Book excerpt: In Markets of Civilization Muriam Haleh Davis provides a history of racial capitalism, showing how Islam became a racial category that shaped economic development in colonial and postcolonial Algeria. French officials in Paris and Algiers introduced what Davis terms “a racial regime of religion” that subjected Algerian Muslims to discriminatory political and economic structures. These experts believed that introducing a market economy would modernize society and discourage anticolonial nationalism. Planners, politicians, and economists implemented reforms that both sought to transform Algerians into modern economic subjects and drew on racial assumptions despite the formally color-blind policies of the French state. Following independence, convictions about the inherent link between religious beliefs and economic behavior continued to influence development policies. Algerian president Ahmed Ben Bella embraced a specifically Algerian socialism founded on Islamic principles, while French technocrats saw Algeria as a testing ground for development projects elsewhere in the Global South. Highlighting the entanglements of race and religion, Davis demonstrates that economic orthodoxies helped fashion understandings of national identity on both sides of the Mediterranean during decolonization.

Son-Duong, a community near the Red River, experienced firsthand the ravages of French colonialism and the American war, as well as the socialist revolution and Vietnam’s recent reintegration into the global market economy. In this revised and expanded edition of his 1992 book, Revolution in the Village, Hy V. Luong draws on newly available archival documents in Hanoi, narratives by villagers, and three field seasons from the late 1980s to 2006. He situates his finely drawn village portrait within the historical framework of the Vietnamese revolution and the recent reforms in Vietnam. Book excerpt: We present a model in which shadow banking arises endogenously and undermines market discipline on traditional banks. Depositors' ability to re-optimize in response to crises imposes market discipline on traditional banks: these banks optimally commit to a safe portfolio strategy to prevent early withdrawals. With costly commitment, shadow banking emerges as an alternative banking strategy that combines high risk-taking with early liquidation in times of crisis. We bring the model to bear on the 2008 financial crisis in the United States, during which shadow banks experienced a sudden dry-up of funding and liquidated their assets. We derive an equilibrium in which the shadow banking sector expands to a size where its liquidation causes a fire-sale and exposes traditional banks to liquidity risk. Higher deposit rates in compensation for liquidity risk also weaken threats of early withdrawal and traditional banks pursue risky portfolios that may leave them in default. Policy interventions aimed at making traditional banks safer such as liquidity support, bank regulation and deposit insurance fuel further expansion of shadow banking but have a net positive impact on financial stability. Financial stability can also be achieved with a tax on shadow bank profits.

Credited with developing the theory of economic disequilibrium, Professor Li distinguishes two types of disequilibrium on the basis of whether or not the majority of firms in the economy are viable profit-makers. In Chinese Economy in Disequilibrium, Professor Li points out that not only has China’s economy been in a state of disequilibrium, but it also has issues with enterprises not being under budget constraint. Given the limitations of market regulation under economic disequilibrium, Professor Li advocates the reform of the enterprise system and upholds the government’s leading role in the establishment of order in the socialist commodity economy. Yining Li is a Professor of Economics and Emeritus Dean of Peking University’s Guanghua School of Management. He is one of China’s foremost economists, and the author of twenty books and numerous articles on a wide range of economic subjects including reform and development in China. He has received a number of prestigious awards and honours for his research. As the leading proponent of a market economy in China, Professor Li has had a tremendous influence on China’s economic reform policy over the last three decades. He has served on the Standing Committee of the National People’s Congress of China and is currently Vice-Chairman of the Economic Committee of the Chinese People’s Political Consultative Conference.
