We come now to the achievements of recent and living aeronauts, and among these the names of Camille Flammarion, the celebrated French astronomer, Gaston Tissandier, who, in 1883, was thought to have partially solved the problem of steering a balloon, and W. de Fonvielle are most distinguished. The exploits of Sefior Santos-Dumont are left for more particular treatment further on. As with Glaisher, the impulse of the three famous Frenchmen just named was mainly scientific, but they have all come under the fascination of a pursuit which is perhaps the most romantic left to man. M. Flammarion expresses his feelings in this impassioned address to his balloon as it lay formless in its shed before inflation: Inert and formless thing, that I can now trample under my feet, that I can tear with my hands, here stretched dead upon the ground, my perfect slave, I am about to give thee life that thou inayest become my sovereign. In the height ofmy generosity I shall make thee even greater than myself. O vile and powerless thing . I shall abandon myself to thy majesty, O creature of my own hands and thou shalt carry me beyond my kingdom into thy own element, which I have created for thee; thou shalt fly off to the regions of storms and tempests, and I shall be forced to follow thee. When I laid down my pen a few months ago, I little thought that a new chapter was about to be added to the History of Aerostation, and that the time when the balloon would take its place as a necessary means of communication was so near at hand. Although, in common with my colleagues, I had long hoped to see more attention paid to the improvement of aerial navigation, still it is painful to reflect that the stimulus has been afforded by the misfortunes of France. I had long felt satisfied that the balloon could be used with great advantage to explore the ocean overhead. As a philosophical instrument, although rude, costly, and most unmanageable, it had so many good points about it, that I was hopeful - as will be seen from the narratives in the body of the work - that its use would be attended with varied and important benefits to science. But an invention, however beautiful or interesting, unless it commends itself to some definitely expressed interest, or fulfils a purpose generally understood, is apt to languish. The balloon is a case in point. The necessity of exploring the aerial ocean, and seeking within its depths for the causes of atmospheric phenomena, has never yet been generally recognized. Situated at the lower confines of the atmosphere, we are limited in our observation of forces which, expended upon the earth, are conceived and regulated above. Excerpt: ...an altitude of some 19,000 feet was attained. At one time needles of ice were encountered, settling abundantly with a crackling sound upon their notebooks. But the most remarkable observation made during this voyage related to an extraordinary fall of temperature which, as recorded, is without parallel. It took place in a cloud mass, 15,000 feet thick, and amounted to a drop of from 150 to =39. In 1867 M. C. Flammarion made a few balloon ascents, ostensibly for scientific research. His account of these, translated by Dr. T. L. Phipson, is edited by Mr. Glaisher, and many of the experiences he relates will be found to contrast with those of others. His physical symptoms alone were remarkable, for on one occasion, at an altitude of apparently little over 10,000 feet, he became unwell, being affected with a sensation of drowsiness, palpitation, shortness of breath, and singing in the ears, which, after landing gave place to a " fit of incessant gaping," while he states that in later voyages, at but slightly greater altitudes, his throat and lungs became affected, and he was troubled with presence of blood upon the lips. This draws forth a footnote from Mr. Glaisher, which should be commended to all would-be sky voyagers. It runs thus: --" I have never experienced any of these effects till I had long passed the heights reached by M. Flammarion, and at no elevation was there the presence of blood." However, M. Flammarion adduces, at least, one reassuring fact, which will be read with interest. Once, having, against the entreaties of his friends, ascended with an attack of influenza upon him, he came down to earth again an hour or two afterwards with this troublesome complaint completely cured.
