The presence of mafia groups and gangs of Chinese origin and their collusion with the world of finance and politics are historical facts in the region and could represent today a real threat for its stability. These criminal networks tend to forge business link with their Japanese, Russian, Korea, Italian or South American counterparts and sometimes could interfere with the process of political decision making.

Book excerpt: The Tiandihui, also known as the Heaven and Earth Association or the Triads, was one of the earliest, largest, and most enduring of the Chinese secret societies that have played crucial roles at decisive junctures in modern Chinese history. These organizations were characterized by ceremonial rituals, often in the form of blood oaths, that brought people together for a common goal. Some were organized for clandestine, criminal, or even seditious purposes by people alienated from or at the margins of society. Others were organized for mutual protection or the administration of local activities by law-abiding members of a given community. The common perception in the twentieth century, both in China and in the West, was that the Tiandihui was founded by Chinese patriots in the seventeenth century for the purpose of overthrowing the Qing (Manchu) dynasty and restoring the Ming (Chinese). This view was put forward by Sun Yat-sen and other revolutionaries who claimed that, like the anti-Manchu founders of the Tiandihui, their goal was to strip the Manchus of their throne. The Chinese Nationalists (Guomindang) today claim the Tiandihui as part of their heritage. This book relates a very different history of the origins of the Tiandihui. Using Qing dynasty archives that were made available in both Beijing and Taipei during the last decades, the author shows that the Tiandihui was founded not as a political movement but as a mutual aid brotherhood in 1761, a century after the date given by traditional historiography. She contends that histories depicting Ming loyalism as the raison d'etre of the Tiandihui are based on internally generated sources and, in part, on the "Xi Lu Legend," a creation myth that tells of monks from the Shaolin Monastery aiding the emperor in fighting the Xi Lu barbarians. Because of its importance to the theories of Ming loyalist scholars and its impact on Tiandihui historiography as a whole, the author thoroughly investigates the legend, revealing it to be the product of later - not founding - generations of Tiandihui members and a tale with an evolution of its own. The seven extant versions of the legend itself appear in English translation as an appendix. This book thus accomplishes three things: it reviews and analyzes the extensive Tiandihui literature; it makes available to Western scholars information from archival materials heretofore seen only by a few Chinese specialists; and it firmly establishes an authoritative chronology of the Tiandihui's early history.

During this period, the number of cities with gang problems increased from an estimated 286 jurisdictions with more than 2,000 gangs and nearly 100,000 gang members in 1980 (Miller, 1992) to about 4,800 jurisdictions with more than 31,000 gangs and approximately 846,000 gang members in 1996(Moore and Terrett, in press). An 11-city survey of eighth graders found that 9 percent were currently gang members, and 17 percent said they had belonged to a gang at some point in their lives (Esbensen and Osgood, 1997).Other studies reported comparable percentages and also showed that gang members were responsible for a large proportion of violent offenses. In the Rochester site of the OJJDP-funded Program of Research on the Causes and Correlates of Delinquency, gang members (30 percent of the sample) self-reported committing 68 percent of all violent offenses (Thornberry, 1998). In the Denver site, adolescent gang members (14 percent of the sample) self-reported committing 89 percent of all serious violent offenses (Huizinga, 1997). In another study, supported by OJJDP and several other agenciesand organizations, adolescent gang members in Seattle (15 percent of the sample) self-reported involvement in 85 percent of robberies committed by the entire sample (Battin et al., 1998).This Bulletin reviews data and research to consolidate available knowledge on youth gangs that are involved in criminal activity. Following a historical perspective, demographic information ispresented. The scope of the problem is assessed, including gang problems in juvenile detention and correctional facilities. Several issues are then addressed by reviewing gang studies to provide aclearer understanding of youth gang problems.An extensive list of references is provided for further review.

The initial chapters of the book compare how sociocultural changes from World War II to the mid-1980s affected the practices of Chinese martial artists in the British Crown Colony of Hong Kong and neighboring Guangzhou in mainland China. An analysis is made of how the practices of Chinese martial artists have been influenced by revolutionary sociocultural changes in both cities. In Guangzhou, the victory of the Chinese Communist Party lead to the disappearance in the early 1950s of secret societies and kungfu brotherhoods. Kungfu brotherhoods reappeared during the Cultural Revolution, and subsequently were transformed again after the death of Mao Zedong, and China’s opening to capitalism. In Hong Kong, dramatic sociocultural changes were set off by the introduction of manufacturing production lines by international corporations in the mid-1950s, and the proliferation of foreign franchises and products. Economic globalization in Hong Kong has led to dramatic increases both in the territory’s Gross Domestic Product and in cultural homogenization, with corresponding declines in many local traditions and folk cultures, including Chinese martial arts. The final chapters of the book focus on changes in the practices of Chinese martial arts in Hong Kong from the years 1987 to 2020, a period which includes the last decade of British colonial administration, as well as the first quarter of a century of rule by the Chinese government.

From running guns to white-collar crimes in cyberspace and illegal seafood, the Triads, the mafia of China, are potent figures in the world of organized crime. Going by enigmatic names like the 14K Triad and the United Bamboo Gang, these criminal groups are enormous, with some organizations boosting memberships ranging in the tens of thousands. A powerful factor in China and throughout Asia, Triads are entrenched in society and the masters of multiple enterprises ranging from extortion, narcotics, prostitution and white collar crime. Despite their origins in mainland China, the Triads are most powerful in Hong Kong and Taiwan; as an international organization, the Triads have expanded into North America and other Western countries. The various Triad organizations are different but share many similarities, including a hierarchical structure, exclusive membership, common commercial money-making activities, the use of violence as a tool and the codification of rituals for the group. Although the various Triad groups share a common Chinese ethnic origin, these groups are fiercely territorial and do not collaborate together too often. The modern Triads trace their lineage to a group called the Hung Mun (Heaven and Earth Association). Originating in the Qing Dynasty as a secret society focused on Han solidarity and the restoration of the Ming Dynasty, these groups sought to overthrow the foreign Manchu Qing rulers. The Hung Mun positioned themselves as self-help organizations to disfranchised Chinese workers, providing them money loans and welfare when they were ignored by the government. From these secretive anti-Qing groups to their current existence as powerful organized crime groups, the Triads have continued to evolve and grow. Taking full advantage of technological changes, the Triads have become major players in cybercrime and the illegal seafood trade, forcing law enforcement to evolve in order to combat them.
