Yet despite their shared interests, shared values, and geographic proximity, divergent national identities have driven a wedge between them. Drawing on decades of expertise, Brad Glosserman and Scott A. Snyder investigate the roots of this split and its ongoing threat to the region and the world. Glosserman and Snyder isolate competing notions of national identity as the main obstacle to a productive partnership between Japan and South Korea. Through public opinion data, interviews, and years of observation, they show how fundamentally incompatible, rapidly changing conceptions of national identity in Japan and South Korea—and not struggles over power or structural issues—have complicated territorial claims and international policy. Despite changes in the governments of both countries and concerted efforts by leading political figures to encourage U.S.–ROK–Japan security cooperation, the Japan–South Korea relationship continues to be hobbled by history and its deep imprint on ideas of national identity. Book excerpt: During the first half of the twentieth century, the international system was largely dominated by the USA and the colonial powers of western Europe. After the two world wars, the political and economic dominance of these states guaranteed them and their allies an almost complete control of world politics. However, as it is the norm in the international system, power structures are not immutable. After the end of the Cold War, rapid changes to the existing international hierarchies took place, as new countries from the so-called ‘‘developing world’’ began to emerge as crucial actors capable of questioning and altering the power dynamics of the world. It is therefore unthinkable to ignore emerging countries such as Russia, the People’s Republic of China, India, Brazil or South Africa in the decision-making process in today’s world order. In addition, there is a group of smaller, yet increasingly important countries that, while acknowledging their inability radically to change the rules of the international system, are still eager to shift power relations and enhance their influence in the world. Argentina, Colombia, Egypt, Indonesia, Iran, South Korea, Mexico, Nigeria, Pakistan, Saudi Arabia, Turkey and Vietnam are generally recognised as part of this grouping of emerging powers from the Global South. While there is a consensus amongst academics that emerging powers from the Global South must have a stabilising role within their own regions, previous analyses have focused primarily on the impact that emerging powers have had in their own regions’ conflict resolution initiatives. This volume, instead, aims to go beyond these analyses and provide new insights regarding the effect that this stabilising role has on the continental and global positioning of emerging powers. In other words, this book explores the relation between a country’s involvement in conflict resolution initiatives and its positioning in the international system. The volume will contribute to this approach using the perspective of academics and practitioners from countries of the Global South, particularly from states that have strengthened - or sometimes weakened - their position in the international hierarchy of power through a leading role in regional conflict resolution initiatives.

The Forum is also committed to promoting understanding and relations among the peoples of Northeast Asia, North America, and Europe. The main objective is for NEAEF to conduct research and conference activities aimed at functional economic cooperation such as cross-border energy, transportation and logistics infrastructure development, and capital mobilization. The Forum holds annual conferences, workshops, and seminars for planning, facilitating, coordinating, and implementing international and interdisciplinary solutions to common policy problems. It is the only nongovernmental regional organization in which all the nations of Northeast Asia and the US are consistent and active participants. For the year 2014, NEAEF in collaboration with the Korea Institute for International Economic Policy (KIEP), cooperated in efforts toward achieving closer economic and financial cooperation in Northeast Asia, and continued its focus on research, the annual conference, and meetings aimed at financing regional economic integration and establishment of the Northeast Asian Bank for Cooperation and Development (NEABCD). This work aims to promote functional economic cooperation in terms of cross-border resources, energy supplies, infrastructure construction, capital mobilization, and institutional development. NEAEF, as planned for the year 2014, facilitated conference and meeting activities in which experts presented their perspectives, views, ideas, concrete proposals, and strategies relevant to the issues of a regional institution for financial cooperation. Partnership within Hierarchy examines, in depth, the troubled evolution of the USJapanSouth Korea security triangle from the Cold War period to the present time. Referencing a voluminous amount of declassified documents in three different languages, Sung Chull Kim, through six case studies, delves into the common questions arising in different historical periods, such as who should pay costs, what to commit, and why. Burden sharing and commitment, Kim shows, emerged as the main subject of competing expectations and disagreements arising between the capable middle power Japan and the weak power South Korea. Kim details how the dominant power, the United States, has controlled the red lines and intervened in the disputes, the result of which is in most instances a balancing effect for the triangle. In this vein, he persuasively accounts for why historical disputes between Japan and South Korea, which submerged during the Cold War, reverberate today when asymmetry between the two is substantially balanced.
