The J-turn is an alternative intersection layout that is intended to provide safety benefits by limiting the number of points within an intersection that two or more vehicle paths might intersect. Before-after analyses at J-turns and control sites were conducted and compared. With the installation of a J-turn, the analyses found decreases in fatal and serious injury crashes, angle crashes, and fatal and serious injury angle crashes. The large decreases in severe crashes at J-turn locations indicate the J-turn can be an effective safety treatment. The analysis also found J-turns have lower crash rates for key crash types as compared to low-volume interchanges and rural, high-speed signalized intersections.

The RCI is an alternative intersection layout that is intended to provide safety benefits by limiting the number of points within an intersection that two or more vehicle paths might intersect. Both a before-after analysis at RCIs and a cross-sectional analysis comparing RCIs to untreated intersections were conducted. With the installation of an RCI, both analyses yielded statistically significant decreases in fatal and serious injury crashes, angle crashes, and fatal and serious injury angle crashes. Statistically significant increases in rear-end crashes were found. Both analyses showed no significant changes to sideswipe crashes or total crashes. Based on these results, severity shift in crashes has been seen at the RCIs in Minnesota. The overall number of crashes have not changed, but the high-severity crashes have been reduced while property damage crashes have increased. The large decreases in severe crashes at RCI locations indicate the RCI can be an effective safety treatment.

An evaluation of traffic safety at roundabouts published by MnDOT in 2017 showed substantial decreases in fatal and serious injury crashes for all users at intersections after installation of a roundabout. The safety effects of roundabouts are largely due to geometric design practices that reduce the speed of motorized vehicles as they approach and travel through the intersection. The purpose of this evaluation is to determine if the safety effects seen in the 2017 evaluation still apply to roundabouts with higher levels of use by pedestrians and bicyclists. This evaluation conducts a before-after analysis of 95 roundabouts in Minnesota and an analysis comparing roundabouts to untreated intersections. With the installation of a roundabout, this study finds that the before-after analysis results in a 40% decrease in all severity injury crashes for all roadway users, a 70% decrease in fatal and serious injury crashes for bikes and pedestrians, and a 15% decrease in total pedestrian bike and pedestrian crashes. The results of the comparison analyses suggest roundabouts have better safety performance than through-stop and traffic signal-controlled intersections and similar safety performance to locations with all-way stop control. The results of this evaluation thus indicate that roundabouts can be an effective safety treatment for pedestrian and bicycle crashes.

The lane constrictor design narrows the lane width for mainline approaches via a striped median with centerline rumble strips. By narrowing the mainline lane, the goal of this design is to encourage mainline traffic to slow down as it approaches the intersection. The striped median also provides greater separation between mainline directions and draws more attention to the location of the intersection. Following the installation of lane constrictors at MnDOT intersections, overall crash rates have seen little change but there have been decreases in fatal and serious injury (KA) as well as fatal and all injury (KABC) crash rates. These results indicate the addition of lane constrictors have a positive impact on crashes by reducing the severity of crashes, swapping injury crashes for property damage only crashes.

Book excerpt: A novel infrastructure design known as the J-turn intersection reduces the risk of serious and fatal crashes at thru-STOP intersections through decreasing points of conflict at an intersection by restricting crossing movements from the minor road. Despite their demonstrated safety efficacy, J-turns have not been met with uniformly positive support. In this research, we first examine novice driver baseline attitudes and driving behaviors on J-turns using a driving simulator study. Results demonstrate that critical errors are decreased with driving exposure to the J-turn; however, attitudes toward J-turns are not improved by exposure alone. A series of studies then evaluates the efficacy of various messaging strategies and educational materials on improving attitudes toward J-turns. The findings from these studies identify that the use of both educational materials and persuasive and customized messaging strategies is an effective method for increasing acceptance of J-turns across diverse resident populations (i.e., rural, suburban, and urban) and among stakeholders in Minnesota. This work demonstrates the importance of the role of proactive educational programs and community initiatives in promoting the acceptance and buy-in toward novel roadway treatments, such as J-turns, among diverse drivers, communities, and stakeholder groups.

However, the effectiveness is not well documented, and negative changes in driver behavior at treatment intersections may affect drivers overall, resulting in a spillover effect. Moreover, the effectiveness of ICWS may decrease if drivers do not perceive a change in the dynamic messages. Therefore, the objectives of this research were to (1) evaluate driver behavior at mainline and stop-controlled approaches for intersections with and without ICWS and (2) assess the traffic volume range and limits where the system is nearly continuously activated and is likely to lose its effectiveness. Video data were collected at five treatment and corresponding control intersections, and various metrics were used to compare changes in driver behavior. In general, no negative behaviors were noted for either treatment or control intersections.

Book excerpt: The Rural Intersection Collision Warning System (i.e., RICWS) has been deployed across the state of Minnesota to provide real-time traffic information to motorists to assist them with identifying sufficient vehicle gaps at thru-STOP intersections. However, since its implementation, a number of complaints have been received from local road users in regard to the signs. To identify the human factors issues with the current RICWS sign and to propose safe and efficient alternatives to its use, multiple rounds of usability tests were conducted with Minnesota county engineers and local road users to assist iterative design modifications as well as evaluate the effectives of each sign’s ability to accurately convey information regarding each of its three states. Three alternative design options were developed and tested along with the original RICWS sign via a driving simulator. A total of 120 participants, including novice teenage drivers (16-18 years old), middle-aged drivers (35-50 years old) and older drivers (65-77 years old), were recruited and were then asked to drive through a sequence of rural thruSTOP controlled intersections, with and without the intervention. The objectives were to evaluate the safety effectiveness and efficiency of different RICWS sign options to promote safe gap acceptance at different types of rural intersections (i.e., varying levels of mainstream traffic volume and intersection visibility). The research findings revealed an overall safety benefit of the intervention; however, potential risks were also identified associated with its deployment. It was also observed that drivers’ perceptions did not all match their actual driving behaviors.

Book excerpt: The Intersection Decision Support (IDS) research project is sponsored by a consortium of states (Minnesota, California, and Virginia) and the Federal Highway Administration (FHWA), whose objective is to improve intersection safety. The Minnesota team's focus is to develop a better understanding of the causes of crashes at rural unsignalized intersections and then develop a technology solution to address the cause(s). In the original study, a review of Minnesota's rural crash records and of past research identified poor driver gap selection as a major contributing cause of rural intersection crashes. Consequently, the design of the rural IDS technology has focused on enhancing the driver's ability to successfully negotiate rural intersections by communicating information about the available gaps in the traffic stream to the driver. In order to develop an IDS technology that has the potential to be nationally deployed, the regional differences at rural intersections must first be understood. Only then can a universal solution be designed and evaluated. To achieve this goal of national consensus and deployment, the University of Minnesota and the Minnesota Department of Transportation initiated a State Pooled Fund study, in which nine states cooperated in intersectioncrash research. This report provides an overview of the crash analysis phase of the pooled fund study for all participating states. This includes patterns identified in severity, driver, and type of error as well as countermeasures previously tried by states.
