Author Karel Martens starts from the observation that for the last fifty years the focus of transportation planning and policy has been on the performance of the transport system and ways to improve it, without much attention being paid to the persons actually using – or failing to use – that transport system. There are far-reaching consequences of this approach, with some enjoying the fruits of the improvements in the transport system, while others have experienced a substantial deterioration in their situation. The growing body of academic evidence on the resulting disparities in mobility and accessibility, have been paralleled by increasingly vocal calls for policy changes to address the inequities that have developed over time. Drawing on philosophies of social justice, Transport Justice argues that governments have the fundamental duty of providing virtually every person with adequate transportation and thus of mitigating the social disparities that have been created over the past decades. Critical reading for transport planners and students of transportation planning, this book develops a new approach to transportation planning that takes people as its starting point, and justice as its end.

But, as this book documents, smart growth has largely failed to address issues of social equity and environmental justice. Smart growth sometimes results in gentrification and displacement of low- and moderate-income families in existing neighborhoods, or transportation policies that isolate low-income populations. Growing Smarter is one of the few books to view smart growth from an environmental justice perspective, examining the effect of the built environment on access to economic opportunity and quality of life in American cities and metropolitan regions. By enabling safe access for all users, Complete Streets promise to make cities more walkable and livable and at the same time more sustainable. This book problematizes the Complete Streets concept by suggesting that streets should not be thought of as merely physical spaces, but as symbolic and social spaces. When important social and symbolic narratives are missing from the discourse and practice of Complete Streets, what actually results are incomplete streets. The volume questions whether the ways in which complete streets narratives, policies, plans and efforts are envisioned and implemented might be systematically reproducing many of the urban spatial and social inequalities and injustices that have characterized cities for the last century or more.
