Chapter 2 profiles elementary and secondary education nationwide, focusing on trends in educational outcomes, school resources, and student and family characteristics, while chapter 3 addresses issues of the relative priority that should be given to equity and excellence in education, and the level of control the government should exercise over education. Chapter 4 describes options for reducing the federal role in education through the use of block grants that define funding purposes but do not specify states' implementation procedures, and chapter 5 discusses options for refining the current federal role through fully funding current programs, eliminating programs not directed to special populations, and focusing on early education. Finally, chapter 6 reviews approaches to promoting educational reform, including national curriculum and national assessment efforts, school-based reform, and modification of key elements of the educational system as a whole. Why can't education be provided similarly using education stamps? We trust for-profit enterprises to provide our food. Why can't we trust for-profit enterprises to provide K-12 education? Fearmongers have frightened us and made us into gullible compliant socialists who despise commercial activities in education. Go to the supermarket and ponder its marvelous array of foods and then contemplate how a for-profit K-12 education sector would please and amaze its customers.

Wong examine the new conventional wisdom about federal grants. Through documentary research and hundreds of interviews with local, state, and federal administrators and elected officials, they consider the implementation and operation of federal programs for education, health care, and housing in four urban areas to learn which programs worked, when, and why. Why did rent subsidy programs encounter seemingly endless difficulties, while special education was a notable success? Why did compensatory education fare better in Milwaukee than in Baltimore?
