The likely impacts include: • A long-term reduction in crop yields of 20–30 percent • Declining productivity of livestock, with adverse consequences on livelihoods • Increase in food imports (up to 40 percent for rice long term) • Worsening prospects for food security, particularly in the north and the southwest • A long-term decline in GDP of up to 4.5 percent The impacts may be worse if the economy diversifies away from agriculture more slowly than Vision 20:2020 anticipates, or if there is too little irrigation to counter the effects of rising temperatures on rain-fed yields. Equally important, investment decisions made on the basis of historical climate may be wrong: projects ignoring climate change might be either under- or over-designed, with losses (in terms of excess capital costs or foregone revenues) of 20–40 percent of initial capital in the case of irrigation or hydropower. Fortunately, there is a range of technological and management options that make sense, both to better handle current climate variability and to build resilience against a harsher climate: • By 2020 sustainable land management practices applied to 1 million hectares can offset most of the expected shorter-term yield decline; gradual extension of these practices to 50 percent of cropland, possibly combined with extra irrigation, can also counter-balance longer-term climate change impacts. • Climate-smart planning and design of irrigation and hydropower can more than halve the risks and related costs of making the wrong investment decision. The Federal Government could consider 10 short-term priority responses to build resilience to both current climate variability and future change through actions to improve climate governance across sectors, research and extension in agriculture, hydro-meteorological systems; integration of climate factors into the design of irrigation and hydropower projects, and mainstreaming climate concerns into priority programs, such as the Agriculture Transformation Agenda.

Using two proxies for food security, we find that high per capita consumption, high yields and low food inflation support food security. Cross-country estimates of yields and production provided by the FAO/OECD reveal that use of inputs is lower in Nigeria than in other countries, and that policies to raise crop yields positively correlate with better food security conditions. The paper also uses detailed domestic commodity price indices to assess linkages with international prices and the role of import bans. Central bank policies for funding agriculture and import bans have not managed to stimulate agricultural output nor moderated the impact of international food prices. Rather, policies should focus on use of inputs that are severely underused in Nigeria as elsewhere in SSA.

The other raw materials/natural resources of the crude petroleum/oil manufacturing economy were been monopolized by the SHELL Oil Royal Dutch of Netherlands and British SHELL post emerged, based on the concession signed in Britain, as the British government during colonial rule in Nigeria discovered crude oil segments deposits, in the todays south-south at Oloibiri in 1956, province/region in the today, south-south of eastern Nigeria. The NNPC the Nigeria indigenous oil transnational corporation, represented the Nigeria federal government crude oil reserve ownership of 55 % (in a shared venture, with SHELL British Petroleum and her partner of the Netherland Royal Dutch Oil Co-SHELL- SHELL owned 30 %) and profi ts made by SHELL was transferred to the SHELL parent oil Co, Headquarters at Hague, Netherland; Finally, the OPEC relationship with Nigeria, and the world oil market, emerged as the oil giant (developing oil organization) permanent inter-governmental organization, seemed competitively world oil organization, bailed out the global oil community in terms of world oil market stock exchange crashes and recessions; global oil gluts, oil embargos, regional civil wars and unrest threatened OPEC oil production, intercepts in bailing out the global oil community, via by optimal production and supplies was apparent in OPEC sustainability growth and reinforce the world oil market business continuity. OPEC main theme was apparently formed to stabilize and fi x oil prices, amongst the member 12 oil producing and exporting countries from the third world. Book excerpt: Not quite four months after the Western Region's election of October 10, 1965, did the localized mayhem in that Region find its way furiously into the center of the nation on January 15, 1966! It was like a whirl-wind of nothing but anarchy and lawlessness. The serious aftermath of the marred and rigged election was that it acted as the last straw that broke the Carmel's back, providing immediate reason for the army to overthrow the government of Dr. Nnamdi Azikiwe. Anarchy ensued; a counter coup led to the death of Major-General Ironsi. Callous barbarous massacre of thousands of easterners in the North followed. With their lives in jeopardy, easterners fled for safety to eastern region; refugee crisis followed. To guarantee their safety, easterners seceded from Nigeria and on May 30th 1967, formed an independent and sovereign nation of the Republic of Biafra. Determined to bring Easterners back, on July 6, 1967 Nigeria invaded Biafra; waged a gruesome thirty-month-civil war against Biafra. Nigeria blockaded Biafra on land, sea and air, to prevent food from entering Biafra. A malnutrition disease, Kwashiorkor that caused the deaths of thousands of Biafrans, followed. Nigeria bombed Biafran civilians, killing thousands. On January 12, 1970 the war ended leaving more than three million people dead in a war that was totally avoidable!
