Book excerpt: Since 2003, the Ministry of Defence (MoD) has changed its arrangements for providing logistics support for its Harrier and Tornado fast jet aircraft by rationalising the activity and location of its maintenance and repair services. The NAO report finds that these changes have reduced costs by a cumulative saving of £1.4 billion, and although availability of the aircraft temporarily declined during the transition period, availability targets for these fast jet aircraft are now being met. The MoD has applied new techniques, including introducing pulse lines, similar to a production line used in the motor car industry, which has led to improved productivity with fewer man-hours and less workspace and spares holdings. The MoD has also entered into new partnerships with industry which are managed by teams made up of contractors and military personnel situated at main RAF bases. The new arrangements are based on industry making available a specified number of aircraft or engines, rather than on the number of repairs they carry out or the number of spare parts they provide. The report identifies two significant risks that still remain, relating to: the provision of sufficient trained personnel to man the pulse lines for both jets; and the supply chain to ensure the timely supply of spare parts for both types of aircraft.

For fast jet aircraft (Harrier GR9 and Tornado GR4), depth support will transfer from DARA St Athan, South Wales, where it is carried out largely by civilian tradesmen, to RAF Main Operating Bases where it will be carried out by RAF tradesmen supplemented by tradesmen from the aircraft manufacturer. For rotary wing aircraft (helicopters), depth support will, by contrast, be provided at DARA Fleetlands, Hampshire, by RAF tradesmen and DARA civilian tradesmen. The Committee is concerned that these inconsistent arrangements will not be sustainable over the long term. The new arrangements for support carry risks: the long term sustainability of efficiency programmes; potential over-dependency on industry, and the capability of the RAFs new support processes to meet surge demands. The Committee recommends an independent audit of the Harrier programme, to ensure that the support is being provided in a more efficient and cost effective manner than before. The future of DARA is uncertain: some of its businesses are to be closed down; others are to be market tested. The prospects for the DARA St Athan site, including its recently completed Superhangar facility costing over £100m, are in particular doubt. The Committee finds incomprehensible MoDs decision to go ahead with building the Superhangar at a time when it was reviewing its logistic support provision, and recommends an investigation by the National Audit Office and the Wales Audit Office.

Book excerpt: Despite major expenditure by central government departments, weaknesses in departmental strategies and governance arrangements have limited the effectiveness of skills development activities. Despite major expenditure by central government departments on developing the skills of their staff, government does not know how much is being spent and has rarely evaluated its impact on performance. Government's estimate of £275 million (or £547 for each civil servant) in 2009-10 is a significant underestimate. In addition, only 48 per cent of civil servants said that the learning and development they received in the last 12 months had helped them to be better at their job. This has limited the effectiveness of skills development activities in meeting departmental business needs. Management responsibilities have been complicated and unclear, leading to incomplete and unreliable information on what skills development is being undertaken, by which members of staff and at what cost. Insufficient standardisation across departments and limited use of central government's buying power to cut costs have undermined value for money. There has also not been enough attention to on-the-job learning, with unnecessary costs incurred through over-reliance on more expensive forms of training and poor management of attendance rates. Government has recognised some of these issues and has recently introduced major changes to the way departmental HR functions operate. A new cross-government learning and development service called Civil Service Learning became operational in April 2011. While these changes are designed to address some of the weaknesses identified by the NAO, it is too early to say if they will be implemented consistently and effectively across departments.

The MoD's assessment of its expected achievements against its six Public Service Agreement (PSA) targets, which run until the end of March 2008, has deteriorated since the previous year's Annual Report and Accounts. At the end of 2007, the MoD did not expect to meet the target relating to generating forces and expects "only partly" to meet targets relating to recruitment and retention, and defence equipment procurement. The failure to meet the target for generating forces is a consequence of the continuing high levels of deployment of the Armed Forces. The Committee is concerned that the Armed Forces have been operating at or above the level of concurrent operations they are resourced and structured to deliver for seven of the last eight years, and for every year since 2002. Achieving manning balance in all three Service continues to be a challenge. Shortages remain within many specialist trades in all three Armed Services, but especially in the Army Medical Service. The report notes the failure to meet harmony guidelines in the Army and the Royal Air Force - another indicator of the pressure on the Armed Forces from the continuing high level of operations - and another target missed by all three services is for ethnic minority recruitment. The MoD continues to experience substantial forecast cost increases on equipment programmes, and the report notes delays in delivering equipment programmes to the planned in-service dates. The MoD faces difficult choices in the face of expected cuts in the defence programme and the management of a streamlining exercise to reduce civilian posts in the headquarters.

Six of these were retained as Mk2a and have flown satisfactorily ever since they were delivered. The other eight were modified to an Mk3 standard in order to meet a requirement for Special Forces. The Committee examined the procurement of these eight helicopters in its report on Battlefield Helicopters (HC 386, session 2004-05, ISBN 9780215022714) and considered it to be one of the worst examples of equipment procurement that it had ever seen. The Chinook Mk3 project has been a catalogue of errors from the start. The original contract was ill defined, preventing easy access to software source code that was key to enabling certification for airworthiness. Further operational requirements and difficult commercial negotiations led to a five year period of protracted negotiation and slow decision making under a project known as Fix to Field. The absence of these helicopters has meant that British troops in Afghanistan have had to make do with fewer helicopters and these delays have potentially put the lives of British service personnel at greater risk. In 2007 the Department scrapped the Fix to Field project in favour of a new project called Reversion, designed to accelerate the helicopters' entry into operational service. But the Department failed to consult with Boeing, the manufacturer of the helicopters, with regard to the potential costs or timeframes, and the estimated cost of the project subsequently grew by 70 per cent. The cost of the eight Chinook Mk3 helicopters once they enter service will be in excess of £422 million, or £52.5 million each. Alternatives that may have been available at the time the original order was placed may have been cheaper than the final costs of these Chinooks.
