Book excerpt: The Arab Spring began and ended with Tunisia. In a region beset by brutal repression, humanitarian disasters, and civil war, Tunisia's Jasmine Revolution alone gave way to a peaceful transition to a functioning democracy. Within four short years, Tunisians passed a progressive constitution, held fair parliamentary elections, and ushered in the country's first-ever democratically elected president. But did Tunisia simply avoid the misfortunes that befell its neighbors, or were there particular features that set the country apart and made it a special case? In Tunisia: An Arab Anomaly, Safwan M. Masri explores the factors that have shaped the country's exceptional experience. He traces Tunisia's history of reform in the realms of education, religion, and women's rights, arguing that the seeds for today's relatively liberal and democratic society were planted as far back as the middle of the nineteenth century. Masri argues that Tunisia stands out not as a model that can be replicated in other Arab countries, but rather as an anomaly, as its history of reformism set it on a separate trajectory from the rest of the region. The narrative explores notions of identity, the relationship between Islam and society, and the hegemonic role of religion in shaping educational, social, and political agendas across the Arab region. Based on interviews with dozens of experts, leaders, activists, and ordinary citizens, and a synthesis of a rich body of knowledge, Masri provides a sensitive, often personal, account that is critical for understanding not only Tunisia but also the broader Arab world.

Book excerpt: Tunisia’s macroeconomic situation has recovered from the post-revolution trough, but fiscal and external buffers have been eroded. Prudent management of monetary policy is crucial for short-term macroeconomic stabilization goals and to build external buffers. The challenges arise from social and economic disparities and high youth unemployment. The economic reform agenda appropriately aims at addressing these challenges through short-term stabilization goals while laying the foundations for supporting growth. Executive Directors commend the government’s commitment to maintaining an appropriate fiscal stance while making space for critical spending priorities and repayments of arrears.

Available in PDF, EPUB and Kindle. Book excerpt: On January 14, 2011, Tunisian President Zine el Abidine Ben Ali fled the country after weeks of mounting anti-government protests. Tunisia's mass popular uprising, dubbed the "Jasmine Revolution," sparked anti-government movements in other countries across the region. Ben Ali's departure was greeted by widespread euphoria within Tunisia. Yet disputes over reform priorities, economic crisis, labor unrest, tensions between the privileged coastal region and relatively impoverished interior, and lingering insecurity are continuing challenges. The humanitarian and security impact of events in neighboring Libya present additional difficulties.

The establishment of democratic rule in the country should also be a major boon in terms of creating a positive business environment characterized by the strong rule of law. Tunisia has a deserved reputation for stability and moderation, and while the political dialogue will undoubtedly be trying and the security environment a challenge, recent months have shown the propensity of key actors to focus on consensual policies – which bodes well for Tunisia’s long-term outlook.

Book excerpt: Freedom HouseOs innovative publication WomenOs Rights in the Middle East and North Africa: Progress Amid Resistance analyzes the status of women in the region, with a special focus on the gains and setbacks for womenOs rights since the first edition was released in 2005. The study presents a comparative evaluation of conditions for women in 17 countries and one territory: Algeria, Bahrain, Egypt, Iran, Iraq, Jordan, Kuwait, Lebanon, Libya, Morocco, Oman, Palestine (Palestinian Authority and Israeli-Occupied Territories), Qatar, Saudi Arabia, Syria, Tunisia, United Arab Emirates, and Yemen. The publication identifies the causes and consequences of gender inequality in the Middle East, and provides concrete recommendations for national and international policymakers and implementers. Freedom House is an independent nongovernmental organization that supports democratic change, monitors freedom, and advocates for democracy and human rights. The project has been embraced as a resource not only by international players like the United Nations and the World Bank, but also by regional womenOs rights organizations, individual activists, scholars, and governments worldwide. WomenOs rights in each country are assessed in five key areas: (1) Nondiscrimination and Access to Justice; (2) Autonomy, Security, and Freedom of the Person; (3) Economic Rights and Equal Opportunity; (4) Political Rights and Civic Voice; and (5) Social and Cultural Rights. The methodology is based on the Universal Declaration of Human Rights, and the study results are presented through a set of numerical scores and analytical narrative reports.

Available in PDF, EPUB and Kindle. Book excerpt: This book explores the complexity of the only widely-acclaimed successful democratic transition following the Arab uprisings of 2010-2011 – the Tunisian one. The country’s transformation, in terms of state-society relations across several analytical dimensions (citizenship, security, political economy, external relations), is looked at through the prism of statehood and of limited statehood in particular. The author illustrates how the balance of power and the relationship between the state and societal forces have been shaped and reshaped a number of times at key critical junctures by drawing on examples from very different policy arenas. The critical reading of statehood speaks beyond the Tunisian case study as notions of limited statehood can be applied, with different degrees of intensity and in some dimensions more than others, to most political systems in the Middle East and North Africa. Accessible for students, academics and professionals alike, the book illuminates the complexities and challenges of a successful, albeit still fragile, transition.
