Book excerpt: Persistent unemployment and rising wage differences at the expense of low-skilled workers has characterized the labor market in most developed countries. Since the last economic crisis, unemployment rates and pay inequalities have increased among workers under 25 years of age, thus creating an ever-widening financial gap for an entire generation. Those who do not have a qualification or post-secondary diploma often find themselves in precarious jobs at minimum wage. Countries are now working to adopt reforms to improve the situation of young people in the labor market. International Perspectives on the Youth Labor Market: Emerging Research and Opportunities provides emerging research exploring the theoretical and practical aspects of financial inequality and applications within global economics. Unlike literature that focuses only on developed countries, this book also addresses emerging economies whose labor market is often characterized by a dualism that makes the situation of young workers worse. Featuring coverage on a broad range of topics such as unemployment rate, labor reform, and job insecurity, this book is ideally designed for economists, government officials, policymakers, executives, managers, business professionals, researchers, academicians, and students.

Book excerpt: This volume brings together a massive body of much-needed research information on a problem of crucial importance to labor economists, policy makers, and society in general: unemployment among the young. The thirteen studies detail the ambiguity and inadequacy of our present standard statistics as applied to youth employment, point out the error in many commonly accepted views, and show that many critically important aspects of this problem are not adequately understood. These studies also supply a significant amount of raw data, furnish a platform for further research and theoretical work in labor economics, and direct attention to promising avenues for future programs.

Book excerpt: In the aftermath of the Great Recession of 2007-2009, youth unemployment in the United States reached its highest level since the Second World War. Only about half of young people ages 16 to 24 held jobs in 2013, and recent estimates suggest that about one in five people in this age range were neither working nor in school. This paper draws from an MDRC review of literature on labor market trends and employment-related programs for youth over the past 30 years. It aims to inform the search for demand-side solutions by providing a better understanding of: (1) factors that potentially drive high rates of unemployment among young adults; (2) the current state of evidence on employment-related interventions for youth, especially economically disadvantaged youth; and (3) future directions for change that involve stronger employer involvement. An appendix presents: "Selected Rigorous Evaluations of Job-Related Programs for Youth."

Book excerpt: While overall unemployment has declined, the unemployment rate remains nearly twice as high for young people 16 to 19 years of age and nearly three times as high for those aged 20 to 24. Rates of unemployment and underemployment are nearly two to three times higher for Black and Latino youth. In Youth, Jobs, and the Future, Lynn S. Chancer, Mart n S nchez-Jankowski, and Christine Trost have gathered a cast of well-known interdisciplinary scholars to confront the persistent issues of youth unemployment and worsening socio-economic precarity in the United States. The book explores structural and cultural causes of youth unemployment, their ramifications for both native and immigrant youth, and how middle- and working-class youth across diverse races and ethnicities are affected within and outside the legal economy. A needed contribution, this book locates solutions to youth unemployment in economic and political changes as well as changes in cultural attitudes.

Available in PDF, EPUB and Kindle. Book excerpt: Exacerbated by the Great Recession, youth transitions to employment and adulthood have become increasingly protracted, precarious, and differentiated by gender, ethnicity, and socioeconomic status. Youth Labor in Transition examines young people's integration into employment, alongside the decisions and consequences of migrating to find work and later returning home. The authors identify key policy challenges for the future related to NEETS, overeducation, self-employment, and ethnic differences in outcomes. This illustrates the need to encompass a wider understanding of youth employment and job insecurity by including an analysis of economic production and how it relates to social reproduction of labor if policy intervention is to be effective. The mapping and extensive analysis in this book are the result of a 3«-year, European Union-funded research project (Strategic Transitions for Youth Labour in Europe, or STYLE; http://www.style-research.eu) coordinated by Jacqueline O'Reilly. With an overall budget of just under 5 million euros and involving 25 research partners; an international advisory network and local advisory boards of employers, unions, and policymakers; and non-governmental organizations from more than 20 European countries, STYLE is one of the largest European Commission-funded research projects to exist on this topic. Consequently, this book will appeal to an array of audiences, including academic and policy researchers in sociology, political science, economics, management studies, and more particular labor market and social policy; policy communities; and bachelor's- and master's-level students in courses on European studies or any of the aforementioned subject areas.

Available in PDF, EPUB and Kindle. Book excerpt: "Young people are particularly vulnerable to fluctuations in economic trends. Youth employment is therefore high on the policy agenda of those concerned with promoting social inclusion. While youth-targeted employment policies tend to combine both demand-side and supply-side approaches, it is important to recognise that traditional notions of "work" have more recently been challenged and reconceptualised. The old assumptions about gender roles, "job security" and "planned careers" have thus been transformed by the profound economic and social changes of recent decades. The essays collected here were developed from papers first delivered at a research seminar on youth employment organised by the partnership between the Council of Europe and the European Commission in the field of youth. They represent a diverse and, at times, provocative collection of analytic snapshots of the position of young people on the European labour market. What emerges is a shared commitment to finding flexible responses to economic globalisation and a concomitant concern for promoting the rights, interests and welfare of young people in both training placement and in the workplace."--P. [4] of cover.

Book excerpt: Congress has indicated a strong interest in ensuring that today's young people—those ages 16 through 24—attain the education and employment experience necessary to make the transition to adulthood as skilled workers and taxpayers. In the wake of the December 2007-June 2009 recession, questions remain about the employment prospects of youth today and the possible effects on their future earnings and participation in the labor market. This report provides current and historical employment and unemployment information about young people ages 16 through 24. It begins with a brief background on the December 2007-June 2009 recession and its lasting effects on youth currently in the labor force. It then discusses employment and education pathways that young people today can pursue. Following this section is a description of the labor market data used in the report. The report goes on to provide data on labor force participation, employment, and unemployment in the post-World War II period, with a focus on trends since 2000. This discussion compares rates based on age, gender, race/ethnicity, and income, where applicable. The report concludes by exploring the factors that influence the extent to which youth participate in the labor force and their prospects for employment. This last section also discusses the possible consequences of decreasing employment and increasing unemployment among youth. The Appendix includes supplemental tables and figures on the youth employment situation. The findings of the report are discussed in the summary.~

Book excerpt: The transition from school to work and the problems associated with it have recently hit centre stage in discussions of employment policy at National and International contexts. Recently coordinated efforts also at the international level have begun to make themselves felt. In particular, the Youth Employment Network (YEN) was established in July 2001. Under the lead of the ILO and with the involvement of United Nations Agencies and the World Bank as well as National Youth Organizations, the YEN has provides a focus for the work of international and national agencies on problems related to youth employment and unemployment. At the European level, since its inception in 1997, the European Employment Strategy has emphasized the special importance of integrating young people into the world of work. With the transition to the market economy and the concomitant industrial restructuring and recessions in Central & Eastern Europe and Central Asia (CEECA), issues related to the integration of new labor market entrants into Decent Work have become of crucial importance in that part of the region too. This paper looks at the overall situation on, and trends in, the youth labor market in the Europe & Central Asia region, concentrating on the transition countries. It also considers the state of policies aimed at integrating young people into Decent Work in the region.

Available in PDF, EPUB and Kindle. Book excerpt: This paper looks at youth labour market trends concentrating on developing and transition countries. Questions relating to the integration of young people into decent work have in recent times once again begun to occupy a central position in Government Policy issues. Recently co-ordinated efforts also at the international level have begun to make themselves felt. In particular, on the initiative of Kofi Annan, UN Secretary-General, the Youth Employment Network (YEN) was established. This is a joint effort of the United nations, the World Bank and the ILO and has provided a focus for the work of these organisations on problems related to youth employment and unemployment. This paper aims to provide a contribution to debate on the issues by giving an overview of trends in the youth labour market, principally in Transition and developing countries. The first section deals with some basic definitional issues. In section two, the paper then looks at long-run trends in some broad aggregates relevant to youth labour markets. The section discusses long-run movements in population and population share, labour force and labour force participation, education and child labour. The third section then considers labour market outcomes. The discussion centres on which and whose outcomes are appropriate to examine as well as their determinants. The fourth, concluding section draws out some of the implications of the preceding analysis for policy, research and data collection purposes.

Between 1978 and 1981, the Youth Employment and Demonstration Projects Act (YEDPA) funded extensive programs designed to aid disadvantaged youth. The Committee on Youth Employment Programs examined the voluminous research performed by YEDPA and produced a comprehensive report and evaluation of the YEDPA efforts to assist the underprivileged. Beginning with YEDPA's inception and effective lifespan, this report goes on to analyze the data it generated, evaluate its accuracy, and draw conclusions about which YEDPA programs were effective, which were not, and why. A discussion of YEDPA strategies and their perceived value concludes the volume.
