Book excerpt: The authors combine measures of urban form and public transit supply for 114 urbanized areas with the 1990 Nationwide Personal Transportation Survey to address two questions: (1) How do measures of urban form, including city shape, road density, the spatial distribution of population, and jobs-housing balance affect the annual miles driven and commute mode choices of U.S. households? (2) How does the supply of public transportation (annual route miles supplied and availability of transit stops) affect miles driven and commute mode choice? The authors find that jobs-housing balance, population centrality, and rail miles supplied significantly reduce the probability of driving to work in cities with some rail transit. Population centrality and jobs-housing balance have a significant impact on annual household vehicle miles traveled (VMT), as do city shape, road density, and (in rail cities) annual rail route miles supplied. The elasticity of VMT with respect to each variable is small, on the order of 0.10-0.20 in absolute value. However, changing several measures of form simultaneously can reduce annual VMT significantly. Moving the sample households from a city with the characteristics of Atlanta to a city with the characteristics of Boston reduces annual VMT by 25 percent.

Book excerpt: ABSTRACT: This study presents an analytical model of the interaction between urban form and the demand for transit travel, in which residential location, transit demand, and the spatial dispersion of non-work activities are endogenously determined. In this model, travel demand is considered a derived demand brought about by the necessity to engage in out-of-home activities whose geographical extent is affected by urban form. In a departure from the urban monocentric model, residential location is defined as a job-residence pair in an urban area in which jobs, residences, and non-work activities are dispersed. Transit demand is then determined by residential location, work trips, non-work trip chains, and goods consumption. Theoretically derived hypotheses are empirically tested using a dataset that integrates travel and land-use data. There is evidence of a significant influence of land-use patterns on transit patronage. In turn, transit demand affects consumption and non-work travel. Although much reliance has been placed on population density as a determinant of transit demand, it is found here that population density does not have a large impact on transit demand and, moreover, that the effect decreases when residential location is endogenous. To increase transit use, urban planners have advocated a mix of residential and commercial uses in proximity to transit stations. In this study, it is found that the importance of transit-station proximity is weakened by idiosyncratic preferences for residential location. In addition, when population density and residential location are jointly endogenous, the elasticity of transit demand with respect to walking distance to a transit station decreases by about 33 percent over the case in which these variables are treated an exogenous. The research reported here is the first empirical work that explicitly relates residential location to trip chaining in a context in which individuals jointly decide residential location and the trip chain. If is found that households living farther from work use less transit and that trip-chaining behavior explains this finding. Households living far from work engage in complex trip chains and have, on average, a more dispersed activity space, which requires reliance on more flexible modes of transportation. Therefore, reducing the spatial allocation of non-work activities and improving transit accessibility at and around subcenters would increase transit demand. Similar effects can be obtained by increasing the presence of retail locations in proximity to transit-oriented households. Although focused on transit demand, the framework can be easily generalized to study other forms of travel.

Book excerpt: Research on travel behavior continues to be one of the most prominent areas in the transportation area. Planners and policymakers try to understand and manage travel behavior. Making and implementation of travel demand management (TDM) policies greatly rely on the understanding of the determinants of activity-travel patterns and travel demand. Among the activity-travel patterns, trip chaining and joint travel have received much research interest. Trip chaining is typically viewed as a home-based tour that connects multiple out-of-home activities. Joint travel is commonly defined as traveling with others. Travel demand is generally measured by trip generation and travel distances. Investigating different aspects of travel behavior helps us better understand the links between activity participation and mobility, and improves the evaluation of the transportation infrastructure investments and policies such as high occupancy vehicle (HOV) lanes and vehicle miles traveled (VMT) reduction programs. Several studies have regarded trip chaining, joint travel, trip generation, and travel distances as different dimensions of travel behavior to be examined in terms of various socio-demographics and urban form factors. However, limited work has been done to use activity-travel patterns as mediating variables and analyze how trip chaining and joint travel shape the resulting travel demand. Furthermore, relationships between travel behavior and urban form factors at out-of-home activity locations remain unclear. Based on the 2012 travel survey data from the Cleveland Metropolitan Area, this study first investigates the relationships among trip chaining, joint travel, home-based tour generation, and travel distances at three different levels: tour, individual, and household levels. Second, the influences of socio-demographics and urban form factors at tour origins and destinations on travel behavior are examined simultaneously. Lastly, while using trip chaining and joint travel as mediating variables, this study estimates the mediating effects of socio-demographics and urban form via activity-travel patterns on travel demand. The Structural Equation Modelling (SEM) approach is applied. The study reveals the existence of significant relationships between activity-travel patterns and travel demand. Trip chaining is negatively associated with joint travel. While it increases travel distances, this effects gets weakened through its indirect effect via decreased tour generation. Joint travel appears to increase tour generation but decrease the travel distances. Most socio-demographics have significant effects with expected signs on travel behavior. The analysis suggests that urban form factors at tour origins and destinations play important roles on the resulting travel demand. Some urban form factors may not have direct effects on travel demand but have significant indirect effects on tour generation or travel distances through activity-travel patterns. This research presents how activity-travel patterns shape travel demand and concludes that trip chaining and joint travel should be taken into consideration while analyzing travel demand. The findings on socio-demographics and urban form factors can be used as inputs to improve the future evaluation of transportation projects and help planners integrate land-use strategies as tools to change people’s travel behavior. This will further mitigate the negative externalities associated with our travel patterns.

We focus on two issues that have been overlooked in the existing empirical literature: the measurement of land use mix and the relation between urban structure and city-wide public transport patronage. In the last twenty years, there has been a substantial interest on the effects of land use mix on travel behaviour. The literature uses a variety of metrics to measure land use mix, but there is limited understanding of how the choice of metric affects estimates of the link between land use mix and travel. Researchers also measure urban form, and in particular land use mix, at various geographical scales. Past studies examining the effects of spatial scale on estimates of the urban form-travel demand relationship, offer limited evidence on land use mix measures. The first part of this thesis examines how the metric and spatial scale used in land use mix measurement affect our understanding of the relation between land use mix and travel, employing both simulation and empirical econometric analyses. The simulation analysis uses randomly generated data to construct and test alternative land use mix measures. The empirical analysis tests alternative metrics and alternative spatial scales in the context of public transport trip frequency in London. The last part of the thesis, presents some further econometric models of public transport demand, to investigate the effect of city structure on city-wide public transport patronage. The study extends previous work on the topic in a number of ways. These include considering more detailed measures of urban from; dealing with methodological issues related to endogeneity and experimenting with various functional forms.
