During the past 20 years, its economy added nearly 40 million jobs while the combined European Economic Community added none. Since 1983 alone, the U. S. gener ated more than 15 million jobs and its unemployment rate dropped from 7. 5 percent to approximately 5 percent while the unemployment rate in much of western Europe climbed to double digits. Even Japan's job creation record pales in comparison to the United States'. with its annual employment growth rate less than half that of the United States over the past 15 years (0. 8 percent vs. 2 percent. ) Yet, as the U. S. economy has been churning out millions of jobs annually, con flicting views and heated debates have emerged regarding the quality of these new jobs and its implications for standards of living and U. S. economic competi tiveness. Many argue that the "great American job machine" is a "mirage" or "grand illusion. " Rather than adding productive, secure, well-paying jobs, most new employment, critics contend, consists of poverty level, dead-end, service sector jobs that contribute little or nothing to the nation's productivity and inter national competitiveness. Book excerpt: This paper studies inequalities in labour market outcomes, incomes and economic concerns across workers in Germany during the first year of the COVID-19 crisis using SOEP-CoV data. It shows that, overall, the self-employed and disadvantaged groups of workers were more severely affected by the crisis, including part-time workers and workers in marginal employment (Minijobs), low-educated and low-income workers, and to some extent women. Short-time work (Kurzarbeit), one of the central pillars of Germany's policy response to the crisis, prevented a further widening of labour market inequalities. In spite of the widespread use of Kurzarbeit, about one-in-five low-income workers who had been employed in 2019 were out of work in January/February 2021. This reflects that a higher share of low-income workers had been on part-time contracts and in Minijobs, and had lower capacity to work from home.

First, the demand side of the labor market was analyzed. Changes in the skill requirements of jobs from 1973-86 were examined as were those changes anticipated by projections of the Bureau of Labor Statistics for 2000. The conclusion was that skill requirements would rise in the 1990s due to shifts in the occupational structure, but at a modest rate that was significantly less than that for 1973-86. Second, expected trends in labor supply--the quantity and quality of the future work force--were analyzed. Conclusions were that a general labor shortage would not occur simply because the labor force would grow slowly in the 1990s and the changing demographics of the work force would not necessarily produce a serious shortage of adequately skilled workers. A problem with labor force entrants would probably be that the educational system will not have provided an adequate basis for future technological innovation and productivity growth. Third, the study examined recent and expected trends in wages and incomes to assess whether future trends would remedy the labor market problems. The conclusion was that wages would continue their sluggish growth and possibly fall for large portions of the work force. The key policy implication was that the "supply push" approach would not produce desired improvements in labor market performance or productivity. (Appendixes include a description of the methodology, 28 endnotes, and a 52-item bibliography.) (YLB)
