Available in PDF, EPUB and Kindle. Book excerpt: At least 10% of the 24 billion dollars, 6-year authorization in the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) that created the surface transportation program was required to be set aside exclusively for 10 categories of "transportation enhancements", or projects designed to strengthen the cultural, aesthetic, or environmental aspects of transportation or to encourage greater use of nonmotorized transportation. In examining this set-aside, the General Accounting Office (GAO) addressed the following questions: (1) How do the obligation rates for transportation enhancement funds for fiscal years 1992-95 compare with the obligation rates for other major highway programs? (2) How do the obligation rates for transportation enhancement funds vary by state, and what factors have affected the states' use of these funds? (3) What types of projects are being funded with transportation enhancement funds? and (4) What are stakeholders' views on reauthorizing the transportation enhancement set-aside?

Book Synopsis Taking the High Road by : Bruce Katz
Download or read book Taking the High Road written by Bruce Katz and published by Rowman & Littlefield. This book was released on 2006-05-25 with total page 345 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since the early 1990s, federal transportation laws have slowly started to level the playing field between highway and alternative transportation strategies, as well as between older and newer communities. The Intermodal Surface Transportation Efficiency Act of 1991 and the Transportation Equity Act for the 21st Century made substantial changes in transportation practices. These laws devolved greater responsibility for planning and implementation to urban development organizations and introduced more flexibility in the spending of federal highway and transit funds. They also created a series of special programs to carry out important national objectives, and they tightened the linkages between transportation spending and issues such as metropolitan air quality. Taking the High Road examines the most pressing transportation challenges facing American cities, suburbs, and metropolitan areas. The authors focus on the central issues in the ongoing debate and deliberations about the nation's transportation policy. They go beyond the federal debate, however, to lay out an agenda for reform that responds directly to those responsible for putting these policies into practice—leaders at the state, metropolitan, and local levels. This book presents public officials with options for reform. Hoping to build upon the progress and momentum of earlier transportation laws, it ensures a better understanding of the problems and provides policymakers, journalists, and the public with a comprehensive guide to the numerous issues that must be addressed. Topics include • A wide-ranging policy framework that addresses the reauthorization debate • An examination of transportation finance and how it affects cities and suburbs • An analysis of metropolitan decisionmaking in transportation • The challenges of transportation access for working families and the elderly • The problems of increasing traffic congestion and the lack of adequate alternatives Contributors include Scot

Book Synopsis Transportation for Livable Cities by : Vukan Vuchic
Download or read book Transportation for Livable Cities written by Vukan Vuchic and published by Routledge. This book was released on 2017-09-08 with total page 562 pages. Available in PDF, EPUB and Kindle. Book excerpt: The twenty-first century finds civilization heavily based in cities that have grown into large metropolitan areas. Many of these focal points of human activity face problems of economic inefficiency, environmental deterioration, and an unsatisfactory quality of life—problems that go far in determining whether a city is "livable." A large share of these problems stems from the inefficiencies and other impacts of urban transportation systems. The era of projects aimed at maximizing vehicular travel is being replaced by the broader goal of achieving livable cities: economically efficient, socially sound, and environmentally friendly. This book explores the complex relationship between transportation and the character of cities and metropolitan regions. Vukan Vuchic applies his experience in urban transportation systems and policies to present a systematic review of transportation modes and their characteristics. Transportation for Livable Cities dispels the myths and emotional advocacies for or against freeways, rail transit, bicycles, and other modes of transportation. The author discusses the consequences of excessive automobile dependence and shows that the most livable cities worldwide have intermodal systems that balance highway and public transit modes while providing for pedestrians, bicyclists, and paratransit. Vuchic defines the policies necessary for achieving livable cities: the effective implementation of integrated intermodal transportation systems.
