Idenfity sites with high potential for an increased mode shift to transit or non-motorized access, including key partnerships or promotional opportunities to realize these connections (3.) Understand how current U.S. Fish and Wildlife (FWS) planning and management decisions affect transit and trail connections to NWRs (4.) Provide a tool for FWS staff, partner agencies, and friends groups to recognize potential connections, set priorities for future planning, and ultimately enhance alternative transportation access to NWRs"--Background and methods (p. 1).
