For the past six years, the official force goal for surface combatants was 116. But recently, senior Navy officials have argued that the nation needs a larger Navy: 375 ships, including a surface combatant force of 160 ships. That force would comprise 104 large cruisers and destroyers as well as 56 new, much smaller vessels called littoral combat ships-which are expected to be an important element of the Bush Administration's plans for transforming the Navy. Those ships are intended to counter potential threats in the world's coastal regions that, if left unchecked, could inhibit the Navy's freedom of action. At the same time that it hopes to expand the fleet, however, the Navy plans to retire many existing surface combatants early. Reaching the Navy's new force goal by building more surface combatants would require a substantial investment, which would compete with other demands, including different transformation efforts and ship programs. Are there ways to transform the surface combatant force within today's funding level? This Congressional Budget Office (CBO) study-prepared at the request of the Subcommittee on Seapower of the Senate Committee on Armed Services examines that question. It looks at the Navy's modernization plans for the surface combatant force and their budgetary implications. The analysis also evaluates three options that would modernize and transform that force at the current funding level. In keeping with CBO's mandate to provide objective, impartial analysis, this study makes no recommendations.

Today’s force lacks the size, resilience, and offensive capacity to contribute effectively to degrading, delaying, or denying aggression. These shortfalls are especially problematic in light of the fact that the surface fleet will play an increasingly important role in the U.S. Navy’s ability to counter enemy attacks. The current fleet is also fiscally unsustainable due to growing operations and support costs for today’s highly integrated and manpower-intensive surface combatants. New technologies for unmanned systems, sensors, weapons, C3, and countermeasures could allow significant improvements in the surface fleet’s ability to create complexity for an adversary and harden surface forces from attack while improving surface force’s capacity for maritime or land strike. CSBA’s proposed architecture of operational concepts, force packages, posture, readiness cycles, and platforms would improve the surface fleet’s ability to support U.S. defense strategy as well as make it more sustainable. With U.S. carrier aviation constrained in range and capacity and challenged by rising sustainment costs, and with the submarine force shrinking, the surface fleet will have increased importance in deterrence, reassurance, and warfare. U.S. Navy leaders should make the hard choices needed to ensure the surface force can meet that challenge.

This reduction was part of the U.S. military transformation in the post-Cold War period. This thesis examined the major factors that influenced the change in surface combatant planning since 1990, i. e., budget agreements, naval doctrine, OPNAV reorganization, and Defense reviews. Data sources included books, periodicals, major force structure reviews, naval strategy papers, budgetary reports, and interviews. The major conclusion is that constrained fiscal resources had the most dramatic effect on the surface combatant fleet. To adapt to the drop in O&M and procurement funding, the Navy has reduced costs by decommissioning older ships, slowing shipbuilding rates, shifting to multiyear contracts, and focusing on life cycle expenses. The next scheduled surface combatant program, DD-21, will compete against other shipbuilding programs due to projections of relatively flat Defense budgets. The shift to littoral warfare has also shaped the surface combatant force, changing doctrine and weapon system emphasis.

Book excerpt: To achieve a more responsive and more readily deployable fleet of surface combatants, the Navy adopted the Fleet Response Plan (FRP) in 2003 to replace its traditional ship maintenance and readiness cycle. The goal of the FRP is to have non-deployed ships achieve a high level of readiness earlier and to maintain high readiness longer so that they can deploy on short notice. However, a challenge of implementing the FRP is establishing the processes and procedures, as well as a ready industrial base, to facilitate maintenance planning and execution to meet the now unpredictable FRP surge requirements and maintenance demands. By concentrating specifically on the DDG-51 class of destroyers, the authors of this report look at the effects the FRP has had thus far and determine whether maintenance resources are meeting maintenance demands and whether related industry resources have been coordinated effectively. Overall, the authors determine that the initiative appears to have promising effects but that more time will be needed to assess maintenance supply and demand apart from the increase of funding tied to military operations post-September 11, 2001.
