Download or read book British Devolution and European Policy-Making written by S. Bulmer and published by Springer. This book was released on 2002-11-26 with total page 248 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 1999 the Blair government introduced British devolution as part of a major programme of constitutional reform. This development posed major questions concerning how relations with the European Union would be affected. Previously, policymaking in the UK had been centralized on Whitehall and Westminster. However, devolution to Scotland and Wales introduced new actors; the Scottish Executive and Parliament, and the National Assembly for Wales. This study explores the institutional changes designed to accommodate these devolved authorities, whilst maintaining a central role for the UK government.

Book excerpt: The book provides detailed analysis of the structure and operation of the British Civil Service along with a historically grounded account of its development in the period from Margaret Thatcher to the Tony Blair premiership. It assesses continuity and change in the civil service during a period of deep transformation using new archive files, government and parliament reports, primary and secondary legislation. The author takes the evolutionary change of the civil service as a central theme and examines the friction between new managerial practices introduced by government in the 80s and 90s and the administrative traditions rooted in the history of this institution. In particular the author assesses the impact of the New Public Management agenda of the Thatcher and Major years its enhanced continuity during the Blair years. Further changes that involved ministerial responsibility, codification, performance management, special advisers and constitutional conventions are analyzed in the conclusions.
Download or read book Scrutinising Science written by R. Boden and published by Springer. This book was released on 2003-12-17 with total page 223 pages. Available in PDF, EPUB and Kindle. Book excerpt: By the 1980s, UK government research laboratories were an often quirky but always essential part of the state sector. In one of the most radical experiments in the organization and management of scientific research attempted in the UK, successive Conservative governments sought to reform these laboratories by applying the market-based solution of 'New Public Management'. Scrutinising Science explores and critiques that reform process by examining the laboratories' new organizational forms, the new visions of what science is for implicit in the reform agenda and the new forms of scientific knowledge production that have arisen as a consequence.

Book Synopsis Government, Governance and Welfare Reform by : Alberto Brugnoli
Download or read book Government, Governance and Welfare Reform written by Alberto Brugnoli and published by Edward Elgar Publishing. This book was released on 2012 with total page 197 pages. Available in PDF, EPUB and Kindle. Book excerpt: 'Alberto Brugnoli and Alessandro Colombo have put together an important collection of essays on government and governance in Italy and Britain. This richly documented comparative study proposes to answer two key questions: how does the change from government to governance emerge, and what enables this transformation to survive and even to displace State-centric solutions to public policy issues? The book will be a milestone in highlighting the distinctive and original role of the principle of subsidiarity, in examining and assessing governance regimes, their philosophy and their organizational choices and in linking subsidiarity with the prospects of freedom, responsibility and self-governing societies in the modern world. I know of no other book that brings the principle of subsidiarity to the frontier of the most current research in social science.' – Filippo Sabetti, McGill University, Canada This unique and original book focuses on institutional changes, welfare reforms and transformations in both Britain and Italy over the last three decades. The book illustrates that although it was a widely held belief in both countries that the arena of social and economic governance would shift to the national level, to the surprise of many, a different trend has emerged. In otherwise very different national experiences, both Britain and Italy have seen the sub-national level of governance become crucial in redefining public services, and in designing, delivering, and monitoring key services. The expert contributors use a distinctive and original principle – subsidiarity – as a lens through which to examine and assess these governance regimes, their philosophies, and their organizational choices. Academics, researchers and students of social policy, public policy, public administration and regional studies will find this book to be a highly fascinating read. It will also provide a wealth of information for policymakers and think tanks.
Book Synopsis Changing Patterns of Government by : D. Marsh
Download or read book Changing Patterns of Government written by D. Marsh and published by Springer. This book was released on 2001-11-01 with total page 287 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is the first comprehensive examination of the changing relations between ministers and civil servants since 1979. Based on an original account of power within central government and drawing on evidence compiled from over one hundred and fifty interviews, this book provides unprecedented insight into the world of Whitehall. As well as exploring the impact of eighteen years of Conservative government, the authors also examine the external pressures exerted by factors such as the European Union. They conclude by arguing that, despite recent claims about the end of the Whitehall model, many of the old features of the British system remain. Indeed, March, Richards and Smith demonstrate that departments continue to be key institutions in the policymaking process.
Book Synopsis Transforming Public Services by Design by : Sabine Junginger
Download or read book Transforming Public Services by Design written by Sabine Junginger and published by Taylor & Francis. This book was released on 2016-12-01 with total page 200 pages. Available in PDF, EPUB and Kindle. Book excerpt: For policy makers and policy implementers, design challenges abound. Every design challenge presents an opportunity for change and transformation. To get from policy intent to policy outcome, however, is not a straightforward journey. It involves people and services as much as it involves policies and organizations. Of all organizations, perhaps government agencies are perceived to be the least likely to change. They are embedded in enormous bureaucratic structures that have grown over decades, if not centuries. In effect, many people have given up hope that such an institution can ever change its ways of doing business. And yet, from a human-centered design perspective, they present a fabulous challenge. Designed by people for people, they have a mandate to be citizen-centered, but they often fall short of this goal. If human-centered design can make a difference in this organizational context, it is likely to have an equal or greater impact on an organization that shows more flexibility; for example, one that is smaller in size and less entangled in legal or political frameworks. Transforming Public Services by Design offers a human-centered design perspective on policies, organizations and services. Three design projects by large-scale government agencies illustrate the implications for organizations and the people involved in designing public services: the Tax Forms Simplification Project by the Internal Revenue Service (1978-1983), the Domestic Mail Manual Transformation Project by the United States Postal Service (2001-2005) and the Integrated Tax Design Project by the Australian Tax Office. These case studies offer a unique demonstration of the role of human-centered design in policy context. This book aims to support designers and managers of all backgrounds who want to know more about reorienting policies, organizations and services around people.

Book Synopsis Local Government Management by : Linda Keen
Download or read book Local Government Management written by Linda Keen and published by . This book was released on 1998 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Local government in Britain is undergoing fundamental transformation. This book explores the impact of these changes upon the attitudes, behaviour and job satisfaction of the managers most affected by them. On the basis of a detailed review of recent research findings and theoretical debates, it outlines the major changes affecting local government organizations and the duties and responsibilities of those working within them. This provides the context for a detailed empirical case study which explores the extent to which a rhetoric of 'new managerialism' is supported by a reality of change.
