The Texas Transportation Institute assisted the coalition of four local governments, comprised of the Texas Department of Transportation, Metropolitan Transit Authority (METRO), Harris County, and City of Houston, along with the Houston-Galveston Area Council (local MPO), in developing the Houston ITS Priority Corridor Program Plan (Report 2931-2, August 1995). This report updates the initial plan, reflecting additional finding authorizations, updated project development, and integration of Priority Corridor deployment projects into TranStar (Greater Houston Transportation and Emergency Management Center). The updated plan identifies a short-range component consisting of 31 deployment projects with an estimated cost of 25,502,500. The total 10-year plan calls for 52 projects with an estimated cost of 60,502,500. Implementation of the individual projects will be led by one of the four partnership transportation agencies or the Houston-Galveston Area Council.

Book excerpt: Providing effective roadside warning devices for drivers of large trucks is critical on freeway connectors where speeds are relatively high but design speeds may be substantially less than on mainlanes. Identifying and testing appropriate methods of monitoring traffic on freeway connectors was also included in this research. Two monitoring systems evolved, one using roadway sensors and the other using roadside sensors. Roadway sensors consisted of both piezoelectric and inductive loop sensors, while roadside sensors applied infrared sensor technology. The roadway warning devices tested can be categorized as passive devices and active devices. Passive devices consisted of "truck tipping" warning signs, while the active device consisted of flashing lights mounted one above and one below a set of passive truck tipping signs on both sides of the roadway. Speed reduction, as associated with accident reduction, was the ultimate goal of these tests. The null hypothesis tested by ANOVA of no treatment effect in the presence of initial speed was rejected in all but one of four models, using the probability of a Type I error, $\\\\alpha, $ equal 0.05. Speed reductions due to the active system were significant in AC and BC data sets, but not in AB data sets, suggesting that truck driver response to the lights occurred downstream of Location B. Truck weights were not significant in any tenable test results, and separation of trucks into the categories of combination and non-combination trucks, peak/off-peak periods, and day/night/dusk periods was not helpful in understanding variations in truck speeds. Cumulative speed distributions showed that the fastest trucks decreased their speeds by approximately 2 to 3 mph (3 to 5 kph) during the test period. Five of the seven single-vehicle truck accidents that were recorded on the I-610/US-59 connector in an 8 1/2 year period that were speed-related resulted in rollover. None occurred after installation of warning treatments being tested, although there were other prior years with no recorded accidents

Book excerpt: In 2008, there were 2,395 incidents at highway-rail intersections (level crossings) in the United States, resulting in 939 injuries and 287 fatalities. Crossing elimination, grade separation, and the implementation of traditional warning devices are not always economically feasible. The development of new intelligent transportation systems and the advancement of such technologies could potentially provide a solution to enhance safety at these intersections. / The concept of in-vehicle warning systems for level crossings is not new. Multiple systems have been developed and tested using proprietary equipment and technology in the 1990s as evidenced by the former Federal Highway Administration Joint Program Office (JPO). The Réeau Ferré France (French Rail Network) and the Valtion Teknillinen Tutkimuskeskus (VTT Technical Research Centre of Finland) have independently initiated in-vehicle level crossing warning system development programs. The system architectures vary from previously U.S.-developed systems and use advanced and cost-effective technologies. At varying stages of development, the two in-vehicle warning system designs address many of the shortcomings of previous generation systems and show great promise at meeting the design goals of being a cost-effective, reliable warning system. They also have potential for additional capabilities and easy integration into other roadway vehicle intelligent transportation safety systems being developed in both the United States and internationally. The advancement of commercially available technology and equipment create the environment for the development and deployment of a viable global-positioning system-based in-vehicle warning system for highway-rail intersections.
