Book excerpt: In 2000, two new consumer bodies, the Gas and Electricity Consumer Council (Energywatch) and the Consumer Council for Postal Services (Postwatch), were established to represent the views of consumers, to investigate consumer complaints, and to provide advice and information services. Following on from the National Audit Office report (HC 1076, session 2003-04, ISBN 0102929793) published in October 2004, the Committee's report examines the effectiveness of the postal and energy watchdogs in their role of promoting and protecting the interests of consumers. Overall, the Committee is unimpressed with the achievements of either watchdog; the level of consumer complaints has remained high with low consumer recognition of their role, whilst operating costs have escalated. The Committee's report makes a number of recommendations designed to encourage improvement in performance and to reduce costs.

Book excerpt: The Committee looked at Ofcom's management of its resources and also the outcomes for citizens and consumers. There is scope for Ofcom to do more to tackle persistent problems such as the volume of silent calls, relatively low levels of switching between telecoms providers, and limited competition in fixed-line telephony. Ofcom has successfully reduced its cost base, despite having taken on a number of additional duties. But, because it has classified some of the benefits of the merger as efficiency savings, it is questionable whether the scale of these is as much as would have been expected, once the merger-specific savings have been taken into account. Ofcom manages its expenditure within an overall cap, which is agreed each year with the Treasury. In most organisations the intended work plan will determine the budget, but in Ofcom it is effectively the other way round. This has the potential to incentivise Ofcom to make decisions based on keeping within the cap - rather than maximising value. This means that value for money - optimising the available resources to achieve intended outcomes - is not always the primary focus. Ofcom needs to do more to demonstrate its focus on value for money and to allow the taxpayers and companies that fund its activities to assess its performance. Ofcom sets out in its annual work plan the activities it plans to undertake, but it does not specify its intended outcomes, explain how its activities will achieve those outcomes, or set out how it will measure success. This makes it impossible to assess whether Ofcom is delivering value for money.

Book excerpt: Some 2.25 million households in the UK are classified as being in fuel poverty, spending more than 10 per cent of their income on energy to heat their homes. Some consumers get into debt, often through inaccurate estimated bills, and they are then required to use pre-payment meters, even though this is the most expensive way of purchasing energy. Ofgems encouragement of suppliers to recover the cost of installing and using pre-payment meters is found to be inconsistent with its obligations towards vulnerable consumers (in contrast, Ofgem protects rural consumers from paying the higher costs of delivering energy to their homes). The Committee concludes that suppliers should provide accurate bills, should not discriminate against pre-payment meter consumers, and should provide more information to them about the disadvantages of those meters. On the energy efficiency commitment (administered by Ofgem), requiring energy suppliers to meet specific energy saving targets, the Committee queries whether the provision of measures such as cavity wall insulation and low-energy lightbulbs, do actually deliver the energy reduction intended. Ofgem, with the Department for Environment, Food and Rural Affairs, and the energy suppliers, should undertake a national campaign to encourage energy efficiency. Clearer explanation of the environmental measures to save energy, and their costs to consumers, is recommended.

Available in PDF, EPUB and Kindle. Book excerpt: This first volume of the Official History studies the background to privatisation, and the privatisations of the first two Conservative Governments led by Margaret Thatcher from May 1979 to June 1987. First commissioned by the then Prime Minister Tony Blair as an authoritative history, this volume addresses a number of key questions: To what extent was privatisation a clear policy commitment within the Thatcher Governments of the 1980s - or did Government simply stumble on the idea? Why were particular public corporations sold early in the 1980s and other sales delayed until well into the 1990s? What were the privatisation objectives and how did they change over time, if at all? How was each privatisation planned and executed, how were different City advisers appointed and remunerated, what precise roles did they play? How was each privatisation administered; in what ways did the methods evolve and change and why? How were sale prices determined? Which government departments took the lead role; what was the input of the Treasury and Bank of England; and what was the relationship between Ministers and civil servants? The study draws heavily from the official records of the British Government to which the author was given full access and from interviews with leading figures involved in each of the privatisations – including ex-Ministers, civil servants, business and City figures, as well as academics that have studied the subject. This new official history will be of much interest to students of British political history, economics and business studies.

This book was released on 2005-07-07 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Committee took evidence from the Department for Transport, and the Strategic Rail Authority on the establishment of Network Rail in place of Railtrack and the subsequent review of the rail industry. The report considers the issues raised in the NAO report (HC 532, Session 2003-04) and how they have been addressed by the subsequent White Paper. There are five main conclusions: the Department will need to set strategy more effectively than was done by the SRA; the Department needs to recruit staff capable of dealing with the highest levels of the railway industry; Network Rail should develop long term financial indicators to show it is meeting objectives in a cost effective way; the Department should establish effective oversight of the risks associated with Network Rail's financial liabilities; the Government should justify the extra cost of private finance rather than conventional public funding for Network Rail.
