Book Synopsis Compensating victims of violent crime by : Great Britain: National Audit Office
Download or read book Compensating victims of violent crime written by Great Britain: National Audit Office and published by The Stationery Office. This book was released on 2007-12-14 with total page 64 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Criminal Injuries Compensation Scheme provides compensation to victims of violent crime. In 2006-07, the Criminal Injuries Compensation Authority (the Authority), which covers England, Scotland and Wales, received 61,000 applications and paid some £192 million to victims. Awards are determined by a tariff, with fixed compensation for each type of injury. Dissatisfied applicants can apply to the Authority for a review of their case and, if they remain dissatisfied, can appeal to the Criminal Injuries Compensation Appeals Panel (the Panel), which received 2,136 appeals in 2006-07. In 2006-07, the Authority's administrative costs were £23.6 million, and the Panel's £4.9 million. This report examines whether the Authority and Panel provide a more cost effective and better quality of service than when last investigated in 2000. The report finds the Authority's service has declined, and it has not met its targets. The average time to resolve a tariff case has increased from 364 days in 1998-99 to 515 days in 2006-07. There were 81,600 unresolved cases at the Authority and 2,400 at the Panel in October 2007. Half of the applications are rejected as ineligible, and these need to be identified much earlier in the assessment process. The Authority has recently initiated a major reform programme, and has diagnosed problems with current ways of working - too bureaucratic and repetitive - and early signs are that the changes are bringing improvements. The NAO makes a number of recommendations for further improving the service to victims and on improving the efficiency of case processing and management of the caseload.

Available in PDF, EPUB and Kindle. Book excerpt: How is policy made in higher education, particularly in the wake of recent economic turbulence? Has policy development converged internationally, and if so, what impact has this had on academic life and institutions? What role does policy-oriented research play in shaping the direction of higher education? Are universities grappling in common ways with issues of access and equity? Making Policy in Turbulent Times provides a historically informed and nuanced response to these and other questions. Distinguished scholars and administrators from across the globe identify economic challenges and pressures facing universities, compare policy developments in numerous jurisdictions, and demonstrate the ways in which networks and lobbyists achieve results. Cogently argued, Making Policy in Turbulent Times contributes significantly to new research, and will be of great interest to scholars and practitioners alike.

Book Synopsis Unclaimed assets within the financial system by : Great Britain: Parliament: House of Commons: Treasury Committee

This book was released on 2007-08-06 with total page 186 pages. Available in PDF, EPUB and Kindle. Book excerpt: Between £400 to £500 million is currently held in dormant bank and building society accounts in the UK where, for whatever reason, a financial institution has lost contact with an account holder. A large proportion of this money will never be reclaimed by its rightful owner. The Government, working with the banking industry, has therefore proposed the establishment of an unclaimed assets scheme to put these dormant accounts to productive use whilst continuing to recognise the ongoing rights of customers to reclaim their accounts at any stage. The Committee's report examines the proposed legislative framework for the scheme and its regulation, how to define and identify dormant accounts, the scope of the scheme, the proposed scheme to reunify customers with dormant accounts, a centralised national register for unclaimed assets, dormant accounts in building societies, the distribution of funds released from unclaimed assets, funding of a Social Investment Bank and local disbursement options.

This book was released on 2010-11-30 with total page 656 pages. Available in PDF, EPUB and Kindle. Book excerpt: Public Private Partnerships (PPPs) promise much and present an exciting policy option. Yet as this Handbook reveals there is still much debate about the meaning of partnership, and the degree to which potential advantages are in fact being delivered. In this timely Handbook, leading scholars from around the world explore the challenges presented by infrastructure PPPs, and contemplate what lies ahead as governments balance the need to provide innovative new infrastructure against the requirement for good public governance. This Handbook builds on a range of exciting theoretical lenses that span several disciplinary boundaries. It presents innovative insights and informed perspectives from an international base of empirical evidence. This essential Handbook will prove an invaluable reference work for academics, advanced post-graduate students and commentators of PPPs, as well as professionals, infrastructure regulators and government policy advisors.
Book Synopsis Lessons from PFI and other projects by : Great Britain: National Audit Office
Download or read book Lessons from PFI and other projects written by Great Britain: National Audit Office and published by The Stationery Office. This book was released on 2011-04-28 with total page 36 pages. Available in PDF, EPUB and Kindle. Book excerpt: Lessons from the experience of using PFI can be applied to improve other forms of procurement and help Government achieve its aim of securing annual infrastructure delivery cost savings of £2 billion to £3 billion. To secure the best value for money from all types of procurement, the public sector needs to develop skills the NAO has identified. These are collecting better data to inform decision-making; ensuring projects have the right skills; establishing effective arrangements to test, challenge and, if necessary, stop projects; and using commercial awareness to obtain better deals. The case for using private finance in public procurement needs to be challenged more. Also, privately financed projects will often still be off balance-sheet which may continue to act as an incentive to use PFI. There has not been a systematic value for money evaluation of operational PFI projects by departments. So there is insufficient data to demonstrate whether the use of private finance has led to better or worse value for money than other forms of procurement. The Treasury and departments should identify alternative methods for delivering infrastructure and related facilities services to maximise value for money for government. The NAO welcomes the current plans of the Treasury and Cabinet Office to strengthen project assurance. The report highlights the need for independent challenge capable of stopping projects which do not give the prospect of value for money. This is particularly important as there is still a shortage of the skills needed to manage and oversee complex major projects.
Book Synopsis Legislative Oversight and Budgeting by : Rick Stapenhurst
Download or read book Legislative Oversight and Budgeting written by Rick Stapenhurst and published by World Bank Publications. This book was released on 2008 with total page 362 pages. Available in PDF, EPUB and Kindle. Book excerpt: In most countries, parliament has the constitutional mandate to both oversee and hold government to account. In light of the increased focus on good governance, academics and legislative strengthening practitioners are re-examining parliament's oversight function with a view to increasing public financial accountability, curbing corruption, and contributing to poverty reduction. This volume brings together research from many different perspectives and many different legislative settings worldwide. As the country case studies in section III demonstrate, the accountability mechanisms or oversight tools available to the legislature vary based on constitutionally defined powers of the legislature, institutional arrangements between the branches of government, divisions of authority between national, regional, and local governments, the degree of legitimacy conferred on the legislature, and the resources available to it. The budget process provides critical opportunities. Section II of this volume is devoted to examining budget oversight from the formulation and approval of the budget, to implementation and the ex post examination of the public accounts. Special attention is also paid to mechanisms to assist parliaments such as Public Accounts Committees and independent parliamentary budget offices. This title will be of interest to parliamentarians and parliamentary staff, legislative strengthening practitioners, and students of legislative development.
