The analysis in this paper focuses on the extent to which domestic markets are insulated from these changes and on the resulting impacts on world prices. An econometric analysis using Error Correction Models finds stable long-term relationships between world wheat prices and most domestic prices of wheat and wheat products, but with considerable variation across countries in the rate of price transmission. A case study of the price shocks during the Covid pandemic and the Ukraine food price crisis finds that price insulation roughly doubled the overall increase in world wheat prices and raised their volatility both during periods of price increase and price decline.

This book uses a decade of primary research to examine how weather and climate, as measured by variations in the growing season using satellite remote sensing, has affected agricultural production, food prices and access to food in food-insecure regions of the world. The author reviews environmental, economics and multidisciplinary research to describe the connection between global environmental change, changing weather conditions and local staple food price variability. The context of the analysis is the humanitarian aid community, using the guidance of the USAID Famine Early Warning Systems Network and the United Nation’s World Food Program in their response to food security crises. These organizations have worked over the past three decades to provide baseline information on food production through satellite remote sensing data and agricultural yield models, as well as assessments of food access through a food price database. These datasets are used to describe the connection, and to demonstrate the importance of these metrics in overall outcomes in food-insecure communities.

This helps identify the nature of the relationship between geographically distant markets and cross-commodity price transmission, as well as the impact of liberalization policies and the identification of regions exposed to systemic shocks. This technical note contributes to the debate between symmetric and asymmetric price transmission and proposes to present the traditional and new approaches for detecting threshold effects in price transmission while focusing on their advantages and limitations. There is no one-size-fits-all method to detect threshold effects in price transmission. Experts need to select a combination of elements (context of study, the economy under consideration, data availability…) to justify the relevancy of their choice. Beyond the presentation of the methods for detecting thresholds in price transmission, we perform an application in the case of the rice market in Senegal. The results support the evidence of an asymmetric price transmission between world and domestic prices in the short-run and a symmetric transmission in the long-run.

However, spatial aspects seem to be generally overlooked when analyzing price transmission. This paper attempts to fill this gap by highlighting the usefulness of spatial interaction and models for market integration analysis. A spatial dynamic panel datamodel is presented and applied to Niger’s millet market. Empirical results show that (1) the millet market is partly integrated, (2) locally traded commodities (millet and sorghum) are linked by a cross-commodity price transmission, (3) most imported cereals prices, which for Niger is maize and rice, did not affect the millet market, and (4) no cross-regions price transmissionoccurred for the millet market.

What does the persistence of popular mobilization around food tell us about the politics of subsistence in an era of integrated food markets and universal human rights? This book interrogates this period of historical rupture in the global system of subsistence, getting behind the headlines and inside the politics of food for people on low incomes. The half decade of 2007–2012 was a period of intensely volatile food prices as well as unusual levels of popular mobilization, including protests and riots. Detailed case studies are included here from Bangladesh, Cameroon, India, Kenya and Mozambique. The case studies illustrate that political cultures and ways of organizing around food share much across geography and history, indicating common characteristics of the popular politics of provisions under capitalism. However, all politics are ultimately local, and it is demonstrated how the historic fallout of a subsistence crisis depends ultimately on how the actors and institutions articulate, negotiate and reassert their specific claims within the peculiarities of each policy. A key conclusion of the book is that the politics of provisions remain essential to the right to food and that they involve unruliness. In other words, food riots work. The book explains how and why they continue to do so even in the globalized food system of the 21st century. Food riots signal a state unable to meet a principal condition of its social contract, and create powerful pressure to address that most fundamental of failings. .

Au-delà de la stabilité et de la croissance macroéconomiques, il cherche à savoir ce qui peut encore être fait et à identifier les points sur lesquels les décideurs devraient se concentrer pour réduire la pauvreté. Un agenda des politiques favorable aux pauvres requiert de la croissance aux endroits où ceux-ci vivent et travaillent, ainsi que de s’attaquer aux nombreux risques auxquels les ménages sont exposés. En conséquence de quoi, le présent rapport a ajouté une optique « emplois » à son travail. Book excerpt: Recent spikes in staple food prices resulting from the invasion of Ukraine have once again highlighted the difficulty faced by low-income countries that rely on imports for a substantial portion of their food supply. To better understand which countries are most affected by higher world food prices, we propose a food import vulnerability index (FIVI). One version of the index describes the vulnerability of each country to higher world prices for each of 15 major staple foods. Another version of the FIVI is a national index, aggregating across the 15 commodities. Both are based on three components, the caloric contribution of the commodity(ies) in the national diet, the dependence on imports, and the level of moderate and severe food insecurity in the country. The values of the FIVI are calculated for 2020, the most recent year for which data are available. The results indicate that countries are most adversely affected by increases in the world price of wheat, rice, and maize, followed by sugar, and vegetable oil. This is because the five commodities listed are both major contributors to the diet in many countries and because countries often depend on imports for a large share of the domestic requirements of these foods. Yemen, Djibouti, and Afghanistan are most vulnerable to increases in world wheat prices, while Liberia, Gambia, and Guinea-Bissau are particularly vulnerable to spikes in rice prices. In the case of maize, Zimbabwe, Lesotho, and Eswatini have the highest vulnerability score. These results should help policymakers and development partners target their efforts to reduce food import vulnerability through policies and programs to strengthen resilience.

Both have roots in a neglected problem: the resistance of Legacy economic sectors to innovation. While the U.S. has focused its policies on breakthrough innovations to create new economic frontiers like information technology and biotechnology, most of its economy is locked into Legacy sectors defended by technological/ economic/ political/ social paradigms that block competition from disruptive innovations that could challenge their models. Americans like to build technology "covered wagons" and take them "out west" to open new innovation frontiers; we don't head our wagons "back east" to bring innovation to our Legacy sectors. By failing to do so, the economy misses a major opportunity for innovation, which is the bedrock of U.S. competitiveness and its standard of living. Technological Innovation in Legacy Sectors uses a new, unifying conceptual framework to identify the shared features underlying structural obstacles to innovation in major Legacy sectors: energy, air and auto transport, the electric power grid, buildings, manufacturing, agriculture, health care delivery and higher education, and develops approaches to understand and transform them. It finds both strengths and obstacles to innovation in the national innovation environments - a new concept that combines the innovation system and the broader innovation context - for a group of Asian and European economies. Manufacturing is a major Legacy sector that presents a particular challenge because it is a critical stage in the innovation process. By increasingly offshoring production, the U.S. is losing important parts of its innovation capacity. "Innovate here, produce here," where the U.S. took all the gains of its strong innovation system at every stage, is being replaced by "innovate here, produce there," which threatens to lead to "produce there, innovate there." To bring innovation to Legacy sectors, authors William Bonvillian and Charles Weiss recommend that policymakers focus on all stages of innovation from research through implementation. They should fill institutional gaps in the innovation system and take measures to address structural obstacles to needed disruptive innovations. In the specific case of advanced manufacturing, the production ecosystem can be recreated to reverse "jobless innovation" and add manufacturing-led innovation to the U.S.'s still-strong, research-oriented innovation system.
